SUBJECT: 36 CES/PMO Portable Office Space Rentals (Bldg. 18001)
RESPONSE DATE: 22 September 2023 at 12:00pm Chamorro Standard Time (ChST)
I. Description: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and is being issued using simplified acquisition procedures.
II. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2023-05, effective date 07 September 2023, Defense Federal Acquisition Regulation Supplement (DFARS) Change effective date 17 August 2023, and Department of the Air Force Federal Acquisition Regulation Supplement (DAFFARS) DAFAC 2023-0707, effective 07 July 2023.

V. Shipping and Delivery Information:
Delivery: Prior to 30 September 2023, to be coordinated with Andersen 36
CES/PMO
The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The contractor shall deliver all Line Items to the delivery address above.

VI. Interchanges: The government intends to award a purchase order without Interchanges with respective offerors. However, the Government may conduct Interchanges with one, some, none or all Vendors at its discretion.
VII. FAR 52.212-1, Instructions to Offerors--Commercial Items applies to this acquisition.
Provide pricing utilizing CLIN breakout under section III of this combined synopsis/solicitation, provide vendor information under section IV of this combined synopsis/solicitation, and include any documentation required in accordance (IAW) with the work statement/documentation that the offeror meets requirements IAW the work statement. Quotes received shall be valid for at least 90 Days. Submit formal quote on Attachment 3 – Offer Details (Quote Sheet) along with commercial quote on official letterhead/logo. Offerors must be cognizant that any use of formulas or auto-calculations within the quote sheet are the sole responsibility of the offeror—this includes any values that are provided as a result of a formula or auto-calculation tool. The government will not be responsible for any formula or calculation errors.
VIII. FAR 52.212-2, Evaluation--Commercial Items applies to this acquisition.
a. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, under the Lowest Price evaluation process. The following factors shall be used to evaluate offers:

Unacceptable Offer does not clearly meet the minimum requirements of the solicitation.
b. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are Interchanges after its receipt, unless a written notice of withdrawal is received before award.
c. BASIS FOR AWARD / EVALUATION PROCEDURES:
i. The Government will evaluate quotes starting from the lowest priced offer until at least two proposals are found “acceptable.” Award will then be made to the lowest priced, acceptable offeror. If only one “acceptable” offer is received, the Government will attempt to determine price to be fair and reasonableness through means other than competition.
ii. Award will be made on the initial evaluation of quotes received in response to this RFQ. Therefore, offerors are cautioned to ensure that initial quotes contain your best terms from a technical and price standpoint. Offerors are further advised that any affirmative response in regard to FAR 52.204-24(d) will be reviewed to determine if award is in the best interest of the government. If award is not in the best interest of the government, the government reserves the right to determine the quote ineligible for award.
IX. FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items is included in this solicitation. The contractor must have a valid Representations and Certifications filed in the System for Award Management (SAM) and furnish the government a completed copy of the record with its offer.
X. FAR 52.212-4, Contract Terms and Conditions-Commercial Items applies to this acquisition.
No addenda to this clause.

52.204-26 Covered Telecommunications Equipment or Services-Representation.
Covered Telecommunications Equipment or Services-Representation (Oct 2020)
(a) Definitions. As used in this provision, “covered telecommunications equipment or services” has the meaning provided in the clause 52.204-25, Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment.
(b) Procedures. The Offeror shall review the list of excluded parties in the System for
Award Management (SAM) (https://www.sam.gov) for entities excluded from receiving federal awards for “covered telecommunications equipment or services”.
(c) Representation. The Offeror represents that it □ does, □ does not provide covered telecommunications equipment or services as a part of its offered products or services to the Government in the performance of any contract, subcontract, or other contractual instrument.

XIII. All firms must be registered and active in the System for Award Management (SAM) database at https://www.sam.gov/portal/public/SAM/ to be considered for award. Proposal must be directly submitted by the firm registered in SAM that is intended to be the successful awardee. Quotes submitted by another firm on behalf of a SAM registered company with the intention of being award “care of” will not be accepted. All quotes must include registered UEI, CAGE code, and Tax ID and small business status.
XIV. Submit quotes via email to Nathaniel Entilla at nathaniel.entilla@us.af.mil and to Tommy Taitano at tommyjay.taitano@us.af.mil. A Response to this RFQ must be received via e-mail no later than 22 September 2023 12:00pm ChST. Oral quotes will not be accepted. Emailed quotes must be received at the stated addressee email inbox on time and the addressees must be able to open the email and all attachments. No other email receipt will be acceptable. The Government does not accept responsibility for non-receipt of quotes. It is the vendor’s responsibility to request and receive confirmation of quote receipt.
