Performance Work Statement
Andersen Fire & Emergency Services (36 CES/CEF)
Wi-Fi
1. DESCRIPTION OF SERVICES
1.1. The contractor shall provide all tools, parts, equipment, materials, transportation, personnel, labor, supervision, and management necessary to deliver commercial Wi-Fi at the location(s) outlined below.

The entire bldgs
1.2. The contractor shall provide unlimited data wireless internet access 24/7 with a minimum sustained bandwidth (MSB) of at least 150.0 Megabits per second (Mbps) download and 8 Mbps upload speeds or higher with unlimited data and full coverage.
1.2.1. The contractor shall procure, integrate, deliver, install, test, and maintain equipment necessary to provide internet wireless connectivity to all identified locations.
1.2.2. Service provider installation technicians shall not make alterations to existing infrastructure without the concurrence of the Contracting Officer.
1.2.3. The contractor shall be responsible for providing Wi-Fi service 24 hours a day 7 days a week. Down times for security patching or software and equipment upgrades shall be coordinated through the 36 CES/CEF Technical Point of Contact (TPOC), SSgt Anthony Randall JR/362-3104
1.2.3.1. Any scheduled service outages shall be coordinated with the TPOC at least 7 days prior to the outage.
1.2.4. The contractor must be available between 0800hrs and 1630hrs, 7 days a week, to resolve any on site hardware/software issues which cannot be resolved remotely. The contractor shall provide an after-hours POC for technical assistance. The Technical Point of Contact (TPOC) will contact the contractor if service has ceased.
2. METHODS OF SURVEILLANCE
2.1. Validated Customer Complaints: The following shall occur when the TPOC receives a mission partner complaint. If the complaint is validated, it results in a required service being re-performed to the performance standards as stated in the PWS and Services Summary without additional expense to the Government. The Contracting Officer shall make final determination of the validity of customer complaints.
3. SECURITY REQUIREMENTS
3.1. Listing of Employees: The Contractor shall maintain a current listing of employees that require access to AAFB. The list shall include the employee's name and social security number. The list shall be provided to the Contracting Officer and sponsoring agency security manager. An updated listing shall be provided when an employee's status or information changes; i.e., terminated for cause, reassignment, retirement, etc., or when a new employee is added.
3.2. Pass and Identification Items: The Contractor shall ensure the pass and identification items required for contract performance are obtained for employees. Employees shall only be granted access to the installation to perform functions directly related to their respective contract.
3.2.1. All contractor employees requiring access to AAFB shall be identified on an AAFB
Visit Access Request (VAR) form. The Contractor shall submit a completed VAR through the Contracting Officer to 36 SFS Pass and Registration (36 SFS/S5AV) NLT 7 duty/business days, for foreign nationals 14 duty/business days, prior to requiring access to the installation.
3.3. Retrieving Identification Media: The Contractor shall return all identification media from employees who depart for any reason before the contract expires; i.e., terminated for cause, reassignment, retirement, etc. The Contractor will notify the Government immediately (within 24 hours) when unable to retrieve identification media from contract employees.
3.4. Travel Restrictions: Contractors are prohibited in areas of the installation other than their appropriate place of work and the routes to and from installation entry/exit points.
3.5. Traffic Laws: The Contractor and its employees shall comply with base traffic regulations.
Traffic regulations include, but are not limited to:
3.5.1. Employees shall wear a seatbelt when operating or riding in any military, contractor-owned, or privately-owned vehicle while on the installation.
3.5.2. Speed limits on AAFB are 30 miles per hour (MPH) unless otherwise posted. Be aware of reduced speed limits and exercise caution when driving in base housing and school zones.
3.5.3. All vehicle operators on the installation shall not use cell phones unless the vehicle is safely parked or unless they are using a hands-free device. The wearing of any other portable headphones, earphones or other listening devices (except for hand-free cellular phones) while operating a motor vehicle is prohibited.
3.5.4. Contractor personnel are subject to random personnel and vehicle searches. If contractor personnel refuse to be searched, they will be denied entry to the base, and may result in loss of base driving privileges and debarment from the base.
3.6. Weapons, Firearms, and Ammunition: Contractor employees are prohibited from possessing weapons, firearms, or ammunition on themselves or within their contractor-owned vehicle or privately-owned vehicle while on AAFB.
3.7. Reporting Requirements: Contractor personnel shall report to an appropriate authority any information or circumstances of which they are aware that may pose a threat to the security of Department of Defense (DoD) personnel, contractor personnel, resources, and classified or unclassified defense information.
3.8. Physical Security: The Contractor shall be responsible for safeguarding all Government property and Controlled forms provided for contractor use. At the end of each work period, all Government facilities, equipment, and materials shall be secured.
4. GENERAL INFORMATION

4.2. Contract Manager. The contractor shall designate a contract manager who will be responsible for performance of services. Upon contract award, the contractor shall submit the name and phone number of the contract manager, in writing, to the Contracting Officer.
The contract manager shall have full authority to act for the contractor on all matters relating to the contract. The contract manager shall be available, either in person or by telephone, during normal business hours to discuss performance with Government personnel. The contract manager and alternate(s) contract manager must be able to read, write, speak, and understand English fluently.
4.3. Contractor Personnel Qualifications. The contractor shall ensure all employees are fully qualified, and if necessary, certified to perform the services required by the contract.
4.4. Delays. The Contractor shall immediately notify the Contracting Officer of any delays in performance.
4.5. Safety. The contractor shall be liable for any damages resulting from any carelessness or failure to follow proper safety, installation, engineering, or maintenance procedures and standards.
4.6. Continuation of Essential DoD Contractor Services During Crises. In accordance with Department of Defense Federal Acquisition Regulation Supplement (DFARS), Subpart 237.76, Continuation of Essential Contractor Services, the Government has determined that contract services described in this PWS are mission essential and do require the contractor’s continued support during a crisis.
4.7. Cost Change. If there is any situation presented that requires an increase or decrease in cost, the Contracting Officer must be contacted before any change is mad
