DESCRIPTION:

I. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are requested and a written solicitation will not be issued. The solicitation is being issued using simplified acquisition procedures.

II. The solicitation document and incorporated provisions and clauses are those in effect through

Federal Acquisition Circular FAC 2021-06, effective date 12 July, 2021.

a. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the

Government, under the Lowest Price Technically Acceptable (LPTA) evaluation process.

Acceptable Quote clearly meets the minimum requirements of the solicitation

& specifications provided.

Unacceptable Quote does not clearly meet the minimum requirements of the solicitation.

b. A written notice of award or acceptance award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are Interchanges after its receipt, unless a written notice of withdrawal is received before award.

c. BASIS FOR AWARD / EVALUATION PROCEDURECE:

i. Quotes will be evaluated in ascending order based on price. If the lowest priced quote is found technically acceptable, the award will be made without further consideration. If the lowest quote is deemed technically unacceptable, the government will move to the next lowest quote, and so on until an award can be made to the lowest priced technically acceptable quote. Award will be made on the initial evaluation of quotes received in response to this RFQ. Therefore, offerors are cautioned to ensure that initial quotes contain your best terms from a technical and price standpoint. Offerors are further advised that any affirmative response in regards to FAR 52.204-24(d) will be reviewed to determine if award is in the best interest of the government. If award is not in the best interest of the government, the government reserves the right to determine the quote ineligible for award.

V. Interchanges: The Government intends to award a purchase order without Interchanges with respective offerors. However, the Government may conduct Interchanges with one, some, none or all Vendors at its discretion.

VI. FAR 52.212-3, Offeror Representations and Certifications – Commerical Items (Feb 2021) is included in this solicitation. The contractor must have a valid Representations and

Certifications filed in the System for Award Management (SAM) and furnish the government a completed copy of the record with its offer.

a. Offeror must fill out and return Attachment 2 – FAR Reps and Certs to be considered responsive.

FAR 52.204-26 Covered Telecommunications Equipment or Services-Representation.

As prescribed in 4.2105(c), insert the following provision:

Covered Telecommunications Equipment or Services-Representation (Oct 2020)

(a) Definitions. As used in this provision, "covered telecommunications equipment or services" and "reasonable inquiry" have the meaning provided in the clause 52.204-25, Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment.

(b) Procedures. The Offeror shall review the list of excluded parties in the System for Award

Management (SAM) (https://www.sam.gov) for entities excluded from receiving federal awards for "covered telecommunications equipment or services".

(c) (1) Representation. The Offeror represents that it □ does, □ does not provide covered telecommunications equipment or services as a part of its offered products or services to the

Government in the performance of any contract, subcontract, or other contractual instrument.

XI. All firms must be registered and active in the System for Award Management (SAM) database at https://www.sam.gov/SAM/ to be considered for award. Quote must be directly submitted by the firm registered in SAM that is intended to be the successful awardee. Quotes submitted by another firm on behalf of a SAM registered company with the intention of being award “care of” will not be accepted. All quotes must include registered DUNS, CAGE code, Tax ID, and small business status.

Submittal of multiple quotes will not be accepted.

A Response to this RFQ must be received via e-mail no later than 10:00 A.M. Chamorro

Standard Time (ChST) on 3 August 2021. Oral quotes will not be accepted. Emailed quotes must be received at the stated addressee email inbox on time and the addressee must be able to open the email and all attachments. No other email receipt will be capable. The

Government does not accept responsibility for non-receipt of quotes. It is the vendor’s responsibility to request and receive confirmation of quote receipt.
