Request for Information Responses

FA524021Q0070 Cranes & Hoists (WHE)

Q: Will the Government accept technician certifications from a third party certifying company, or is it required to come from the Brand/Manufacturer?

A: The Government will not dictate the certifying organization as long as the contractor can meet the PWS requirements. Paragraph 4.10 in both Performance Work Statements requires the use of qualified personnel who are trained and qualified for the systems and equipment. OSHA under 1926.32(m) defines “qualified” as “one who, by possession of a recognized degree, certificate, or professional standing, or who by extensive knowledge, training, and experience, has successfully demonstrated his ability to solve or resolve problems relating to the subject matter, the work, or the project.”

Q: If the contractor is scheduled for certification class but it will not take place until after award, will the Government accept the contractor using a third party certified technician while they wait to become certified themselves?

A: The Government will accept this as long as the third party technician meets the requirements stated in PWS

Paragraph 4.10.

Q: On the bid schedule there are listed fuel pumps, power power plant, parachute, etc. Is the contractor supposed to place an offer on these as well or just the cranes and hoists?

A: The Government is requesting offers for Cranes & Hoists maintenance only.
