MEMORANDUM FOR ALL INTERESTED PARTIES

1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

2. FA524020Q0001, Amendment 2, Sunshades Repair in accordance with the Statement of Work, dated 12 December 2019, is hereby issued as a request for quotes.

3. The following solicitation document, incorporated provisions, and clauses are in effect through Federal Acquisition Circular 2020-01, dated 12 November 2019.

4. This solicitation has been set aside for 100% Small Business under the 238190 NAICS Code, with a small business size standard of $15.0 million.

7. FAR 52.212-1 Instruction of Offerors (Jan 2017) -- Commercial applies to this acquisition.

8. FAR 52.212-2 Evaluation -- Commercial Items (Oct 2014) applies to this acquisition. The evaluation factors are as follows;

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

Acceptable Proposal clearly meets the minimum requirements of the solicitation & Specifications provided.

Unacceptable Proposal does not clearly meet the minimum requirements of the solicitation.

(b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award

14. Quotes are due back to the government NO LATER THAN Monday, 23 December 2019 at 1300 Chamorro Standard Time (ChST). Request for information will be due by Tuesday, 17 December 2019 at 1300 Chamorro Standard Time (ChST). Late quotes will be accepted at the discretion of the Contracting Officer.

15. A MANDATORY SITE VISIT will be held on Friday, 13 December 2019 at 1400 Chamorro Standard Time (ChST). Attendance is MANDATORY and will be recorded by attendee sign-in log. An offeror shall NOT be considered for award if they are not present for the MANDATORY site visit. Attendees will meet at the Visitor Center, Building 14615 outside of the North Gate at Andersen AFB, Guam, at 1330 hours for sign-in and a prompt departure at 1345 hours. Transportation between locations/sites will not be provided. Site visit may be extensive, possibly more than one day, dependent on the contractors' need to evaluate further.

Attendees must contact SrA Krisan Languell NLT Thursday, 12 December 2019 at 1600 hours, to arrange sponsor/escort.

*Due to access requirements, if you do not have a Guam REAL ID, you must also bring additional forms of identification/documentation. Additional information and requirements pertaining to the REAL ID Act can be found on Department of Homeland Security website at https://www.dhs.gov/real-id. Questions or concerns regarding this policy may be directed to the Visitor Control Center, located at the North Gate, at 366-5477. Transportation from the VCC to the site location will not be provided.
