MEMORANDUM FOR ALL INTERESTED PARTIES

Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.

1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

2. Solicitation FA524019Q0075 Amendment 2, for DET 4 Furniture is hereby issued as a request for quotes.

3. The following solicitation document, incorporated provisions, and clauses are in effect through Federal Acquisition Circular 2019-04, dated 07 Aug 2019.

4. This solicitation has been set aside for 100% Small Business under the 337211 NAICS Code, with a small business size standard of 1,000 employees.

7. FAR 52.212-1 Instruction of Offerors (Oct 2018) -- Commercial applies to this acquisition.

8. FAR 52.212-2 Evaluation -- Commercial Items (Oct 2014) applies to this acquisition. The evaluation factors are as follows;

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers

1) Price

2) Shipping: Direct to GUAM

3) Technical Acceptability

Rating Description

Acceptable Quote clearly meets the minimum requirements of the solicitation & Specifications provided.

Unacceptable Quote does not clearly meet the minimum requirements of the solicitation.

Technical Acceptability and Delivery are equal to price.

(b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award

14. A site visit will be conducted on 27 August 2019 at 1400 hours Chamorro Standard Time (ChST), the meeting place will be at Bldg. 22026 on Andersen AFB. Please confirm attendance no later than 20 August 2019 at 0900hrs (ChST).

15. Request for information will be due by 03 September 2019 at 1000 ChST. Quotes are due back to the government NO LATER THAN 10 September 2019 at 1000 ChST . Late quotes will be accepted at the discretion of the Contracting Officer.
