Statement of Objectives For

Andersen AFB Electronic L.E.D. Message Centers

1 INTRODUCTION

This Statement of Objectives (SOO) defines the requirement for the Contractor to Engineer, Furnish, Install and Test (EFI&T) IP-based Electronic Message Centers at Andersen AFB Guam with full color LED Message centers. The requirement also includes four additional warranty option periods of equipment after the acceptance of system.

2 SCOPE of WORK

Andersen AFB needs new IP-based Electronic Message Centers equipment for real time update and monitoring messages from a central control system for all Electronic Message Centers. The contractor is required to EFI&T the following:

New outdoor/Corrosion Resistant IP-base Electronic Message Centers with full color RGB (red, green, blue) Electronic Message Centers: 2 each 10’ x 10’ marquees by the BX area. The resolution is required minimum at 6MM pixel pitch full color LED.

This effort includes the provision of network equipment/sofware to connect the 2 new marquees and 2 existing Signsplus Marquees i.e. network equipment, media server, PC, flat panel monitors, keyboard controllers as required, miscellaneous supporting equipment, and required cables to provide a turn-key solution to further enhance the mass notification at Andersen AFB.

The base is providing 2 strands fiber optic cable to each marquee location.

The sign shall also include a 5 year parts warranty (Standard plus four additional option periods) on the unit from the date of installation.

3 General Requirements.

The contractor shall provide all equipment, tools, materials, supplies, transportation, supervision, management and other incidentals necessary to EFI&T new LED electronic message centers on Andersen AFB as stated in this

SOO.

3. SPECIFIC TASKS AND REQUIREMENTS.

3.1 Facilities Information

There are four existing locations which have electronic message centers, which 2 locations must be replaced.

3.2 Site Survey

The contractor shall conduct a site survey at Andersen AFB, Guam to obtain all information necessary for the requirements listed in order to confirm 1) installation method, 2) size of electronic message centers, 3) communication compatibility with existing base infrastructure and operator control requirements.

3.3 Message Centers

The L.E.D. message centers shall have the following capabilities;

Message center shall be FCC Part 15 / ETL / UL48 Compliance.

The message centers shall feature a vent-less cooling system so that environmental contaminants cannot enter the case.

The full color LED message centers shall be high resolution at approximately 6MM pixel pitch, LED Pixel Matrix 432x432 and shall be capable of Text, Animation, Picture and Video.

The full color message center shall have no external border around the LED display area.

Each message center shall be connected through standalone network to central primary controller console and alternate controller console.

The central controller shall be able to edit/push message to each message center.

Each message center shall be programmable and all features shall be accessible utilizing the standalone Network.

The central controller shall have the capability access the control units via the standalone network and at the individual controllers for troubleshooting.

The message center shall include time and temperature probes.

The message center shall be preloaded with animation graphics images.

The LED’s shall have 100,000 hours half life

Message center shall be visible in direct sunlight.

View-ability: 160 degrees horizontal / 100 degrees vertical.

Dimming: 100 levels

Weatherproofing (Front/Rear): IP65/IP54

Manufacturing Quality Standard: ISO 9001

Compliance: FCC Part 15 / ETL / UL48

Operating Temperature: -30°F to 130°F

3.4 Removal of Existing Message Centers.

The contractor shall provide all necessary tools, equipment, labor and materials to remove and dispose of 2 each existing electronic message centers in BX area.

Old message centers shall not be removed until the contractor has all the required tools, equipment, labor and materials staged to install the new message centers.

3.5 Installation of Electronic Message Centers

The contractor shall provide necessary tools, equipment, labor and materials to install the new electronic message centers.

The contractor shall provide and install the two single faced electronic message centers at the locations identified in Section 3.1 Table 1. The contractor shall utilize the existing structures to support the message centers and house all the controls required to operate the message center. No additional enclosures, mounting hardware or other related items will be installed in a visible area.

3.5.3 Power/Grounding

The contractor shall provide all necessary electrical connections and grounding to each electronic message center. The contractor shall validate and verify the electrical service to the existing message centers will support the power requirements for the new message centers. If the contractor determines new electrical service is required it shall be confirmed by the government. If the government validates the new power requirement the contractor shall be responsible for all necessary tools, equipment, labor and materials to install adequate power to support the new message centers. Any power/grounding installations will be accomplished by a licensed Journeyman electrician and shall comply with the National Electrical Code, and all Andersen AFB Base, Local and State installation guidelines.

3.5.4 Data Equipment

Contractor shall provide all necessary network/data equipment to allow access and programming capability of the message center across the standalone network. The base will provide 2 strands single mode fiber optic cable to each message center. The main purpose for the requirement is to further enhance the mass notification at Andersen AFB. This would require the capability to real time update and monitoring messages from a central control system for all Electronic Message Centers. In the current situation, Andersen AFB has three locations has existing Signsplus marquees. In order to control the message scheduling and communications to all signs from a single network source, the new signs will need to have the same operating system (firmware) and use the same software (MediaPro) as the two existing signs (Gate 1 and AMC Terminal). The firmware and software for the existing signs are proprietary to Optec Displays. Optec LED signs have a language/protocol that is specific to their signs. The diagnostic functions as well as the sign programming require MediaPro software. The signs cannot be controlled using software provided by another LED sign manufacturer.

3.6 Government Acceptance Testing

Testing shall verify operation and capabilities as defined in this SOO and as identified by the contractor’s message center literature. A representative list of activities to be performed may include, but may not be limited to, the following.

Verify network communications with message centers.

Verify equipment operation as defined in Section 3.1 after installation.

Provide recommendations for system changes, enhancements, additional products and services to achieve operational objectives, if needed.

4 DELIVERABLES.

4.1 Required Deliverables.

All deliverables are subject to Government acceptance and approval. All deliverables shall be produced using recommended software tools/versions as accepted by the Government. The contractor shall deliver the required number and type of copies IAW the distribution list set forth below.

4.2 Telecommunications System Installation Plan (TSIP).

The L.E.D. electronic message center TSIP shall be developed from the site survey and shall contain a detailed description of the methods and procedures the contractor intends to use in installing the message centers. It shall contain any site specific plans for unique installation requirements at the applicable location. The plan shall be standalone to the maximum extent possible, references to other documents shall be kept to an absolute minimum.

Contents. The plan shall include the following topics:

List of equipment components to be installed

Drawings and diagrams of equipment location and placement

Drawings of installation details

Installation schedule and implementation flowchart.

Installation standards and procedures.

4.3 Installation Detail Drawings.

Installation detail drawings shall include detailed indications of how the contractor proposes to install the equipment. These drawings shall detail how the equipment will interface government-furnished or commercial equipment, specifying demarcation points of interconnection. All connections required to locate, position, and mount or attach equipment to the existing structures shall be specified in detail.

4.4 Training

Contractor shall provide operator training, not to exceed two days. Contractor shall provide training documentation to support operator training.

5 Contractor Furnished (CF) Materials.

The contractor shall provide all necessary tools, equipment, labor and materials to install the new electronic message centers. All warranties shall be transferred to the government prior to submitting the form DD250.

6 Warranty

The manufacturer shall supply a 5 year warranty to be supplied with equipment.

7 Other

7.1 Place of Performance

Andersen AFB, Guam

7.2 Period of Performance

Once the contractor receives a copy of the acceptance contract, the equipment will be ordered and removal of the existing electronic message centers will be scheduled. The scope of work is to be completed within 90 days of receipt of the accepted contract by the contractor.

ANDERSEN AFB CONTRACTING INPUT AND VALIDATION

7.3 Government Furnished Resources

7.3.1 Network Infrastructure;

The contractor shall be provided with Outside Plant Fiber Optic Cable drawings of standalone network.

7.3.2 Contractor Storage/Work Area

The Government will provide a secure staging facility (or facilities) for storage of equipment, tools, and materials, for preparation of equipment for installation, and for performing on-site management and coordination. The Government will provide a workspace with a desk, chair, lighting, 115VAC power, and internet access and commercial telephone access.

7.4 Escorts

The Government will provide escorts, as required, to any areas to support the installation and acceptance testing of the new L.E.D. electronic message centers.

7.5 Access to Personnel

The Government will provide the contractor with necessary and reasonable access to key personnel.

7.6 Drawing Records.

The Government will provide the contractor with an electronic copy of the existing communication system used for operating the existing electronic message centers in Section 3.

7.7 Publications

The Government will provide the contractor with access to Air Force, Department of Defense, and Defense Information Systems Agency (DISA) publications that may be required to complete this effort.

7.8 Clearances

Security clearances are not required for this tasking. However, a security clearance of at least CONFIDENTIAL or a FAVORABLE National Agency Check (NAC) must be held by, or a NAC must be in process for any Contractor personnel accessing sensitive information related to the computer-networking infrastructure at Andersen AFB Guam.
