Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the
Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This acquisition is procured using FAR 13 procedures specifically Subpart 13.5 Simplified Procedures for Certain Commercial Items.
1. FA524018Q0069 for Automatic Building Machine/ Ultimate Building Machine (ABM/UBM)
Parts & Tools on Andersen AFB, Guam is hereby issued as a request for quotes.
2. The following solicitation document, incorporated provisions, and clauses are in effect through
Federal Acquisition Circular 2005-99.
3. This Request for Quote is being solicted as full and open under the 332312 NAICS Code with a small business size standard of 500 employees.

The government requests that all items be delivered within 90 days After Date of Contract. If this delivery schedule cannot be met, the contractor must specify the proposed delivery schedule in the quote.
5. FAR 52.212-1 Instruction of Offerors (Jan 2017) -- Commercial applies to this acquisition.
6. FAR 52.212-2 Evaluation -- Commercial Items (OCT 2014) applies to this acquisition. The evaluation factors are as follows:
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will provide the best value to the Government, price and technical being equally important. The following factors shall be used to evaluate offers:
1) Price: contractor shall provide detailed price breakdown for individual items in accordance with the price schedule table above, and shall include all delivery/installation costs. All nondomestic items must be identified in the proposal.
2) Technical Acceptance
Rating Description
Acceptable Proposal clearly meets the minimum requirements of the solicitation provided.
Unacceptable Proposal does not clearly meet the minimum requirements of the solicitation.
Technical acceptability is equally as important as price.
The Government may choose to conduct comparative evaluations of offers in accordance with FAR 13.106-2(b).
7. FAR 52.212-3 Offeror Representations and Certifications -- Commercial Items (Nov
2017) applies to this acquisition. This means that the contractor must have a valid
Representations and Certifications filed in the System for Award Management (SAM) or provide the government a completed copy of the record.
