MEMORANDUM FOR ALL INTERESTED PARTIES

1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice.

2. FA5240-18-Q-0064 for Storage Containers is hereby issued as a request for quotes.

3. The following solicitation document, incorporated provisions, and clauses are in effect through Federal Acquisition Circular 2005-99.

4. This solicitation has been set aside for 100% Small Business under the 332439 NAICS Code, with a small business size standard of 500 EMP.

The government requests that all items be delivered within 120 Calendar Days after receipt of Contract Award to the address listed in the table above.

If this delivery schedule cannot be met, the contractor must specify the proposed delivery schedule in the quote.

6. FAR 52.212-1 Instruction of Offerors (Jan 2017) -- Commercial applies to this acquisition.

7. FAR 52.212-2 Evaluation -- Commercial Items (Oct 2014) applies to this acquisition. The evaluation factors are as follows;

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

1) Price

2) Technical Capability

3) Delivery

Evaluation of Technical capability and Delivery are equally important as price.

(b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

8. FAR 52.212-3 Offeror Representations and Certifications -- Commercial Items (Jan 2017) applies to this acquisition. This means that the contractor must have a valid Representations and Certifications filed in the System for Award Management (SAM) or provide the government a completed copy of the record.

Attachment 1

Item Description:

Commercial Shipping container capable of storing 5 each 463L aircraft pallets and ISU 90 (approximately 88" wide x108" long x96" tall). Container shall be lockable, weather proof, insulated to prohibit moisture build up inside of the container and meet all ISO container shipping requirements.

Container shall have maintenance free, rust proof coating that refracts heat, and weather seals, interior and exterior finishes must be durable and guaranteed for a minimum of 5 years. Container interior shall have one 120V, single phase, 60 Hz outlet installed 18 in above floor. A drain hole 1/8 to 1/2 inch in diameter with rubber seal shall be installed within two feet of outlet. Container floor shall have three rows of evenly spaced, rollers for the full length of the container. Roller must be rust proof, maintenance free, similar to a C-130 aircraft with a minimum 3.5" clearance for forklift access.

Container and roller system shall be capable of handling 463L cargo pallets weighing up to 10,000 pounds each pallet. Vendor shall include all dunnage for long term placement on unpaved surface, as well as portable Typhoon compliant anchoring system and weights. Container shall be elevated with concrete block, each block shall be no less than 12 inches in height, 1 block shall be on each corner and 1 in the center on long sides, for a minimum total of 6 blocks per container.

Container shall be level on all sides.

Containers shall be place in the back (south) of bldg. 22007 (across the street from

AGE).
