PRELIMINARY STATEMENT OF WORK

REFURBISH AND ENHANCE CONTAINER’s

ANDERSEN AIR FORCE BASE (GUAM)

1. GENERAL The work covered by this contract consists of, but is not limited to, the repair, labor, services, tools, materials, equipment, transportation, supervision and all requirements to perform all operations in conjunction with repair and servicing of the urban operations training containers on

Northwest Field (NWF) Andersen Air Force Base (AAFB), Guam in support of the 736 Security

Forces Squadron, Regional Training Center (736 SFS/RTC).

2. CONTRACTOR REQUIREMENTS

a. The contractor shall provide one time service, repair and enhancement to the containers listed below. Containers are located at Northwest Field AAFB.

b. Contractor shall complete repairs for the 736 SFS Regional Training Center (AAFB), Guam.

The list below is an estimate of the maintenance and service needs for container enhancement. If additional service or maintenance items are needed, approval must first be obtained through the

Contracting Officer prior to proceeding with repairs.

CONTAINER REPAIR

A. Farrah Village

(1) 45 foot container.

- Remove 3 doors and replace with lockable galvanized industrial doors with industrial door frames.

o Dimensions 3’ x 7’

- Install 2 galvanized steel industrial staircase with skid resistant top surface:

o Dimension: 6’x 3’

- Replace and install 2 Plexiglas windows (of such durability as to withstand dye marking cartridges which travel at a high rate of speed and provide strength and thickness to withstand said dye marking cartridges. ½ inch or greater).

o Dimensions: 3’x 3’

- Install powerless ventilation system for proper air flow to reduce mold issues.

- Inspect and treat for mold.

- Replace flooring (rotted wood) with durable steel flooring (preferably textured or diamond plate)

- Seal container from the elements and insects.

- Repair and treat existing containers for rust/corrosion to exterior/interior to prevent water damage.

- Treat to prevent future rust/corrosion

- Clean the roof of the container and paint to prevent water damage

B. Farrah Village

(3) 20 foot single container.

- Remove 3 doors and replace with lockable galvanized industrial doors with industrial door frames.

o Dimensions 3’ x 7’

- Install 2 galvanized steel industrial staircase with skid resistant top surface:

o Dimension: 6’x 3’

- Replace and install 6 Plexiglas windows (of such durability as to withstand dye marking cartridges which travel at a high rate of speed and provide strength and thickness to withstand said dye marking cartridges. ½ inch or greater).

o Dimensions: 3’x 3’

- Install ventilation system for proper air flow to reduce mold issues.

Ventilation will be put on opposite sides of container to improve air flow

- Replace 20’ of rotted wood flooring with durable steel flooring (preferably textured or diamond plate)

- Seal container from the elements and insects

- Repair existing containers for rust/corrosion to exterior/interior to prevent water damage

- Treat to prevent future rust/corrosion

- Clean the roof of the container and paint to prevent water damage.

C. FOB market

(2) 20 foot single container.

- Remove 2 doors and replace with lockable galvanized industrial doors with industrial door frames.

o Dimensions 3’ x 7’

- Install 2 galvanized steel industrial staircase with skid resistant top surface:

- Dimension: 6’x 3’

- Replace and install 4 Plexiglas windows o Dimensions: 3’x 3’

- Install ventilation system for proper air flow to reduce mold issues.

Ventilation will be put on opposite sides of container to improve air flow

- Replace 20’ of rotted wood flooring

- Seal container from the elements and insects

- Repair moderate rust/corrosion to exterior/interior to prevent water damage

- Clean the roof of the container and paint to prevent water damage.

D. Overpass

(6) 20 foot containers.

- Install ventilation system for proper air flow to reduce mold issues.

Ventilation will be put on opposite sides of container to improve air flow

- Repair existing containers for rust/corrosion to exterior/interior to prevent water damage.

- Treat to prevent future rust/corrosion

- Clean the roof of the container and paint to prevent water damage

- Paint the exterior to include stairs and railing o Paint color of Containers will be sand grey and the railing and stairs will be papyrus

E. Pines Village

(3) 20 foot single container.

- Remove 2 doors and replace with lockable galvanized industrial doors with industrial door frames.

o Dimensions 3’ x 7’

- Install 2 galvanized steel industrial staircase with skid resistant top surface:

- Dimension: 6’x 3’

- Replace and install 4 Plexiglas windows (of such durability as to withstand dye marking cartridges which travel at a high rate of speed and provide strength and thickness to withstand said dye marking cartridges. ½ inch or greater).

o Dimensions: 3’x 3’

- Install ventilation system for proper air flow to reduce mold issues.

Ventilation will be put on opposite sides of container to improve air flow

EXTERIOR ATMOSPHERICS SPECIFICS

Farrah Village, All buildings will look as if they were made of mud. You will have to add mortar to the exterior of the container then paint it. The paint will be Papyrus with a little red in it.

Pines Village, All buildings will look as if they were made of mud. You will have to add mortar to the exterior of the container then paint it. The paint will be Papyrus with a little red in it.

Overpass, the exterior of the containers will only be painted so that it will still function as storage.

They will be painted grey to look like concrete. The stairs and railing will be painted with Papyrus.

Market in front of the FOB, All buildings will look as if they were made of mud. You will have to add mortar to the exterior of the container then paint it. The paint will be Papyrus with a little red in it.

4. BASE ACCESS The contractor must notify the Contracting Officer 24 hours prior to completing completing repairs and arrange a time to meet at AAFB visitors center Bldg. 2403, provide a valid photograph, vehicle registration form, and proof of insurance to obtain an AF Form 75, visitor and vehicle pass if needed.

5. LOCATION All work shall be performed at Northwest Field training area Overpass, CW FOB, Farrah Village, and Pines work sites.

6. WORK INTERRUPTION All work must be accomplished in such a manner that minimum inconvenience will be caused to the using agency.

7. SCHEDULE All routine work shall be completed within 6-8 weeks. Notification is needed for any container needing more than 6-8 weeks servicing due to parts being ordered from off island vendors.

8. PERFORMANCE The performance period will begin within 30 working days after receipt of contract.

9. QUALITY ASSURANCE

a. Inspection at AAFB - Upon completion of work, 736 SFS personnel and the company representative will ensure proper functioning of all serviced containers prior to departure of the company rep to ensure that all repairs were made and all are functioning properly.
