STATEMENT OF WORK

(Building 9000 and 9006)

ON

ANDERSEN AFB, GUAM

1. DESCRIPTION OF SERVICES

1.1 REQUIREMENTS: The contractor shall provide all necessary labor, materials, transportation, equipment, supervision, engineering design, certifications, permits, and other incidental work required for this project. The requirements listed below are for the following rooms in bldg. 9000:

Rooms 2-5 and MSA 1 Entry Control Point. Workstation requires CCTV to be observed from inside room 3. There will be six (6) cameras total. 2 (ea) cameras will be located in room 2, 1

(ea) facing entry door to room 3 the other facing individuals accessing. 1 (ea) camera will be located on the northern, exterior, center of the facility facing the window of room 3. 1 (ea) camera will be in the entry area of room 5 facing down for view of those entering into room 4. 2

(ea) cameras will be located at MSA1 ECP (bldg. 9006) to monitor movement into and out of the ECP and have antenna connection to the system. CCTV system needs 6 way split mounted 1080p resolution monitor. Cameras need to have the ability to switch between standard 1080p and infrared, 360 degree view, zoom, and remote directional view control. Unit needs to have DVR system with a 1.0 terabyte hard drive, and loop for at least the past 48 hours. No items in this system can have Bluetooth, or Wi-Fi capabilities.

Material Quality

• Cameras: Dome style, LED cameras must have 1080p and infrared capabilities, 360 degree view, zoom, and remote directional view control.

• Monitor must be at least 47 inches 1080p and split screen capable.

• All camera controls must be remote controlled from Bldg 9000 room 3.

Delivery Information

Delivery to include installation: 36th Munitions Squadron, Bldg 9000 and 9006, Andersen AFB, Guam 96929

Installation

Complete assembly and placement system and all components required, to include mounting of monitor mounts (if applicable). Placement of monitors, and all other applicable equipment is required.

Warranty

All systems must include a one-year warranty (or longer) that will include repairs/replacement of non-operating components. This warranty shall also include a response from contractor within 24 hours addressing the issues with the system.

Specific requirements for Rm 3(Control)

Control will be the focal point of the system. Monitors, remotes, and DVR need to be located in room 3.

• Unit needs to have DVR system with a 1.0 terabyte hard drive, and loop for the past

48 hours at a minimum.

• No items in this system can have Bluetooth, or Wi-Fi capabilities.

• CCTV system needs 6 way split mounted 1080p resolution monitor.

Specific Requirements for Rm 2 (Foyer)

2 (ea) cameras will be located in room 2, to view personnel entering the door to room 3. 1

(ea) camera will be located in the NE corner of the room facing the entry to room 3. 1 (ea) camera will replace the current camera next to the entry to room 3 facing those entering room 3.

• Cameras need to be dome style, LED, and have the ability to switch between standard

1080p and infrared, 360 degree view, zoom, and remote directional view control.

Specific Requirements for Rm 5(Operations)

1 (ea) camera will be will be placed in room 5 above the back door connecting room 4 and room 5. It will be capable of observing those entering room 4.

Specific Requirements for Outside Camera Placement (Bldg 9000)

1 (ea) camera needs to be placed on center of the north exterior wall of bldg. 9000 facing the window to room 3.

Specific Requirements for MSA 1 ECP Placement (Bldg 9006)

The ECP to MSA 1 (bldg. 9006) requires 2 (ea) cameras to view vehicles and personnel entering and exiting MSA 1 ECP. These cameras need to be linked via antenna to bldg 9000.

• Cameras need to be dome style, LED, and have the ability to switch between standard

1080p and infrared, 360 degree view, zoom, and remote directional view control.

1.2 LIABILITY: The contractor shall be liable for any damages resulting from any carelessness or failure to follow proper safety, installation, engineering, or maintenance procedures and standards.

2. GENERAL INFORMATION

2.1 HOURS OF OPERATION: The normal hours of operation for the project are from 0730 to

1630, Monday through Friday, excluding holidays and PACAF Family days.

2.2 CONTRACTOR PERSONNEL: The contractor shall provide point of contact (POC) for all contractual matters during all hours of operation. The POC shall respond on-site within 1 hour during normal duty hours of operation and within 2 hours during non-duty hours to discuss concerns with government personnel designated by the CO to discuss problem areas.

3 SECURITY

3.1 PASS AND IDENTIFICATION ITEMS: The contractor shall ensure the pass and identification items required for contract performance are obtained for employees.

3.2 RETRIEVING IDENTIFICATION MEDIA: The contractor shall return all identification media and/or visitor passes from employees who depart for any reason before the contract expires; i.e. terminated for cause, reassignment, retirement, etc.

3.3 TRAFFIC LAWS: The contractor and its employees shall comply with base traffic regulations. Traffic regulations include, but are not limited to:

• Employees shall wear seatbelts when operating or riding in any vehicle (military, company or private owned) while on installation.

• Speed limits on Andersen AFB are 25 MPH unless otherwise posted. Be aware of reduced speed limits and exercise caution when driving in base housing and school zones.

• All vehicle operators on the installation shall not use cell phones unless the vehicle is safely parked or they are using a 100% hands free device. The wearing of any other portable headphones, earphones or other listening devices while operating a motor vehicle is prohibited.

3.4 WEAPONS, FIREARMS, AND AMMUNITION: Employees are prohibited from possessing weapons, firearms, or ammunition on themselves or within vehicles (military, contractor-owned, or privately owned) while on Andersen AFB.

3.5 FOR OFFICIAL USE ONLY (FOUO): The contractor shall comply with DoD 5400.7-R, Chapter 4, DoD Freedom of Information Act (FOIA) Program, requirements. This regulation sets policy and procedures for the disclosure of records to the public and for marking, handling, transmitting, and safeguarding FOUO material.

3.6 REPORTING REQUIREMENTS: Contractor personnel shall report to an appropriate authority any information or circumstances of which they are aware may pose a threat to the security of DoD personnel, contractor personnel, resources, and classified/unclassified defense information. Employees shall be briefed by their immediate supervisor upon initial on-base assignment.

3.7 PHYSICAL SECURITY: The contractor shall be responsible for safeguarding all

Government property and controlled forms provided for contractor use. At the end of each work period, all Government facilities, equipment and materials shall be secured.

3.8 MILITARY EXERCISES: No compensation will be claimed for any delays resulting from re-entry procedures due to exercises.
