EOD TRAINING FACILITY
PRE-STRESSED/PRE-CAST
CONCRETE PROCUREMENT
Andersen AFB, GUAM
1.0 PRODUCT DESCRIPTION:
The contractor shall fabricate, and deliver:
1.1 PRE-STRESSED/PRE-CAST CONCRETE TILT-UP WALLS - Panel quantities and dimensions are based on Attachment 1 – Estimated Quantities and Attachment 2 - Facility Design Drawings and Panel Selection.
1.1.1 Wall Thickness: 8 inches or thicker.
1.1.2 Concrete Strength: 6,500 pounds per square inch (psi) or stronger.
1.1.3 Wall to Roof Connection:
1.1.3.1 Concrete continuous corbel providing at least 7 inches of bearing for Double Tee Beam placement. Refer to the contract drawings for heights of corbels
1.1.3.2 Utilize #4 Male/Female couplers. Provide the #4 male inserts for government installation. Refer to contract drawing for elevations and spacing requirements.
1.1.4 Wall to Slab Connection: Utilizing #5 Male/Female couplers. Provide the #5 male inserts for government installation. Refer to the contract drawing for spacing requirements
1.1.5 Wall to Wall Connection: Utilize Black Iron shear plates (P-208). Refer to contract drawing for placement and spacing requirements
1.1.6 Wall Lift points/brace insert types and placement shall conform to required Tilt-Up Concrete Association (TCA) guidance for Tilt-up operations
1.1.7 Wall reinforcement: Utilize design loads referenced on contract drawings
1.2 PRE-STRESSED/PRE-CAST DOUBLE TEE BEAMS - Beam quantities and dimensions are based on Attachment 1 – Estimated Quantities and Attachment 2 - Facility Design Drawings and Panel Selection
1.2.1 Beam depth: 24 inches
1.2.2 Concrete Strength: 6,500 pounds per square inch (psi) or stronger.
1.2.3 Beam length and width: Designed beam lengths and widths are annotated in attached drawing and must be long enough to span stated building dimensions, with no less than 5 inches of bearing.
1.2.3.1 Contractor shall ensure roof system meets wall bearing spacing requirements.
1.2.3.2 The end beam sections shall terminate on each end to be flush with the existing precast wall, with no more than 1-in gap.
1.2.3.3 The decking shall be secured by means of weld plate connectors to the pre-cast walls, as shown in the attached design drawing, prior to government placement of the 3-in concrete roof topping.

2.0 GENERAL PRODUCT PERFORMANCE & STRENGTH STANDARDS:
2.1 Pre-stressed Concrete Wall Panels - The contractor shall fabricate Tilt-up Walls in accordance with all applicable industry standards to include but not limited to ACI 318-11, ASCE/SEI 7-10 (Minimum Design Loads for Buildings and Other Structures), UFC 3-250-04-concrete pavements, IBC 2012 and ASTM guidelines. This list is not all inclusive and it is the responsibility of the contractor to ensure final product meets minimum specifications provided under product description. Refer to contract design for material performance requirements.
2.2 Pre-stressed Concrete Double Tee beams - The contractor shall fabricate Pre-stressed Double/Single Tee beams in accordance with all applicable industry standards to include but not limited to ACI 318-11, ASCE/SEI 7-10 (Minimum Design Loads for Buildings and Other Structures), UFC 3-250-04-concrete pavements, IBC 2012 and ASTM guidelines. This list is not all inclusive and it is the responsibility of the contractor to ensure final product meets minimum specifications provided under product description. Refer to contract design for material performance requirements.
3.0 PRODUCT DELIVERY:
3.1 Material shall be delivered to Andersen Air Force Base or Northwest Field Annex, Guam, during regular working hours 0730 to 1630 Monday through Friday excluding Federal Holidays. No deliveries will be performed outside normal duty hours unless pre-arranged with Project Manager, at no additional cost to the Government. Deliveries outside normal hours must be requested at least 3 days in advance.
3.2 Required delivery date and schedule: Delivery of each order shall be no later than 45 days from effective date on order. Contractor shall provide a delivery schedule by item no later than 30 days prior to required delivery date for government review and acceptance. Delivery schedule should be developed in a manner conducive to placement of items at the staging/holding area coordinating with the Project Manager.
3.2.1 Any changes to the expected delivery date shall be coordinated NLT 2 weeks prior to new delivery date in order to allow the contractor proper time to arrange delivery support. Any change to delivery order shall be coordinated with the Contracting Officer.
3.2.2 Contractor shall deliver and place pre-stressed double tee beams and or wall(s) to a government identified staging area utilizing Contractor furnished crane/equipment.
3.2.2.1 Contractor is responsible for siting crane off load location prior to delivery and ensuring it is suitable for staging/holding of deliverables and crane operations (e.g. clearance, leveled, etc.).
3.2.2.2 Contractor is responsible for acquiring proper base clearances & permits to operate a crane on Andersen AFB.

3.2.3 Contractor shall stage delivered items at the staging/holding location in a manner conducive to easy transportation and placement at work site coordinating with the Project Manager.
4.0 PRODUCT DOCUMENTATION SUBMITTALS:
In addition to the submittals required under the solicitation, submit the following:
After award and before delivery:
4.1.1 Changes or substitutions to the specified materials and fabrication specifications must be approved by the customer and Contracting Officer.
4.1.2 A quality assurance report to include test results of each item to ensure fabrication per government specifications.
