· Is there an area on base that can be used for setup of an asphalt plant?
No
· Can offers be made electronically?
No.
· Can the back gate be used for hauling into and out of the base? If so, any requirements for security or access hours etc.?
Commercial vehicles must enter the base through the front gate and go through inspection.
· Page 01011-22 Section 1.17 Limitations To Delivery of Ready-Mixed Asphalt: Can you clarify that only individual trucks carrying 20 CY or more of asphalt are prohibited after 2:00 or is any total volume of 20 CY of asphalt prohibited? Is this only for the asphalt?
Roads: The intent is not to have large deliveries of asphalt after 1400. This is to avoid having asphalt delivered that will need to be rolled and compacted beyond the contract’s specified working hours.
· Page 01450-4 Section 1.5.1.1 Duties (QC Section): The second sentence has 2 statements in parentheses that contradict each other, what is the intent of the Government?
Roads: For small projects, the QC manager can have additional duties, i.e. Superintendent. For example on a patch project, the QC manager can also serve as the superintendent. For large and/or more complex projects, the QC manager shall serve only as the QC manager and implement the QC program. Please note that the QC manager shall be onsite for ALL work and testing.
· Page 02921-7 section 3.1.2.3 Fertilizer Application Rates: Should the hydroseeding rate be per 100 square meters?
Yes; 7.5 kg per 100 square meters
· Will the following services be available on base for contractors to use: Water, dumpster services, sani-can services?
No
· As a clarification are we to use Section 02556 Asphaltic Bituminous Heavy-Duty Pavement for all paving other then on the runway and use Section 32 12 15 for any runway paving?
Yes
· Section 32 12 15 does not show the asphalt cement binder grade, it is left blank.
FOLLOW THE NOTE ON PARA 3.1 ON THE PERFORMANCE GRADE
· Section 32 12 15 page 35 looks like Profilograph testing is being called out. If the paving work is just overlay of existing the finished overlaid surface would mimic the existing surface and a profilograph requirement could not be met.
SMOOTHNESS REQUIREMENTS IS REQUIRED
· Specification 02556-13 Asphaltic Bituminous Heavy-Duty Pavement section 3.11 is calling for a mat and joint density of 98 to 100 percent. This degree of compaction is virtually impossible to attain and would not be recommend in most case anyway. Specification section 32 12 15 specifies a more realistic range of densities. The question is what is the difference between the two specification sections. Ie: In what application would each specification be used?
The density for the airfield is attainable in the past with the materials on island
· Specification 02556-13 Asphaltic Bituminous Heavy-Duty Pavement section 2.2 is calling for a penetration grade 120-150 or 150-200. This is the same grade we use on projects when we pave in Alaska. In Guam it would produce a very tender mat. Is this the correct grade Bituminous Materials?

1. What are the number of volumes to be submitted? In section L-01, Proposal Instructions, page 31, the RFP states that the response will only require two separately bound parts, but it lists three parts, as follows: Part I-Price, part II-Past Performance Information, and Part III-Subcontracting Plan. Please clarify.
There are 3 parts
2. What is the number of copies to be submitted for Part II, Past performance Information? In section L-01, Proposal Instructions, page 31, the RFP states that that the offeror is to submit three copies, but places the number two in parenthesis. Please clarify.
3. Section L of the RFP, page 32, subsection (b), states that the evaluation of past performance information will take into account past performance information regarding predecessor companies, key personnel who have relevant experience, or subcontractors that will perform major or critical aspects of the requirement, when such information is relevant to the instant acquisition. However, the RFP does not require the Offeror to supply any information on key personnel. Is it 36th Squadron's intention to require the Offeror to supply key personnel information in responding to this solicitation? If so, will the current due date be extended?

4. Section L of the RFP, page 32, subsection (c), states that a letter from all subcontractors that will perform major or critical aspects of the requirement, consenting to the release of their past performance information to the prime contractor must be submitted with the proposal. However, the RFP does not state any requirements for past performance, personnel, or firm information to be supplied by subcontractors that will perform major aspects of the work. Is it 36th Squadron's intention to require the Offeror to supply additional information on subcontractors, other than a letter of commitment, in responding to this solicitation? If so, what specific information will be required?

5. Section L of the RFP, page 32, subsection (b), states that the evaluation of past performance information appears to have the requirements for the projects to submit in the proposal overlapping with the requirements for submission of Attachment J-6, Past Performance Questionnaire form. In doing so, there is no clear definition of how many projects are to be submitted with Attachment J-6 and how many projects (separate contracts) are to be submitted within the contents of the proposal. Is it 36th Squadron's intention to require the Offeror to supply a maximum of five separate contracts to represent past experience and five separate projects to submit as Attachment J-6?
There are only five contracts to represent past experience that will be submited as Attachment J-6. Just accomplish J-6 and that will be your past experience criteria that’s needed.
