1. GENERAL:
1.1. The Contractor shall provide all management, tools, equipment, transportation, supervision and labor necessary to remove and replace (2) 450kW Generators and associated hardware at Wheeler Army Airfield, Oahu, HI. The Contractor shall perform all work in accordance with this Statement of Work (SOW). The Contractor shall coordinate all work with the Contracting Officer and is subject to the work schedule as stated in this document.
1.2. ALL CHANGES to this statement of work must be approved by the Contracting Officer. Contractor shall not perform any work outside the scope of this contract.
1.3. Unless otherwise noted in writing by the Contracting Officer, the Contracting Officer is the only person with the authority to change, modify, deny or approve any part and has the sole authority for all aspects of contract, SOW’s, contract changes, approvals, payments and project changes.
2. STATEMENT OF WORK:
PROJECT NARRATIVE
Contractor shall remove and replace the two (2) existing 450kW diesel generators and upgrade the existing interior power distribution system. Within the scope of this project, the Contractor shall provide all electrical equipment, including conduit, conductor, and associated hardware, to ensure a complete and functional power distribution system for normal and standby power. The existing Main Distribution Panel A (MDPA) and associated Automatic Transfer Switch will be removed and replaced. A new Automatic Transfer Switch will be installed to provide standby power capabilities to the existing Main Distribution Panel B (MDPB). This addition will expand the buildings standby power capabilities, making it possible to energize the entire building rather than just the Operations Core during a power outage. To complete this upgrade, the Contractor shall install a new Power Panel inside of the Building 310 Operations Room.
Building 310 at Wheeler Army Airfield is a Hawaii Air National Guard (HIANG) facility and it houses the Pacific Air Defense Sector (PADS) mission. This is a 24/7, 365, National Defense Mission. The Contractor shall ensure that all temporary power is in place during outages to ensure the Mission remains continuous and uninterrupted.
SPECIFIC REQUIREMENTS
2.1. Remove and replace the two (2) existing 450kW Generators with Generators of the same capacity.
Pictures of existing provided in the appendix below.
2.1.1. Contractor shall provide temporary stand-by power at all times that Generators are not serviceable.
2.1.2. Contractor shall dispose of the two existing Generators. If applicable, Contractor shall provide Hazardous Waste Generator reports to 611th CES at time of disposal.
2.1.3. When switching to temporary power, Contractor shall notify and schedule with on-site personnel.
Contractor must provide a minimum of one (1) week notification prior to making the switch and receive approval from on-site personnel. This applies for any and all planned outages.
2.2. Remove and replace 800A/480V three-phase main distribution panel A (MDPA) and the existing Automatic Transfer Switch (ATS) inside of the Electric Room.
2.2.1. MDPA and ATS shall match existing capacity, match new circuit breakers, and have an 800A service-rated main circuit breaker.
2.2.2. Contractor shall demolish and dispose of the existing ATS, MDPA, and all abandoned or superfluous conduit, raceway, and associated hardware.
2.2.3. Contractor shall patch, finish, and paint all penetrations.
2.3. Contractor shall install a new 400A/480V three-phase Automatic Transfer Switch (ATS) in the
Generator Room.
2.3.1. ATS shall provide standby power to existing 400A/480V three-phase Main Distribution Panel B
(MDPB).
2.3.2. Contractor shall install adequately sized pull box between MDPA and MDPB. Pull box will be used to intercept and reconnect the two sets of service conductors being routed to the two now ATS’s serving MDPA and MDPB during outages.
2.3.3. Contractor shall install a 400A/480V Enclosed Circuit Breaker (ECB) or fused disconnect to de-rate the standby power feeder from the generator to the ATS.
2.3.4. Contractor shall provide stand by power from common generator source with MDPA to ensure parallel configuration. Contractor shall configure so that both ATS’s activate concurrently to switch to standby power when either or both services lose power.
2.3.4.1. Note: Power will switch back to primary power feed only after both services have power restored. The MDPs (MDPA and MDPB) are fed from separate services (protected at 800A and 400A, respectively) from a recently installed dual 1200A switch; these two feeds are parallel and come from the dual switch and 1000kW transformer located outside of building
310. One-Line Diagram provided in the appendix.
2.4. Contractor shall install an additional 125A three-phase 120/208V Power Panel in the Operations Room.
2.4.1. This panel must be energized when building is switched to standby power.
2.4.2. The Operations Room is a Secure Area. Contractor will require a Government Escort to perform work inside the Operations Room. The Contractor must coordinate with on-site personnel to accomplish the installation.
2.5. Contractor shall verify that existing building grounding electrode system is adequate. If electrode system is found inadequate, Contractor shall notify CO and 611th CES immediately and await for direction.
2.6. Contractor shall test and fully commission both generators and all associated equipment. Commission reports shall be provided to and approved by 611th CES prior to project closeout.
