Combined Synopsis- Solicitation for Commercial Items (IAW FAR 12.603)

Description

This is a combined synopsis/ solicitation prepared in accordance with Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This is not to be construed as a commitment by the Government. All information is to be submitted at no cost to the Government.

The solicitation will be issued as a Request for Quote (RFQ) under the solicitation number

The purpose of this solicitation is to obtain a performance-based services contract that provides helicopter logistics support and transport of Government and Contractor operations, maintenance, and support personnel to and from Joint Pacific Alaska Range Complex (JPARC) remote sites.

The JPARC management system supports critical U.S. and Coalition Armed Forces Joint Service combat training exercises such as RED FLAG - Alaska (RF-A) and Northern Edge (NE).

This solicitation document and incorporated provisions and clauses are those in effect through the

Federal Acquisition Circular (FAC) 2019-01, Defense Federal Acquisition Regulation

Supplement Publication Notice (DPN) 20181031 and Air Force Acquisition Circular (AFAC)

2018-0525.

This acquisition is 100% small business set-aside. The applicable NAICS code is 481211, Nonscheduled Chartered Passenger Air Transportation; the small business size standard is 1500 employees.

The Government contemplates award of a single, firm fixed price purchase order under Federal

Acquisition Regulation Part 13 procedures, using a Lowest Price Technically Acceptable (LPTA) selection procedure. Please utilize the format below to provide proposal prices for the Base Year and each Option Year.

Quality Assurance Surveillance will be performed by the Government. The Freight on Board (FOB) Point is destination.

The FAR provision 52.212-1, Instruction to Offerors-Commercial Items, applies to this acquisition.

FA5215-19-Q-7003. Award of contract is subject to certification of funds. Offers that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration. The Government intends to evaluate all quotes and award without discussions.

System for Award Management (SAM). Offerors must be registered in the SAM database to receive a contract award. If the offeror is not registered in the SAM database, the Contracting Officer will proceed to award to the next otherwise successfully registered offeror.

In addition 52.212-2 (a), Evaluation – Commercial Items, the Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government. The following factors shall be used to evaluate quotes: Price, Past

Performance and Technical Acceptability.

To be rated as Technically Acceptable, all documents requested below must be included in submited quote. The quote must meet all of the following factors (below requirements do not count against total page count):

1) Provide one (1) current copy of FAA certificate(s) 133 and 135

2) Provide one (1) document, with signtaure, showing any accidents / incidents that may occurred within the last five (5) years OR if no accidents / incidents have occurred within the last five (5) years provide a signed document stating that no accidents / incidents have occurred.

All responsible sources may submit a quote, which will be considered by the Government. Award will be made to the Lowest Price Technically Acceptable offeror whose technically acceptable quote conforms to the solicitation requirements and is able to satisfy the Government’s requirements as specified in accordance with PWS dated 20 March 2019.

FAR clause 52.217-9, Option to Extend the Term of the Contract (Mar 2000)

The Government may extend the term of this contract by written notice to the Contractor within 30 days prior to contract expiration, provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 60 days before the contract expires. The preliminary notice does not commit the Government to an extension.

FAR 52.217-8 Option to Extend Services (Nov 1999)

The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 30 days prior to contract expiration.
