Combined Synopsis- Solicitation for Commercial Items (IAW FAR 12.603) 9 March 2018

Description

This is a combined synopsis/solicitation prepared in accordance with Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This is not to be construed as a commitment by the Government. All information is to be submitted at no cost to the Government.

The Daniel K. Inouye Asia Pacific Center for Security Studies (DKI APCSS) is requesting a 60 month lease for a quantity of 18 multi-function color printers.

Contractor is to supply, deliver, and install a quantity of 18 multi-function printers to include network setup, operator training, managed services, carry away of old machines at time of delivery, and hard drive removal at the end of the 60 month lease, IAW attached minimum specifications and statement of work dated 22 February 2018.

The solicitation will be issued as a Request for Quotation (RFQ) under the solicitation number

FA5215-17-R-8008.

This acquisition is a small business set aside in regard to size standards. The applicable NAICS is 334118 Printers, computer, manufacturing; the small business size standard is 1000 employees.

This RFQ contains four (20) line items on a firm fixed price basis. The line items are as follows:

Addenda to the following paragraphs of 52.212-1 are:

(a) All quotes are due on or before 12:00 PM, Hawaii Standard Time (HST), Friday, 23 march 2018. Submission is made via email to the Contracting Specialist, Mrs. Lorie Anne Kliewer at lorieanne.kliewer@us.af.mil Quotes must reference the solicitation number FA5215-17-R-8008.

(b) System for Award Management (SAM). Offerors must be registered in the SAM database to receive a contract award. If the offeror is not registered in the SAM database, the Contracting Officer will proceed to award to the next otherwise successful registered offeror.

(c) In addition 52.212-2 (a), Evaluation – Commercial Items, the Government will award a contract resulting from this solicitation to the responsible offeror whose quotation conforming to the solicitation will be most advantageous to the Government, price and technical considered. The following factor shall be used to evaluate offers: Lowest Price Technically Acceptable

(LPTA).

TECHNICAL PROPOSAL ASSESSMENT TABLE

(c) All responsible sources may submit a quote, which will be considered by the Government. Award will be made to the offeror whose quote conforms to the solicitation requirements and is able to satisfy the Government’s requirements. (d) Comptroller General Examination of Record The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records -- Negotiation.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

(e)

(End of Clause) 52.217-8 -- Option to Extend Services (Nov 1999)

The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within _30 days before the expiration of the contract.

52.217-9 -- Option to Extend the Term of the Contract (Mar 2000)

(a) The Government may extend the term of this contract by written notice to the Contractor within the period up to 14 days before the contract expires; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least _15__ days before the contract expires. The preliminary notice does not commit the Government to an extension.

(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.

(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 5 years and 6 months
