Combined Synopsis- Solicitation for Commercial Items (IAW FAR 12.603) 2 Sept 2016

Description
This is a combined synopsis/ solicitation prepared in accordance with Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This is not to be construed as a commitment by the Government. All information is to be submitted at no cost to the Government.
The solicitation will be issued as a Request for Quotation (RFQ) under the solicitation number
FA5215-16-Q-8005.
This solicitation document and incorporated provisions and clauses are those in effect through the
Federal Acquisition Circular (FAC) 2005-89 as of 15 August 2016, Defense Federal Acquisition
Regulation Supplement Publication Notice (DPN) 20160830 and Air Force Acquisition Circular
(AFAC) 2016-0603.
This acquisition is 100% small business set-aside in regard to size standards. The applicable
NAICS is 333318, Other Commercial and Service Industry Machinery; the small business size standard is 1000 employees.
This RFQ contains four (4) line items on a firm fixed price basis. The line items are as follows:

The following is a listing of the salient physical, functional or performance specifications that “equal” products must meet:
1) Simultaneous C-17 wheel washing capabilities
2) Swing door design
3) Turntable tray system
4) Electric heating system
5) 230V-60Hz voltage/frequency
6) Electrical systems meeting NEC standards
7) Stainless steel components/cabinets
8) Automatic cycling capabilities (e.g. oil skimmer, steam exhaust, etc.)
9) 1,500 pound load capacity or greater
10) 40 hp or greater pumping system

Acceptance will be performed by the Government. The FOB Point is destination.
The FAR provision 52.212-1, Instruction to Offerors-Commercial Items, applies to this acquisition.
Addenda to the following paragraphs of 52.212-1 are:
(a) All quotes are due on or before 2:00 PM, Hawaii Standard Time (HST), Wednesday, 14
September 2016. Submission is made via email to the Contracting Specialist, Mr. Damon Ware at damon.ware@us.af.mil. Quotes must reference the solicitation number FA5215-16-Q-8005.
(b) System for Award Management (SAM). Offerors must be registered in the SAM database to receive a contract award. If the offeror is not registered in the SAM database, the Contracting Officer will proceed to award to the next otherwise successful registered offeror.
In addition 52.212-2 (a), Evaluation – Commercial Items, the Government will award a contract resulting from this solicitation to the responsible offeror whose quotation conforming to the solicitation will be most advantageous to the Government, price and technical considered. The Lowest Price Technically
Acceptable (LPTA) shall be used to evaluate offers:
(1) Price: Quotes that conform to the Solicitation and Technical Acceptability IAW CLIN 0001-
(2) Technical Acceptability: The government will evaluate technical proposals on a pass/fail basis and assign an Acceptable or Unacceptable rating as described in the table below.
TECHNICAL QUOTE ASSESSMENT TABLE
Rating Description
ACCEPTABLE Quote meets the requirements of the solicitation.
UNACCEPTABLE Quote does not meet the requirements of the solicitation.
All responsible sources may submit a quote, which will be considered by the Government. Award will be made to the offeror whose quote conforms to the solicitation requirements and is able to satisfy the
Government’s requirements. Offeror must ensure the provision FAR 52.212-3, Offeror Representation and Certifications-Commercial Items (this must be completed on http://sam.gov), DFARS 252.212-7000, Offeror Representation and Certifications-Commercial Items. All referenced Federal Acquisition
Regulation (FAR) clauses and provision in this solicitation may be accessed via the internet at https://farsite.hill.af.mil.
Offerors must comply with the FAR provision 52.212-3, Offeror Representations and Certifications –
