MEMORANDUM FOR RECORD

SUBJECT: FA5215-15-R-00II, Hickam Flag Display Casc

I. All questions for the subject requirement were due by 1:00PM HST on 8 Sep 15. Seven

(7) questions were received.

2. All questions and corresponding answers are as follows:

a. Is this a follow-on requirement? No. This is a new requirement.

b. The proposal format (Solicitation paragraph II) specifies the page size as 8.5" x

II '". Initial design drawings at this size, even in landscape fonnat, will be nearly impossible to read. May we submit drawings in II" x 17" landscape format? Yes.

c. Descriptions in the Solicitation and Statement of Work make it seem as if you are looking for complete design drawings prior to awarding a contract. Display cases such as the one you seek are completely custom. The design process requires collaboration between our firm and the client's conservator and museum personnel via the project manager to properly meet the display and conservation requirements. We will submit a preliminary design that satisfies the basic requirements of the case with our proposal, but final designs would be developed as part of the contracted scope of work allowing for client input during the process. Is this acceptable? The final design shall not varl' much (rom the initial.

The conservation requirements in the solicitation are not subject to change. The color, pat/ern and finish of/he trim or materials are the only products subject to change. Proposals shall be evaluated in accordance with the solicitation.

d. May we send our proposal via FedEx to:

Please submit all proposals via email in accordance with the solicitation.

e. Please provide any minutes and information such as photos, question and answer, or notes from the pre-bid meeting held on September 2nd. This document ca(}lures all questions and answers resulting from the solicitation. Site visitM were not conducted due to no requests submitted.

f, The proposal requirement to provide a preliminary design submittal with the bid puts all bidders that were unable to attend the pre-bid meeting at an extreme disadvantage. A complete understanding of the challenges of the site as well as preliminary discussions with USAF staff are paramount to providing a design with details that will be anything other than a shot in the dark. Will proposals that provide written narrative along with material suggestions that prove our understanding of the scope of work and ability to provide the USAF with the

Proposals shall be evaluated in accordance with the solicitation. In accordance with the solicitation. at a minimum. The Offeror must demonstrate their thorough understanding o[DoD. USAFe and customer technical requirements/standards bv submilling an initial design. which meets or exceeds the specifications identified in the Statement o[Work (SOW). The Contractor's design shall include design drawings. specifications. and material cut sheets.

g. Your photos suggest that there exists a header/beam above the existing case. If so, what is the height of the header to ceiling and docs the ceiling inside the niche measure the same height as the header to Iloor or higher similar to the ceiling height? The header/beam is a somtthat extends all the way to the back Ivall.

h. Also, please provide the depth of the header (front to back) and distance from header to opposite wall (hallway width). SOW Section 3.2.1.1. g 1 Existing Case and Displav Construct states/shows, "Case (can) be extended back into wall, from current location, approx. 6feet 6 inches to concrete curb. " No actual curb is present. There is a 1/2 inch transition from tile floor to other tile floor. SOW Section 3.2.1.1. g.. 2 New Case and Displav Construct, states/shows, a 10' new case height. This is incorrect The new case must be able to fit within the vertical constraint pictured in 3.2.1.1. g.. I. SOW Section 3.2.1.1. g.. 2 New Case and Display Construct, states/shows, a 16' new case width This is incorrect. The new case must extend to lava rock walls horizontal constraint pictured in 3.2.1.1, g.. 1.
