The following have been added by full text:
AMENDMENT #1
Question #1: 1.2.1.1. In order to sustain the 5 MOKKITS pods stationed at Red Flag AK/Eielson AFB, is the MSC expected to cover shipping costs of pods to and from either Alaska and San Diego or Alaska and Kadena; additionally if pods need maintenance will the MSC be expected to fly a technician to Red Flag to evaluate/repair?
Answer #1: Pods will be transferred by government as required for operations between permanent MOKKITS sites and AK. Failed pods will be returned to permanent sites for repair by government as is the current practice. At no time will a MSC technician be required at Red Flag AK to evaluate/repair.
Question #2: 1.4.1.5.1. In order to comply with this, MSC technicians will need to have access to DTDs stored in the squadron vaults. If no access required then MSC technicians will be unable to perform this function. Please clarify CONOPS.
Answer #2: As stated, the DTDs will be either repaired or replaced. DTDs that the MSC is cleared will be repaired. DTDs that are not cleared to the MSC technicians will be either be replaced or repaired by Government/MOSC.
Question #3: 1.4.3.1. Will PACAF provide MSC current software for GFE SIS and RTS for s/w maintenance purposes?
Answer #3: No. The software is CDA baseline software for both GFE SIS and RTS. CDA already has access to baseline software.
Question #4: 1.4.4.1. As there is no way to tell what special operation activities, system improvements, upgrades, modifications are needed; these should be included in a special projects CLIN that would be priced at the time of Government request. Please update RFP to assign CLIN for this effort.
Answer #4: No CLIN will be added to this RFP for “special projects”. If special projects are required a CLIN will be added to the contract by modification once pricing has been verified and accepted.
PWS has been changed to read:
1.4.4.1 The contractor shall provide hardware and software engineering and technical support to maintain system performance requirements, ton include replacement of obsolete parts, as identified in this PWS. While not anticipated, engineering and technical support for special operational activities; maintenance engineering; identification and implementation of system improvements, upgrades, and modifications; and other engineering and technical activities intended to improve operation and maintenance performance and capabilities will be conducted as a ‘Special Project.
Question #5: 1.5. This sentence is ambiguous. Please reword to state, “The contractor shall provide the existing CFE pods….”.
Answer #5: See change in attached PWS.
Question #6: 1.7. Special projects identified, however no CLIN assigned in RFP.
Please modify RFP to assign CLIN for this effort.
Answer #6: No CLIN will be added at this time. See Answer #4.
Question #7: 1.9.4.2. Is it the intent of the Government that the MSC field engineers are required to have SECRET clearances less than 5 years and be required to meet JAFAN 6/4 requirements per paragraph 1.9.2?
Answer #7: No. PWS will be changed to read:
1.9.2. The Contractor shall conform to the provisions of DOD 5220.22-M, National Industrial Security Program Operating Manual and DODD 5220.6, Defense Industrial Personnel Security Clearance Review Program; and AFI 31-501 Personnel Security Program Management.
Question #8: 4.2. Other than maintenance of pods, what is meant by general support around the operational schedule?
Answer #8: Coordination with MOSC/Government personnel regarding equipment problems/outages/etc.
Question #9: Will MSC field engineers need SAPF access?
Answer #9: No.
Question #10: Part III - Section L and M are not included in the RFP. Is there a section providing instructions for submission and evaluation?
Answer #10: This intent of this procurement was to be a Sole Source, therefore no section L and M was required.
Question #11: 1.5. CFE PODs will be transferred from Contract FA5215-04-D-0006 in an ambiguous statement. Please explain “transferred”.
Answer #11: Any contractor attempting to "transfer" would be made between said contractor and Cubic, but the awardee will be responsible for providing 114 CFE PODs.
Question #12: 1.5. Is there a cost to "transfer the CFE pods from Contract FA5215-04-D-0006 (i.e. do we need to purchase the pods / at what price)?
Answer #12: This would have to be worked out with the incumbant contractor, Cubic.
