Sources Sought Announcement
Information Technology (IT) Project Management & Systems Analysis Support
1. This market survey is being conducted to identify potential sources that may be responsible for providing all personnel and supervision necessary to perform IT Project Management and IT Systems Analysis Support for the 374th Communications Squadron, Plans & Resources Flight (374 CS/SCX) at Yokota Air Base, Japan. The services include project management for projects that support communications, computer meteorological, navigational, audio, visual, postal and information management systems for organizations 374 CS supports, such as Headquarter united States Forces in Japan (HQ USFJ), Headquarters Fifth Air Force (HQ 5AF), and the 374th Airlift Wing (374 AW). Projects or work performed will also support Defense Information Systems Agency (DISA) infrastructure located in Japan, and high frequency radio services for the Western Pacific Region (WESTPAC).
2. If, after reviewing these documents, you desire to participate in the market research, you should provide documentation that supports your company’s capability in meeting these requirements. Failure to provide documentation may result in the government being unable to adequately assess your capabilities. If you lack sufficient experience in a particular area, please provide details explaining how you would overcome the lack of experience/capabilities in order to perform that portion of the requirement.
3. Questions should be addressed to the Contract Specialist Ms. Kaori Kanematsu at kaori.kanematsu.jp@us.af.mil with a copy to the Contracting Officer, Mr. Thomas L.
Reese, thomas.reese.2@us.af.mil. Please provide any questions, in writing, no later than 23 May 2019 at 4:00 PM Japan Time. Capability statements are due no later than 30 May 2019, 4:00 PM Japan Time and should be submitted to the aforementioned individuals.
4. Proprietary information and trade secrets, if any, must be clearly marked on all materials.
All information received that is marked Proprietary will be handled accordingly. Please be advised that all submissions become Government property and will not be returned.
All government and contractor personnel reviewing RFI responses will have signed non-disclosure agreements and understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information as described 41 USC 423. The Government shall not be held liable for any damages incurred if proprietary information is not properly identified.

PURPOSE/DESCRIPTION
We are conducting market research to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for qualification of IT Project Management and Systems Analysis Support as described in the attached draft Performance- Based Work Statement (PWS), “INFORMATION TECHNOLOGY (IT) PROJECT
MANAGEMENT AND IT SYSTEMS ANALYSIS SUPPORT FOR THE 374TH
COMMUNICATIONS SQUADRON’S PLANS & RESOURCES FLIGHT AT YOKOTA
