FOR

SECTION 1

DESCRIPTION OF SERVICES/GENERAL INFORMATION

1.0. DESCRIPTION OF SERVICES. The contractor shall provide all personnel, equipment, tools, materials, supervision, and other items and services necessary for electrical power distribution system(s) at YS-20-77, Camp Asaka, Tokyo, Japan Ground Self Defense Force (JGSDF), in accordance with (IAW) this Performance Work Statement (PWS), attached drawings, and, commercial and local standards and practices.

The contractor shall also provide erection, rental, noise abatement testing, maintenance, repair, and dismantling of an electrical power distribution system(s) sufficient to fully power or supplement the following facilities:

1. Tents Area (Central Ground) and Bldgs 126 (Gym)

2. Bldg 32 (2F~4F)

3. Dining Facility (DFAC), Bldg 145

1.1. Performance Period. The performance period of this contract is 25 September 2019 (or date of award if later) through 31 January 2020, and is broken out into the below phases:

1.1.1. Erection. The contractor shall deliver and commence erection on 25 Sep 19 (or date of contract award if later) and complete work by 9 Nov 19. Generator installation with noise abatement testing and verified compliance with local ordinance shall be completed by 9 Nov 18.

1.1.2. Rental. Generator rental period shall be from 10 Nov 19 to 21 Dec 19. The Government will conduct a final inspection from 8-9 Nov 19, which will allow for final testing and corrections of any noted shortcomings.

1.1.3. Dismantling/Restoration. The contractor shall dismantle the electrical power distribution system(s) no later than 31 Jan 20. Dismantling includes the restoration of all worksites and facilities to an acceptable and reasonable condition. The start date and schedule for dismantling/restoration work will be coordinated with the Contracting Officer’s Representative (COR) prior to commencement of work.

1.2. Electrical Power Distribution System.

1.2.1. The contractor shall provide an electrical power distribution system for the facilities provided in para 1.0 above. This electrical system shall be completed with cable wiring, panel boards, fluorescent lighting, wall switches, receptacles and bracket lights at entrances IAW the attached drawings and para 1.4.

1.2.2. Five (5) generator plants with two (2) generators each shall be provided as follows:

1. Diesel engine generator 400KVA, 3PH-4W-120/208V, 60Hz.

2. Diesel engine generator 400KVA, 3PH-4W-120/208V, 60Hz.

3. Diesel engine generator 300KVA, 3PH-4W-120/208V, 60Hz.

4. Diesel engine generator 150KVA, 1PH-3W-105/210V, 50Hz.

5. Diesel engine generator 220KVA, 3PH-4W-120/208V, 60Hz

1.2.2.1. All power plants must be serviced by two (2) generators for a total of ten (10).

Generators shall be enclosed and/or be sound-proofed consistent with previously listed local ordinance. Fuel tanks with a minimum capacity of 490 liters and individual spillage containers will be provided by the Government for each diesel engine generator.

1.2.2.2. Fuel and lubricants shall be provided for all generators throughout the rental period; the contractor will leave fuel/oil delivery slips with the COR after each delivery.

1.2.3. The contractor shall provide and install electrical distribution wiring, fixtures, outlets, cables, wiring, accessories, and molded case circuit breakers.

1.2.4. The contractor shall provide suspension wires in work tents sufficient to attach fluorescent lighting systems.

1.2.5. Electrical system shall be installed in the existing buildings and the tents with cable wiring, panel boards, fluorescent lighting, wall switches, receptacles and bracket lights at entrances.

1.2.6. All 120V power drops shall be painted red for easy identification.

1.2.7. Electrical power shall be provided and maintained 24hr/7days for continuous and uninterrupted power throughout the rental period. Maintenance service shall be provided without delay or interruption and commence 10 Nov 19 at 0830 and conclude 21 Dec 19 at 1700 (rental period).

1.2.8. Repair service for all the electrical facilities, generators, power distribution system, electrical accessories, fluorescent lights and other light fixtures shall be provided by the contractor on an “on-call” basis.

1.2.9. At no time shall the contractor accept requests to add, modify, repair, or extend electrical power or services from anyone (to include the JGSDF, representatives, or visiting U.S. Military forces) other than the COR, when it will not affect the contract price. All requests shall be reported to the COR for action by the Contracting Officer (KO).

1.3. Electrical Work Specification. Electrical work shall meet or exceed the following specifications.

1.3.1. Code Compliance. Electrical installation shall comply with all requirements specified by the National Fire Protection Association (NFPA), No. 70, National Electrical Code, Chapter 5, Special Occupancies, Article 590, ‘Temporary Installations’ and the Japan Electric Association

(JEAC).

1.3.2. General Installation Requirements. All materials and equipment shall be installed IAW approved codes, standards, and manufacturer recommendations.

1.3.3. Grounding. Ground rods and wire conductors for equipment grounding shall be installed IAW Article 590 of National Electrical Code and Japan Electric Association (JEAC) standards.

1.3.4. Operating Tests. Upon installation of electrical generators and power distribution systems, the contractor shall conduct operating tests to verify serviceability prior to delivery.

Equipment tests shall be performed in the presence of the COR. The contractor shall furnish instruments, materials, and personnel required for the test.

1.3.5. Ground-Resistance Measurements. Ground-resistance measurements shall be certified by the contractor and provided to the COR upon completion of electrical system installation.

The data provided shall include the measured ground resistance of each grounding rod, the rod’s location, grounding system used, soil conditions, and noted resistance at the time of measurement. Ground-resistance measurements shall be made in normal dry weather, not less than 48-hours after rainfall, with the underground test location isolated from other grounding rods. If applicable, the contractor shall dig a hole and shall remove frozen soil to make dry conditions for the measurements. The ground resistance shall be measured using the ‘fall-of-potential’ method before the operating test and shall not exceed 25 ohms (10 ohms for the Command Post area) when measured in normal dry conditions.

1.3.6. Facility Acceptance Inspection. The COR will conduct a facility acceptance inspection on 9 Nov 16, however the date is subject to change.

1.3.7. Engineering Support. The contractor shall provide an engineer(s) at the job site 24hr/ 7days for maintenance and repair services. The engineer(s) provided shall be well-qualified and licensed/certified to maintain and repair electrical generators, power distribution systems, and all other equipment. The contractor shall submit their license/certificate to the Contracting Office within 5 days after award.

1.4. Work Space. The Government will allow the contractor to set up a work space for their employees for this requirement at the site. The location shall be coordinated through the COR and provided to the contractor prior to contract performance; the COR will provide suitable ground space in close proximity to the work site but not to exceed twenty (20) square meters.

1.5. Submittals. The contractor shall provide submittals to the COR for approval for each item listed below within seven (7) business days following contract award. Descriptive information shall be supported by catalogs, certificates of compliance, or other data published by the manufacturer to demonstrate conformance with specification requirements prior to installation.

1. Electrical materials and equipment.

a. Cables

b. Light fixtures

c. Enclosed circuit breakers

d. Panel board

e. Generator

f. 490-liter fuel reservoirs with spillage containers

1.6. Disposal of Materials. The contractor shall remove all debris and unsalvageable materials generated at the work site IAW local Japanese law. No debris will be disposed of on the JGSDF installation.

1.7. Removal and Restoration. After the removal of pre-fab buildings, the contractor shall repair any ground surface damage caused by temporary construction to its “as was” or original condition.

2.0. GENERAL INFORMATION.

2.1. Contractor Personnel.

2.1.1. Contract Manager. The contractor shall provide a contract manager who shall be responsible for the work. The name of this person and any alternate(s) who shall act for the contractor when the manager is absent, shall be designated in writing to the Contracting Officer (KO) prior to the commencement of contract work. The manager/alternate(s) shall have full authority to act for the contractor on all matters relating to this contract. The manager/ alternate(s) shall be proficient in English and Japanese, and have a good understanding of the requirements pertaining to this contract for interpretation and implementation of directives (written and oral), issued in English and Japanese by the KO or COR.

2.1.1.1. Contract Manager Availability. The Contract Manager/alternate shall be physically present or readily available throughout the contract period. The Contract Manager/alternate should be available for meetings at the worksite within one (1) hour of a COR request for repair service and within two (2) hours for routine administrative matters.

2,1,1,2, Contract Manager and his/her alternate shall specify their position by badges or arm bands.

2.1.2. Contractor Employees. The contractor personnel shall be easily recognizable as contractor employees. This may be accomplished by wearing distinctive clothing bearing the name of the company or by wearing appropriate badges which contain the contractor’s company name and the employee’s name.

2.1.2.1. Qualification. The contractor shall be responsible for obtaining all necessary licenses and permits to perform the work described by this PWS. The Contract Manager/alternate shall possess at least a 2nd Category Electrical Engineer’s Licenses (第二種電気工事士)to supervise the work site.

2.1.3. Removal of Contractor’s Employees. The contractor shall utilize only experienced, responsible and capable employees in the performance of this contract. The KO may require that the contractor remove any of his/her employees who endanger persons or property, or whose continued employment under this contract is inconsistent with the interests of the U.S.

Government.

2.1.4. Other Country Nationals (OCN). The Security Forces on each base control entry to the base. Under certain circumstances, the OCN might be denied entry. It is the contractor’s responsibility to coordinate with Security Forces at each base when there is a question about particular entry circumstances.

2.1.5. U.S. Government and/or Master Labor Contract Employees. The contractor shall not hire employees of the U.S. Government and/or Master Labor Contract employees in accordance with the Procurement Integrity Act. See Federal Acquisition Regulation (FAR) Section 3.104.

Further, the contractor shall not employ any Department of Defense employee, either military or civilian, unless such person seeks and receives approval in accordance with Department of Defense 5500.7-R, Joint Ethics Regulation.”

2.2. Quality Control. The contractor shall develop and maintain a quality control program to ensure the services are performed in accordance with commonly accepted commercial practices.

The contractor shall develop and implement procedures to identify, prevent and ensure non-recurrence of defective services. At a minimum, the contractor shall develop quality control procedures addressing the areas identified in paragraph 2, Services Summary.

2.3. Quality Assurance. The Government will evaluate the contractor’s performance IAW the Quality Assurance Surveillance Plan (QASP) by appointing a COR to monitor performance to ensure services are received.

2.4. Government Remedies. The KO shall follow FAR 52.212-4, Contract Terms and Conditions- Commercial Items, for the contractor’s failure to perform satisfactory services or failure to correct non-conforming services.

2.5. Contracting Officer (KO) Authority. Only the KO has authority to enter into, administer, terminate or modify the terms and conditions herein. Any changes made by persons other than the KO will be considered an Unauthorized Commitment and subject to Ratification Actions in accordance with the FAR 1.602-3.

2.6. Contracting Officer’s Representative (COR). The contractor shall coordinate all aspects of this project with the COR. Completed work shall be subject to inspection and acceptance by COR. This designation will be made in writing by the KO at the time of contract award, or prior to commencement of COR duty. The COR shall NOT direct or redirect any contractor action(s).

This can only be done by the KO.

2.7. Hours of Operation. The work site will be made available to the contractor for erection and dismantling of buildings and other facilities, and for repair and maintenance of buildings and utilities systems 24hrs/7days, including Japanese and U.S. holidays. Deviation from this requirement may be made with the approval of the COR.

2.8. Security Requirements. The contractor shall ensure each employee obtains required access passes and identification items for entry to the JGSDF work site. The contractor shall be responsible for all controlled-area pass or badges issued to his employees under this contract IAW JGSDF regulations. The contractor shall return employee identification cards to JGSDF security forces within 24-hours of work termination. Management of access passes and entry approval remains the sole responsibility of JGSDF security forces. Questions concerning entry policy must be addressed directly to the installation security office.

2.8.1. Off Limit Signs. The contractor shall provide warning and/or ”OFF LIMITS” signs in both English and Japanese and post them at the entrances of jobsite, and barricades around the jobsite while the equipment and/or systems are being serviced. The contractor shall control all personnel desiring access into jobsite areas when work is in progress.

2.8.2. Photography Permission. The contractor shall obtain COR approval prior to commencing any photography.

2.9. Reports of Damages, Destruction, Injury, or Death.

2.9.1. The contractor shall report all incidents of damage or destruction to property, or personal injury or death of any person, arising out of and during the performance of this contract. The term “property” includes equipment, freight, or property of any type, whether Government owned or not. The term “Contractor” and “Subcontractors” includes the contractor, its agents, servants or employees.

2.9.2. The contractor shall submit these reports to the KO through the COR as follows:

(a) A preliminary report shall be made as soon as practicable after the time the incident occurs.

The report may be either verbal or facsimile.

(b) A complete written report shall be submitted within 4 days (96 hours) after occurrence of the incident. A copy of this report shall be furnished to the COR.

2.10. Contract Manpower Reporting. The contractor shall report ALL labor hours (including subcontractor labor hours) required for the performance of services provided under this contract via a secure data collection site. The contractor is required to completely fill in all required data fields at http://www.ecmra.mil.

2.10.1. Reporting inputs will be for the labor executed during the period of performance for each Government fiscal year (FY), which runs from 1 October through 30 September. While inputs http://www.ecmra.mil/ may be reported any time during the FY, all data shall be reported no later than 31 October each calendar year. Contractors may direct questions to the CMRA help desk.

2.10.2. Information from the secure web site is considered to be proprietary in nature when the contract number and contractor identity are associated with the direct labor hours and direct labor dollars. At no time will any data be released to the public with the contractor name and contract number associated with the data.

SECTION 2

SERVICES SUMMARY

The following Services Summary identifies the performance objectives and performance thresholds for critical tasks associated with providing support services for this requirement. The performance threshold briefly describes the minimum acceptable levels of service required for each requirement. These thresholds are critical to mission success. As a general rule, defects are categorized as follows: (1), ‘Major’ defects that present significant safety or health hazards to customer or contract employees (e.g. improperly braced or attached exterior stairs) and (2), ‘Minor’ defects that though inconvenient or annoying, do not impede or delay mission accomplishment (e.g. missing light fixture or plug receptacle).

Note:

Adjustments to the method of assessment shall remain the unilateral right of the Government, in so far as the change does not affect cost or cause delays in performance. The contractor may not use the method of assessment for any excusable delay.
