STATEMENT OF WORK

Advanced Digital Telecommunications System (ADTS) Console Installation

USFJ JOC Command Center Yokota AFB, Japan

20 Sep 19

1. Description of Work. The contractor shall provide all necessary labor, personnel, supervision, management, tools, equipment, transportation, materials and any other items necessary to provide the Unify OpenScape Voice communications system. This system will be installed on the premise of HQ USFJ, Yokota AFB, Japan. The work set forth consists of installation, system set-up, testing, controller (customer) training, and complete documentation of all hardware and software components installation in accordance with this statement of work (SOW), manufacturer standards, and commercial standards and business practices.

1.1. Schedule: The expected completion date shall be on or before 1 Feb 2020, but will be no later than forty-five (45) days after the installation start date.

1.2. Removal Work. The contractor shall remove and dispose of the current desk and equipment in the JOC controller area (Command Center).

1.3. Installation. The contractor shall provide, connect and install the following:

(a) Install Unify OpenScape Voice LSC system

(b) Contractor will install Dispatch System Manager Server with ASC

EVOLUTION neo Recording Solution server software and server hardware and migrate and configure the existing dispatch database to function the same as the previous version

(c) Reconnect and test all SIFA radio interface equipment including replacing 4 interface units – assumes Government radios are accessible with tone remote signaling interfacing installed

(d) Install uninterruptable power supply (UPS)

(e) Install modem equipment

(f) Install Client PC--Fanless PC--Shuttle DS77U3 with touch monitor

(g) Install OpenScape Voice and OpenScape UC Application Enterprise Edition

Package V9.2 SW software.

1.3.1 This SOW includes a technology acquisition in the JOC controller area (command center) of the following provided by the contractor:

(a) Install PC / touch computers at each controller position (three (3) total)

(b) Install new PTT Handsets, 3 (3) for each position

(c) Install one (1) 1000VA UPS at each controller position

(d) Support new furniture installation with speaker panel build-out (speakers, wiring, lights, volume control) at each position – speaker panels are assumed to be provided by government or selected furniture vendor under a separate contract

(e) 3x CAT6 Shielded copper runs (Colors below) between each workstation and the respective closets (each run is estimated below). For two desk it will be a total of 6 cables.

a. 2 – Green Cables – 75ft

b. 2 – Blue Cables – 75ft

c. 2 – Red Cables – 25ft

(f) RJ45 (CAT6 Shielded copper runs) will be terminated within the desk and within their respective cabinets (keystone)

(g) All controller positions will be installed in contractor provided furniture.

1.4. Training Requirement. The contractor shall provide users training consisting of, at a minimum, the operation and administrational of the Unify OpenScape Voice system and will be provided for three (3) administrators and up to 8 (8) controllers designated by the customer. All training presentations and documentation (system administrator, user, and training guides) will be provided and performed on-site in English on the date(s) mutually agreed upon by the parties.

All applicable documentation, including training materials, shall be provided to the customer.

No more than sixteen (16) hours of training will be conducted.

1.5. Operational Test. The contractor shall conduct operation test in accordance with manufacturer’s standard to meet commercial practice and to ensure the system is restored to operable conditions. The contractor has the responsibility to ensure the installation is tested prior to handover. The government will witness all testing. The contractor will document these test results. Copies of the test results will be provided to the government upon the government’s request.

1.6. SUBMITTALS.

1.6.1. Work Schedule. The contractor shall coordinate with the Government Representative (GR) for the establishment of performance schedule and submit a work schedule to GR no later than (NLT) 15 calendar days prior to start working date.

1.6.2. Operation and Maintenance Manual: The contractor shall provide five (5) hard-copy and one (1) CD of the manufactures’ operation and maintenance manuals to the GR.

1.6.3. Work Performance Report. The contractor shall submit a work performance report to the GR NLT 30 calendar days after completion of work. Work performance record shall include the following information at minimum.

(1) Date and time work performed

(2) Description of work.

(3) Used materials and equipment information.

(4) Test item and result of the test

(5) Picture of the work performed.

(6) Signature of Contractor Representative

1.7. Warranty. The contractor shall provide the Government with their commercial warranty.

The contractor shall provide at least one (1) year warranty for product and installed software, and at least five (5) years for data storage device. The warranty will include emergency technical assistance as required, including 24/7 remote dial-in and on-site responses, as appropriate, for system failures.

1.8. Hours of Work. The contractor shall be performed on weekdays, Monday through Friday (exclusive of the U.S. legal and other designated holidays listed below), during normal duty hours 0800 - 1600 hours unless prior arrangements have been made with the GR.

1.9. Disposal of Materials: All debris and replaced parts shall be disposed of off-base by the contractor in accordance with the laws of Japan.

1.10. Acceptance: Upon completion of above work, acceptance inspections shall be conducted by the contractor and the GR. If any deficiencies are found during the inspection, the contractor shall make correction(s) as required, at no additional charge to the Government.

1.10.1. System Acceptance: Upon completion of the services, the contractor will notify the customer, after which the customer will have five (5) business days to review, evaluate and/or test the services to determine whether or not the services satisfy the acceptance criteria in all material respects (the “Acceptance Period”). If the services satisfy the acceptance criteria in all material respects, the customer will furnish a written acceptance confirmation to the contractor prior to the end of its Acceptance Period. If the services are not accepted due to a non-conformity or defect, the customer will notify the contractor in writing of the rejection within the Acceptance Period, which rejection must include detailed written reasons for the rejection. Upon receipt of a rejection, the contractor will attempt to resolve any such issues and resubmit the services to the customer and the process set forth above will be repeated. If the customer fails to notify the contractor of its acceptance or rejection within the Acceptance Period, then the services are deemed accepted automatically.

1.10.2. Down Time: The Contractor shall use commercially reasonable efforts to install, test, train and cutover the services with a minimal disruption of operations; however, all console positions shall be “taken down” during the system move and upgrade. Prior to contractor intentionally causing any disruption or termination of communication capability due to the activities under this SOW, the contractor must seek and receive clearance from the customer or designated representative.

2. GENERAL INFORMATION.

2.1. CONTRACTOR PERSONNEL.

2.1.1. Contract Manager. The contractor shall provide a contract manager who shall be responsible for the work. The name of this person and an alternate, who shall act for the contractor when the manager is absent, shall be designated in writing to the contracting officer.

The contract manager or alternate shall have full authority to act for the contractor on all matters relating to this contract. The contract manager or alternate shall be proficient in English and have a good understanding of the requirements pertaining to this contract for interpretation and implementation of directives (written and oral), issued in English by the contracting officer or

GR.

2.1.2. Contractor Employees. Contractor personnel shall be easily recognizable as contractor employees. This may be accomplished by wearing distinctive clothing bearing the name of the company or by wearing appropriate badges which contain the contractor’s company name and the employee’s name.

2.1.3. Removal of Contractor’s Employees. The contractor shall utilize only experienced, responsible and capable employees in the performance of this contract. The KO may require that the contractor remove any of his/her employees who endanger persons or property, or whose continued employment under this contract is inconsistent with the interests of the U.S.

Government.

2.1.4. Third Country Nationals (TCN). The Security Forces on each base control entry to the base. Under certain circumstances, the TCN might be denied entry. It is the contractor’s responsibility to coordinate with Security Forces at each base when there is a question about particular entry circumstances.

2.1.5. U.S. Government and/or Master Labor Contract Employees. The contractor shall not hire employees of the U.S. Government and/or Master Labor Contract employees in violation of the Procurement Integrity Act. See FAR Section 3.104. Further, the contractor shall not employ any Department of Defense employee, either military or civilian, unless such person seeks and receives approval in accordance with Department of Defense 5500.7-R, Joint Ethics Regulation.”

2.1.6. Military Personnel. The contractor is cautioned that off-duty active military personnel hired under this contract may be subject to permanent change of station (PCS), change in duty hours, or deployment. Military Reservists and National Guard members may be subject to recall to active duty. Abrupt absence of these personnel could adversely affect contractor’s ability to perform; however, their absence at any time shall not constitute an excuse for non-performance under this contract.

2.2. CONTRACTING OFFICER (KO) AUTHORITY. Only the KO has authority to enter into, administer, terminate or modify the terms and conditions herein. Any changes made by persons other than the KO will be considered an unauthorized commitment and subject to ratification actions IAW FAR 1.602-3.

2.3. GOVERNMENT REPRESENTATIVE (GR). The authorized primary GR for this contract is SMSgt Antonio A. Mack DSN: 225-2466, the alternate GR is MSgt Kinnard Woods DSN: 225- 2466. SMSgt Antonio A. Mack shall be the quality assurance inspector and provide the contractor with required information and assistance for this project.
