1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation issued using FAR Subpart 13.1 Simplified Acquisition Procedures. This is not a Request for Competitive Quotation and a written solicitation will not be issued.

Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.

2. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-97 effective 24 January 2018, and the Defense Federal Acquisition Regulation Supplement (DFARS) Change Notice 20180418 effective 20 April 2018, and the Air Force Federal Acquisition Regulation Supplement (AFFARS) Acquisition Circular 2018-0525 effective 25 May 2018.

3. North American Industrial Classification Standard (NAICS) code is 333415 (Air-Conditioning and Warm Air Heating Equipment and Commercial and Industrial Refrigeration Equipment Manufacturing).

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

(i) Price

(ii) Technical acceptability Technical acceptability must be met before the price is considered. LPTA procedures will be utilized.

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

This purchase will incorporate one or more clauses by reference, with the same force and effect as if they were given in full text. Upon request, the Contracting Officer will make their full text available. A Firm-Fixed Price purchase order will be issued in writing to the successful offeror. To be eligible to receive an award resulting from this solicitation, contractor must be registered in the System for Award Management (SAM) www.sam.gov. Include FAR 52.212-3 Alternate I, Offer Representation and Certification with Offer. No telephonic or facsimile responses will be processed.

9. Deadline for receipt of offers: 5:00 p.m. Japan Standard Time (JST), WEDNESDAY, 5 SEPTEMBER 2018.
