1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR), subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
2. The solicitation number FA5209-18-Q-TF02 issued as RFQ and incorporated provisions and clauses are those in effect through FAC 2005-98, DPN 20180629 and AFAC 2018-0525.
3. The standard industrial classification code is 3823, Industrial Instruments for Measurement, Display, and Control of Process Variables; and Related Products, NAICS 334513.

6. Response Date and time (Japan local time): 6 September 18, 1200 Local Japan Time.
7. Description of Requirements: The contractor shall provide all equipment and any other items or necessary for the Metrohm 940 Professional IC Vario System. See CLINS 0001-0014 and Attachment 1, Specification Sheet.
8. Delivery Period: 60 DAYS ARO IS DESIRED.
9. The following provisions applies to this acquisition:
a) FAR 52-212-1 Instructions to offerors-Commercial items (Jan 2017)
Addendum to FAR 52.212-1 (c), Period for acceptance of offerors. The paragraph is tailored as follows; the offeror agrees to hold the prices in its offer firm for 30 calendar days from the date specified for receipt of offers.
Addenda to 52.212-1, Proposal preparation and submission instructions:
1. To assure timely and equitable evaluation of the proposal, the offeror must follow the instructions contained herein. The proposal must be complete, self-sufficient, and respond directly to the requirements of this solicitation. The response shall include a proposal that includes pricing to CLIN 0001 through CLIN 0014. The offeror shall provide a quote on the offeror’s letterhead that shows how the quote will meet the governments objective outlined in the specifications. In addition, the offeror shall provide literature if necessary.
2. The contracting officer has determined there is a high probability of adequate price competition in this acquisition. Upon examination of the initial offers, the contracting officer will review this determination and if, in the contracting officer's opinion, adequate price competition exists no additional data will be requested. However, if at any time during this competition the contracting officer determines that adequate price competition no longer exists; offerors may be required to submit data other than certified cost or pricing data as defined in FAR 2.101 to the extent necessary for the contracting officer to determine the reasonableness and affordability of the price.
3. Submit offers to the office before the time and date specified in this notice. Proposals including Rep and Certs (Attachment 2) may be sent via email to: Thaddeus.Faxon@us.af.mil or Faxed to 042-551-0973.
b) FAR 52.212-2 Evaluation-Commercial items (Oct 2014)
(a) The Government will award a single contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government. The Government intends to make award to the lowest priced offeror.

(1) Price Evaluation for Award: For award purposes, the total price for each offeror will be evaluated based on the total offered price for CLINs 0001-0014. The total of all CLINs is the total price and will be used to rank offers.
(b) A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. c) The offeror shall complete the following provisions in Attachment 2, Representations and Certifications.
FAR 52.212-3 Offeror Representation and Certifications-Commercial items (Nov 2017) with Alternate I (Oct 2014). However, if the offeror is registered in SAM.gov. filling out the attachment is uncessary.
