PROJECT WORK STATEMENT (PWS)
FOR
BLDG. 714 RM 212 REWIRE (2nd FLOOR) AT YOKOTA AIR BASE
7 July 2018
1. DESCRIPTION OF SERVICES. The contractor shall provide all personnel, equipment, tools, vehicles, materials, supervision, and other items and services necessary except that specifically identified as Government furnished in Section 12, Government Furnished Property and Services, to upgrade current infrastructure from Multimode (MM) fiber optic cable to CAT 6 (STP) at Yokota Air Force Base, Japan - (Bldg. 714,rm 212, 2nd Floor).
The contractor shall perform replacement services in accordance with (IAW) this PWS, manufacturer standards, commercial practice and local standards. All parts and materials must be TAA compliant.
2. OBJECTIVES. The contractor shall install, terminate and test 2 separate networks. Each network will have 76 (CAT 6) drops at 19 locations for a total of 152 drops. The contractor shall purchase and install a new communication rack and grounding.
3. SCOPE. Install, terminate, and test CAT 6 network cables and hardware while maintaining separation requirements. Install one communication rack and grounding. Utilize drawings (Appendix A) for rack, and quad outlet locations. Utilize drawings for rack and drop locations.
3.1. NOTE. Occupants will need to remain operational during installation. The cutover will be accomplished by the 374th CS after testing is accomplished and before legacy network cables are removed (cut over will take no longer than 1 week).
4. REQUIREMENTS. The newly installed and existing network infrastructure shall fulfill the following requirements:
4.1 Task 1 – Install communication rack and grounding.
4.1.1 Subtask 1 – Install communication. Purchase and install a closed lockable standard communication rack, maintain an 18 inch separation from existing rack. Install two 3 inch conduits from the ceiling to the top of communication rack. CAT 6 cabling will enter the communication rack via the conduits. Maintain 8 inch separation between conduits.
4.1.2 Subtask 2 – Install grounding to communication rack. Ground new rack to closest facility ground and install a bus bar in the communication rack. Utilize 6 AWG green jacketed ground cable. Install appropriate ground warning tags.
4.2 Task 2 – Install CAT 6 shielded twisted pair (STP).
4.2.1 Subtask 1 – Install raceway, 4 Port Gang Boxes, Patch Panel. Install new raceway, gang boxes and patch panel at predetermined locations throughout facility IAW attached diagram (Appendix A).
4.2.2 Subtask 2 – Install new CAT 6/STP Network Cables. Install new CAT 6/STP network cables (CAT 6 cabling should be RED for one network and blue for the other) from the Communication Rack to designated termination points located on Appendix A. Maintain 8 inch separation between the two network cables. The 8 inch separation is required. Utilize j-hooks in the ceiling to maintain the 8” serperation.
4.2.3 Subtask 3 – Terminate CAT 6/STP Network Cables. Terminate CAT 6 cables into gang boxes at designated locations IAW Appendix A. Terminate other side of CAT 6 network cables into the newly installed communication rack, utilize appropriate wire management techniques. Termination modules will be the same color as the CAT 6 cable red, or blue.
4.2.4 Subtask 4 – Rack termination specifics. Terminate red network cables in the top half of the communication rack and the blue in the bottom. Place an 8” metal plate in the middle of the communication rack to make sure 8” separation is maintained at all times. Terminate both ends of the cable, bond cable shield to termination modules and bond patch panel at communication rack.
4.2.4 Subtask 5 – Label Network Cables. Label all network cables at the gang boxes and patch panel; example Net S-1/S-4, N–1/N-2. Numbering sequence shall be in numerical order at the patch panel.
4.3 Task 3 – Test
4.3.1 Subtask 1 – Test CAT 6 Network Cables. Test all network cables in facility and document results. Provide test results to 374 CS/SCXP. All CAT 6 cables must pass a 1 GB XFER rate.
4.4 Task 4 – Remove Old Legacy Cables
4.4.1 Subtask 1 – Remove Old Legacy Cables. After facility is cut over remove old legacy MM fiber optic cables.
The contractor shall be responsible for local disposal of removed cables.
5. PERFORMANCE STANDARDS.
Performance Standard Acceptable Quality Level (AQL) Acceptance/Deliverable
4.1 Task 1 – Install
Communication Rack
Rack shall be stable nonmoving and grounded.
Deliverable 1. Upon completion of the Task 1, notify 374 CS/SCXP 225-9690.
Inspection will be conducted at project completion.
4.2 Task 2 – Install CAT 6
All cables shall utilize J-Hooks.
Ceiling shall not be utilized as cable support. Cable shall have a minimum of 1ft slack coil above ceiling at outlet location. All terminations shall be B-Standard.
Maintain 8 inch network separation.
Deliverable 2. Upon completion of the Task 2, notify 374 CS/SCXP 225-9690.
Inspection will be conducted at project completion.
4.3 Task 3 – Test
All CAT 6 cables shall meet at a minimum a 1 Gig Xfer Rate. All fiber strands (loss shall not exceed
1.25 DB).
Deliverable 3. Upon completion of the Task 3, notify 374 CS/SCXP 225-9690.
Inspection will be conducted at project completion.
4.4 Task 4 – Remove Old
Legacy Cables
The Contractor shall remove the unused legacy network, and phone ISP cabling. Cables in the wall may be cut and removed throughout the ceiling.
Deliverable Upon completion of the Task 4, notify 374 CS/SCXP 225-9690.
Inspection will be conducted at project completion.
Completion of Project Deliverable 5. Upon completion notify 374 CS/SCXP 225-9690. An inspection will be conducted by SCXP/SCOIN/QA/SCOW/CES and an AFTO 747 acceptance letter will be generated.
6. PLACE OF PERFORMANCE. All work shall be performed in Bldg. 714. See drawing (Appendix A) for details.
7. PERIOD OF PERFORMANCE. The period of performance shall be 90 days after project awarded.
Installation must be completed as quickly as possible to avoid overburdening escort personnel. As directed by the Site POC, the contractor shall continue performance in emergency or mission essential conditions. Additionally, the contractor may be required to account for the whereabouts of their personnel should this information be requested by the Site POC.
8. INSTALLATION PLAN. The Contractor shall arrange an installation plan and schedule with the Site POC, and obtain an approval from the Site POC prior to the commencement of the work.
9. ARRANGEMENTS OF THE PERFORMANCE TIME. Should the contractor decide to perform any of the required services before or after normal duty hours, the contractor shall request approval prior to performance from the Site POC and shall do so at no additional cost to the Government.
10. HOURS OF SERVICE. The contractor’s personnel shall perform scheduled work on weekdays, Monday through Friday (exclusive of the U.S. legal and other designated holidays), during normal duty hours, 0800 - 1630 hours unless prior arrangements have been made with the Site POCs.
11. SITE POC. The authorized Site POC for this contract is TSgt Mitchell, Travis and/or Green, Angelica 225- 4007 The contractor shall coordinate all aspects of this project with the Site POC. Completed work shall be subject to inspection and acceptance by the Site POCs.
12. GOVERNMENT-FURNISHED EQUIPMENT (GFE)/GOVERNMENT-FURNISHED INFORMATION
(GFI). None
13. OTHER PERTINENT INFORMATION OR SPECIAL CONSIDERATIONS.
During the mandatory site visit date TBD, the Contractors shall be responsible for gathering all information needed for the work to be completed. All parts and materials must be compliant with the Trade Agreement Act (19 U.S.C.& 2501-2581).
The Contractor shall have at least three (3) years of experience in construction, network cabling installation and/or maintenance and testing. At minimum, key personnel shall have a professional knowledge of communications engineering concepts, principles and practices and extensive familiarity with other engineering disciplines;
knowledge of a broad range of networking standards, methods, practices, techniques, materials and equipment to ensure work is in compliance with regulations and standards, and at least 3 years of experience.
The Contractor shall be responsible for the transportation of all system equipment to the site locations. Upon request of the Contractor, the Government may provide a temporary storage. In such case, the Contractor shall be responsible for inventory and reconciliation of all shipments, which will be coordinated with and verified by a Government representative. Also the Contractor shall transport all equipment from the temporary storage area to the final destination.
The Contractor shall coordinate the site visit through the Site POC. The Site POC shall provide any applicable forms regarding site visits. The Contractor shall provide all necessary site visit information to the government’s Site POC at least 10 days prior to any site visit. The Contractor shall coordinate all deliveries with the Site POC at least 10 days prior to delivery and provide any site visit information required for the delivery. This will ensure visit clearances can be obtained from the local Security/Visitor Control Office. Visits include, but are not limited to, meetings, surveys, testing, etc.
The Contractor shall provide a standard commercial warranty to correct possible defects in materials and workmanship. The warranty shall be provided for two years commencing at the time of final system acceptance and shall include all equipment purchased, including but not limited to, infrastructure equipment.
Inspection and Acceptance Criteria. An acceptance shall be conducted after final installation of the project. The system shall be considered accepted upon the successful execution and completion of all preapproved test.
