Performance Work Statement (PWS)

FOR

BLDG 650 CCTV INSTALLATION AT YOKOTA AIR BASE

30 JUNE 2018

1. DESCRIPTION OF SERVICES. The contractor shall provide all personnel, equipment, tools, vehicles, materials, supervision, and other items and services necessary to install 27 Closed Circuit Television (CCTV) surveillance cameras at Yokota Air Force Base, Japan - (Bldg. 650). The contractor shall perform replacement services in accordance with (IAW) this SOW, manufacturer standards, commercial practice and local standards.

2. OBJECTIVES. The purpose of the work is to procure and install (27 EA) security cameras covering various points outside and inside bldg. 650, Yokota AB, Japan. The newly installed security camera system will consist of networking and power over Ethernet (IP, POE) capable cameras providing High-Definition (HD) resolution, pan, tilt and zoom capability, day/night, wide dynamic range, intelligent tracking and alarm rules engine with on-board intelligent video analytics, preset points, 360 degrees continuous rotation and remote control functionality. Installation of the new security camera system will include the provision of all associated hardware, electrical wiring, conduit work and equipment to support and deliver a fully functional security camera system in accordance with manufacturer’s specifications. Upon completion of this project the Contractor shall provide the Government an on-site demonstration session.

3. SCOPE. The contractor will install 27 CCTV cameras (rooftop, ceiling, and fence line). The contractor will install poles at approved camera locations along the fence line and install underground flex conduit from the facility to the camera locations. The contractor will install a communication rack and all applicable communication and power wiring needed for the CCTV System. All material and equipment will be procured by the contractor.

4. REQUIREMENTS. The newly installed and existing network infrastructure shall fulfill the following requirements:

4.1 Task 1 – Camera and Camera Installation.

4.1.1 Subtask 1 – Camera. The camera will meet the following requirements: Dome style, Pan, Zoom, Tilt (PTZ), Power over Ethernet (POE), Internet Protocol (IP), day and night, wide dynamic range, intelligent tracking, starlight capable, intelligent video motion detection in color, 360 degrees continuous rotation and quad streaming. Cameras must be on the authorization list attached.

4.1.2 Subtask 2 – Inside Camera Installation. Utilize J-hooks throughout the ceiling, cables will not lay on the false ceiling. Cameras will be mounted on the ceiling, utilize appropriate mounting kits.

4.1.3 Subtask 3 – Outside Camera Installation Fence Line. 7 Cameras will be mounted on poles approximately 15’ high with a 2.5’ offset from the fence line. The cameras will extend above the fence line enough to see the other side of the fence with no obstructions. The poles will have to sustain winds of up to 100 MPH. The contractor will be responsible for installing all cameras, conduits (minimum depth 1’), cabling to include power cable if outside the 300 foot range of POE. Utilize appropriate mounting kit.

4.1.4 Subtask 4 – Outside Camera Installation Roof Top. 6 Cameras will be mounted on the roof of bldg. 650. The cameras will have to sustain winds of up to 100 MPH. The contractor will be responsible for installing all cameras, conduit, cabling to include power cable if outside the 300 foot range of POE. Utilize appropriate mounting kit.

4.2 Task 2 – Install Communication Rack and Accessories.

4.2.1 Subtask 1 – Install Communication Rack. Install, ground and anchor a standard 42U communication rack with lockable doors. Install power into the communication rack to support the accessories supporting the 27 cameras.

4.2.2 Subtask 2 – Install security system accessories. Server client will meet the following requirements: 32 channels, Raid-5 protected, all-in-one video management, 32 TB storage capacity, instant real time access to video.

4.2.3 Subtask 3 – Monitor Installation. Wall mount one 42” monitor in the security forces room located on the 1st floor next to main entrance and make one 42” monitor mobile in Tech Control on the 1st floor. Both locations should have camera controls.

4.2.4 Subtask 4 – Provide Uninterruptible Power Supply (UPS). Install UPS into the communication rack to provide 2 hour battery backup.

4.3 Task 3 – Test

4.3.1 Subtask 1 – Test Network Cables. Test all newly installed network cables and document results. Provide test results to 374 CS/SCXP. All cables must pass a 1 GB XFER rate.

4.3.2 Subtask 2 – Test Cameras. Test all cameras and PTZ functions from both NCC and Security Forces Room.

4.4 Task 4 – Provide user training

4.4.1 Subtask 1 – Provide User Training for 374 CS/SFS/CES Members. Conduct onsite training. Training will be scheduled through 374 CS/SCXP 225-9690 and will consist of usage and maintenance procedures.

5. PERFORMANCE STANDARDS.

4.1.2 Task 2 – Inside Camera Installation.

Deliverable 2. Upon completion of Task 2, Notify 374 CS/SCXP 225-9690. SCXP will conduct a site quality assurance inspection for inside cameras. SCXP will coordinate efforts with CES for QA inspection.

4.1.3/4 Task 3 – Outside camera installation roof top and fence line.

7 Cameras will be mounted on poles approximately 15’ high with a 2.5’ offset from the fence line. The fence line cameras will have to sustain winds of 100 mph. 6 Cameras will be mounted on the roof of bldg. 650. The cameras will have to sustain winds of up to 100 MPH.
Deliverable 3. Upon completion of Task 3, Notify 374 CS/SCXP 225-9690. SCXP will conduct a site quality assurance inspection for outside cameras. SCXP will coordinate efforts with CES for QA inspection.
4.2.1 Task 4 – Install Communication Rack.
Install, ground, anchor and provide power to a standard communication rack.
Deliverable 4. Upon completion of Task 4, Notify 374 CS/SCXP 225-9690. SCXP will conduct a site quality assurance inspection for communication rack anchoring, grounding and power. SCXP will coordinate efforts with CES for QA inspection.

4.3.1 Task 5 – Test all network cables.

All cables must pass a 1 GB XFER rate.
Deliverable 5. Upon completion of Task 5, Notify 374 CS/SCXP 225-9690. SCXP will conduct a site quality assurance inspection for test results.

Completion of Project

Upon project completion Notify 374 CS/SCXP 225-9690. SCXP will conduct a site quality assurance inspection for the project and generate a 747 acceptance letter. SCXP will coordinate efforts with CES for QA inspection.

6. PLACE OF PERFORMANCE. All work shall be performed in Bldg. 650. See drawings 1-4 for details.

7. PERIOD OF PERFORMANCE. The period of performance shall begin on the project award date and all work shall be completed 120 days after. As directed by the Site POC, the contractor shall continue performance in emergency or mission essential conditions. Additionally, the contractor may be required to account for the whereabouts of their personnel should this information be requested by the Site POC.

8. INSTALLATION PLAN. The Contractor shall arrange an installation plan and schedule with the Site POC, and obtain an approval from the Site POC prior to the commencement of the work.

9. ARRANGEMENTS OF THE PERFORMANCE TIME. Should the contractor decide to perform any of the required services before or after normal duty hours, the contractor shall request approval prior to performance from the Site POC and shall do so at no additional cost to the Government.

10. HOURS OF SERVICE. The contractor’s personnel shall perform scheduled work on weekdays, Monday through Friday (exclusive of the U.S. legal and other designated holidays), during normal duty hours, 0800 - 1630 hours unless prior arrangements have been made with the Site POCs.

11. SITE POC. The authorized Site POC for this contract is 374 CS/SCXP 225-9690. The contractor shall coordinate all aspects of this project with the Site POC. Completed work shall be subject to inspection and acceptance by the Site POCs.

12. GOVERNMENT-FURNISHED EQUIPMENT (GFE)/GOVERNMENT-FURNISHED INFORMATION (GFI). None

13. OTHER PERTINENT INFORMATION OR SPECIAL CONSIDERATIONS.

During the mandatory site visit date TBD, the Contractors shall be responsible for gathering all information needed for the work to be completed. All parts and materials must be compliant with the Trade Agreement Act (19 U.S.C. & 2501-2581).

The Contractor shall have at least three (3) years of experience in construction, network cabling installation and/or maintenance and testing. At minimum, key personnel shall have a professional knowledge of communications engineering concepts, principles and practices and extensive familiarity with other engineering disciplines; knowledge of a broad range of networking standards, methods, practices, techniques, materials and equipment to ensure work is in compliance with regulations and standards.

The Contractor shall be responsible for the transportation of all system equipment to the site locations. Upon request of the Contractor, the Government may provide a temporary storage. In such case, the Contractor shall be responsible for inventory and reconciliation of all shipments, which will be coordinated with and verified by a Government representative. Also the Contractor shall transport all equipment from the temporary storage area to the final destination.

The Contractor shall coordinate the site visit through the Site POC. The Site POC shall provide any applicable forms regarding site visits. The Contractor shall provide all necessary site visit information to the government’s Site POC (374 CS/SCXP) at least 10 days prior to any site visit. The Contractor shall coordinate all deliveries with the Site POC at least 10 days prior to delivery and provide any site visit information required for the delivery. This will ensure visit clearances can be obtained from the local Security/Visitor Control Office. Visits include, but are not limited to, meetings, surveys, testing, etc.

The Contractor shall provide a standard commercial warranty to correct possible defects in materials and workmanship. The warranty shall be provided for one year commencing at the time of final system acceptance and shall include all equipment purchased, including but not limited to, infrastructure equipment.

Inspection and Acceptance Criteria. An acceptance shall be conducted after final installation of the project. The system shall be considered accepted upon the successful execution and completion of all preapproved test. The inspection team will consist of 374 CS and CES personnel.
