STATEMENT OF WORK

27 Jul 18

DSN BATTERY REPLACEMENT

KANTO AND HIROSHIMA AREA, HONSHU

1. DESCRIPTION OF WORK: The contractor shall provide all necessary personnel, supervision, management, tools, equipment, transportation, materials, and any other items or services necessary to provide, replace, dispose and test of Defense Switched Network’s (DSN) batteries (Manufactured by GNB) at Camp Zama (CZ), Sagami General Depot (SGD), Yokohama North Dock, (YND), Akasaka Hardy Barracks, Kure, Akizuki, Hiro and Kawakami, Honshu, Japan. The contractor shall provide, install, and diagnose and test new Absolyte batteries (243 in total) specified on the Appendix A and replace and dispose the existing batteries on the Appendix B as defined in the Statement of Work (SOW).

1.1. Provide and Replace Batteries. The contractor shall replace the existing batteries with the new batteries specified on the Appendices for each site.

1.1.1. Removal of Existing Batteries. The contractor shall disconnect, de-install, remove to dispose existing batteries in accordance with applicable HAZMAT laws and regulations. The contractor shall coordinate with the Government Representative (GR) to ensure that no active service is disrupted during the disrupted service.

1.1.2. Installation. The contractor shall install new batteries in “Battery room”. The new batteries shall be sealed, rechargeable, and recombination cells. The new batteries shall be fitted with protective connectors to prevent contact with live parts. The new battery reserve system shall consist of valve regulated or sealed lead-acid (VRLA) battery cells. The batteries provided shall be fully recharged within 24 hours after discharge.

1.1.3. Operational Test. The contractor shall conduct operation test in accordance with manufacturer’s standard to meet commercial practice and to ensure the system is restored to operable conditions.

1.1.4. Disposal of Batteries. The contractor shall remove and dispose of materials in accordance with applicable HAZMAT laws/regulations (federal/state/local) in effect. The HAZMAT shall be transported to and disposed of at the nearest commercially approved/licensed facility. The actual movement of HAZMAT shall be coordinated with and approved by the GR.

The contractor shall be qualified to handle, remove, and transport HAZMAT in accordance with all applicable laws. The contractor shall be responsible for any contaminated areas caused by contractor negligence while handling, removing, and/or transporting the HAZMAT.

1.2. SUBMITTALS.

1.2.1. Work Schedule. The contractor shall coordinate with the GR for the establishment of performance schedule and submit a work schedule to GR no later than (NLT) 15 calendar days prior to start working date.

1.2.2. Operation and Maintenance Manual. The contractor shall provide nine (9) hard-copy and one (1) CD of the manufacturer’s operation and maintenance manuals, complete parts and supplies list with current unit prices and source of supply with an itemized price breakdown of spare parts recommended for stocking to the GR.

1.3. WARRANTY. The contractor shall provide the Government with their commercial warranty. The contractor shall provide at least one (1) year warranty for product and installation.

1.4. HOURS OF WORK. The contractor shall be performed on weekdays, Monday through Friday (exclusive of the U.S. legal and other designated holidays listed below), during normal duty hours 0800 - 1600 hours unless prior arrangements have been made with the GR.

1.5. DISPOSAL OF MATERIALS. All debris and replaced parts shall be disposed of off-base by the contractor in accordance with the laws of Japan.

1.6. ACCEPTANCE. Upon completion of above work, acceptance inspections shall be conducted by the contractor and the GR. If any deficiencies are found during the inspection, the contractor shall make correction(s) as required, at no additional charge to the Government.
