1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; this is a Request for Quotation (RFQ) and a written solicitation will not be issued. The solicitation number FA5209-17-U-0047 is issued using FAR Subpart 13.1 Simplified Acquisition Procedures.

2. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-95 effective 19 Jan 2017, and the Defense Federal Acquisition Regulation Supplement (DFARS) Change Notice 20161222 effective 22 December, 2017, and the Air Force Federal Acquisition Regulation Supplement (AFFARS) Acquisition Circular 2017-0127 effective 27 January, 2017.

3. North American Industrial Classification Standard (NAICS) code is 611710 (Educational Support Services).

4. DESCRIPTION

Provide library patrons with popular title books. Monthly new book allowance of 25 points and annual new book allowance of 300 points.

See PWS for additional information.

5. Period of Performance: 1 October 2017 thru 30 September 2018 and six (6) 1-year option periods.

The following contract provisions apply to this acquisition:

FAR 52.212-1 Instructions to Offerors -- Commercial Items (JAN 2017)

*If offerors fail to submit the followings, offerors are considered as non-responsive and ineligible for contract award.

(i) Company's complete mailing and remittance address.

(ii) Offerors shall complete the registration to have their own access for System for Award Management

(https://www.sam.gov/portal/SAM/).

(iii) Quotations must be valid for a period of no less than 60 days.

(iv) Quotations shall include all costs from start to the end performance

(v) Quotations shall contain following items:

(a) Price Schedule of Popular Title Book Leasing Services (Attachment 1)

(b) Technical Information https://www.sam.gov/portal/SAM/

i. A technical description of the items being offered in sufficient detail to evaluate compliance with the Performance Work Statement (Attachment 2). This may include product literature (catalogue), or other documents, if necessary.

(c) Representations, Certifications, and Other Statements of Offeror or Quarters (Attachment 3)

Addenda to the following paragraphs of 52.212-1 are:

a) (a) All quotes are due on or before 10:00 a.m. Japan Standard Time (JST), MONDAY, 25 SEPTEMBER 2017. Electronic quotes are highly encouraged. Submission may be made via email to ikuyo.sakakibara.jp@us.af.mil and ken.sato.jp@us.af.mil, via facsimile at 042-530-3319: ATTN: Ikuyo Sakakibara (Ms.) and Ken Sato (Mr.). Hand carried or mailed proposals must be addressed to the address below (see part b of this addenda for additional information on paper submissions). Quotes must reference the solicitation number.

(b) For paper/hand carried submissions, the sealed envelope or package used to submit your proposal must show the time and date specified for receipt, the solicitation number, and the name and address of the offeror. Offerors are cautioned that Yokota Air Base has visitor control procedures requiring individuals not affiliated with the installation to obtain a visitor pass prior to entrance. SOME DELAY SHOULD BE EXPECTED WHEN HAND-CARRYING PROPOSALS. Offerors should allow sufficient time to obtain a visitor pass and arrive at Bldg. 620 prior to the time specified for receipt. Late proposals will be processed in accordance with FAR 52.215-1(c) (3), “Submission, modification, revision, and withdrawal of proposals.”

(c) All firms must be registered in the System for Award Management (SAM) database @ www.sam.gov upon submission of request for quote (RFQ) to be considered responsive. If confirmation of SAM is not providing with the proposal submission by the closing date of the RFQ, the offer shall be considered nonresponsive and ineligible for contract award.

FAR 52.212-2 Evaluation – Commercial Items (OCT 2014)

(a) The government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government. Award will be made to the lowest offer who meets all the requirements stated in the Performance Work Statement (PWS) in the solicitation.

(b) Options. The government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options will not obligate the government to exercise the option(s).

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, will result in a binding contract without further action by either party. Before the offer's specified expiration time, the government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

Addendum to FAR 52.212-4 Contract Terms and Conditions – Commercial Items (JAN 2017)

(c) Changes. The text is deleted and replaced as follows:

FAR 52.217-8, Option to Extend Services and FAR 52.217-9, Option to Extend the Terms of the Contract, have been added by addendum to this contract. In accordance with terms and conditions of the clause, the Contracting Officer may unilaterally exercise any option(s). All other changes to the terms and conditions of this contract shall be made only by written agreement of the parties.

FAR 52.217-9 Option to Extend the Term of the Contract (MAR 2000)

(a) The Government may extend the term of this contract by written notice to the Contractor no later than 15 days before contract expiration; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 60 days before the contract expires. The preliminary notice does not commit the Government to an extension.

(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.

(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 60 Months.

52.232-18 Availability of Funds (APR 1984) Funds are not presently available for this contract. The Government’s obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.

A Firm-Fixed Price purchase order will be issued in writing to the successful offeror. To be eligible to receive an award resulting from this solicitation, contractor must be registered in the System for Award Management (SAM) www.sam.gov. Include FAR 52.212-3 Offer Representation and Certification with Offer. No telephonic or facsimile responses will be processed.
