STATEMENT OF WORK

FOR

DEPARTMENT OF THE ARMY

RESEARCH, DEVELOPMENT AND ENGINEERING COMMAND

INTERNATIONAL TECHNOLOGY CENTER-PACIFIC

(ITC-PAC)

Socio-Physical Sensing & Analytics for Urban Anomaly Detection

1. DESCRIPTION OF SERVICE.

The project is to build both fundamental techniques to combine both social media sensing and physical (hard) sensing for generating improved insights into the evolution of urban events, and a software library of tools that extract and combine analysis techniques across multiple socio-physical sensing channels. Specifically, the proposed effort has the following technical objectives: 1.Develop multi-modal content filtering and event summarization techniques for a selected set of social media and physical sensor channels.

2. Develop cross-channel fusion algorithms to fuse the low-level event signatures from multiple sensing channels to improve event recognition metrics (e.g., metrics such as latency, location error and resilience to missing data). 3. Extend spatiotemporal outlier detection techniques to incorporate ontological relationships (expressed as space-time constraints between different artifacts of an underlying event) to both improve detection and provide humanly-understandable annotations for outliers.

The duration of this Research and Development is one (1) year with two (2) one-year options.

Basic Period:

1. Milestone 1: Develop Fusion-based Event Detection and Localization

2. Milestone 2: Develop Improved Instagram-based Event Localization.

Option 1 Period:

1. Milestone 1: Implement Fusion-based Real-time Event Characterization

2. Milestone 2: Demonstrate Social profiling of event actors

Option 2 Period:

1. Milestone 1: Develop Multi-scale Outlier Detection for Social Sensing.

2. Milestone 2: Develop Visualization & Query Portal for Anomaly Tracking

1.2. DELIVERABLES.

1.2.1. First Deliverable (Basic Year) - Project Proposal.

Prior to commencement of work, the contractor shall submit ITC-PAC a Project Proposal which is to measure the progress of the Project, for ITC-PAC’s acceptance.

Project Proposal shall include, at a minimum, the following information:

Project title Investigators

- Name

- Position title

- Organization name

- Address

- Telephone number

- Fax number

- Email address

Concise summary Abstract Objectives Relevance to DoD Background Summary of project plan, expected project result and expected project benefit Project duration Budget details (materials and supply, travel, etc.)

1.2.2. Second Deliverable (Basic Year) - Interim Report.

The contractor shall submit an interim report detailing the progress of the completed segments of the project to ITC-PAC at the end of the 6-month stage after commencement of work.

Interim Report shall include, at a minimum, the following information:

Status of project plan.

Progress project results for ring oscillator construction.

Progress project results for material/oscillator model development.

Project progress results of candidate material integration and testing to date.

1.2.3. Third Deliverable (Basic Year) – (1) Publication Data, (2) Final report of Basic Year,

(3) Financial Report of Basic Year:

(1) The contractor shall provide data and analysis of the research conducted in the concluding year period. Copies of any technical publications and presentations shall also be submitted along with journal or venue information.

(2) The contractor shall submit the Final Report of Basic Year to ITC-PAC with all the results, problems and/or discoveries encountered during the project phases within 180 days after the Basic performance period ends.

The Final Report of Basic Year shall include, at a minimum, the following information:

- Name

- Position title

- Organization name

- Address

- Telephone number

- Fax number

- Email address

Introduction (or Background)

Result & Discussion

Conclusion

Acknowledgement Reference

Draft or final copy of all publications resulting from this project

(3) Together with the Final Report, the contractor shall deliver the Financial Report of this Project to ITC-PAC.

The Financial Report shall include the cost spent for the Project in the following categories:

Labor Cost, Overhead, and Direct Cost (Equipment, Travel Material & Supply, Publication & Report, Computer Service)

1.2.4. Fourth Deliverable (Option I Period) New Project Plan.

This deliverable only applies when the Government exercises Option I. Before the Option I Period starts, the contractor shall send ITC-PAC a Project Plan for the Option I period. The contractor shall submit the project plan in the same format as the initial proposal. The contractor shall include, at a minimum, the following information:

Key research objectives Project Plan. In the option I period it is assumed that the researcher will have identified some appropriate model and materials suitable for use. Then, the project plan for this stage should comprise:

An overview (or road map) of the new objectives identified in the initial project period and how the researcher expects to proceed to meet the new objectives.

A plan for carrying out experiments to meet the objectives and the expected data to be collected.

If the project encountered any unexpected issues during the initial period, these should be listed, with a plan to resolve them in the Option I period.

Schedule Budget

1.2.5. Fifth Deliverable (Option I Period) (1) Publication Data, (2) Final Report of Option I Period, (3) Financial Report of Option I Period:

1.3. PAYMENTS.

1.3.1. First Payment - Basic.

After ITC-PAC’s acceptance of a Project Proposal mentioned above (First Deliverable), the contractor shall submit the first invoice to ITC-PAC. The first payment will be made upon ITC- PAC’s certification of the invoice.

1.3.2. Second Payment - Basic.

After ITC-PAC’s acceptance of (1) Publication Data, (2) Final Report of Basic year, (3) Financial Report mentioned above (Third Deliverable), the contractor shall submit the second invoice to ITC-PAC. The second payment will be made upon ITC-PAC’s certification of the invoice. This shall constitute the final payment unless the Option I is exercised.

1.3.3. Third Payment – Option I.

After ITC-PAC’s acceptance of project plan of Option I period mentioned above (Fourth Deliverable), the contractor shall submit the third invoice to ITC-PAC. The third payment will be made upon ITC-PAC’s certification of the invoice.

1.3.4. Fourth Payment – Option I.

After ITC-PAC’s acceptance of (1) Publication Data, (2) Final Report of Option I Period, (3) Financial Report of Option I Period mentioned above (Fifth Deliverable), the contractor shall submit the fourth invoice to ITC-PAC. The fourth payment will be made upon ITC-PAC’s certification of the invoice. This shall constitute the final payment unless the Option II is exercised.

1.3.5. Fifth Payment – Option II.

After ITC-PAC’s acceptance of project plan of Option II period mentioned above (Sixth Deliverable), the contractor shall submit the fifth invoice to ITC-PAC. The fifth payment will be made upon ITC-PAC’s certification of the invoice.

1.3.6. Sixth/Final Payment – Option II.

After ITC-PAC’s acceptance of (1) Publication Data, (2) Final Report of Option II Period, (3) Financial Report of Option II Period mentioned above (Seventh Deliverable), the contractor shall submit the final invoice to ITC-PAC. The final, sixth payment will be made upon ITC-PAC’s certification of the invoice.

2. GOVERNMENT FURNISHED PROPERTY. No government furnished property shall be provided nor used in this project.

3. GENERAL INFORMATION.

3.1. Contractor Employees. Personnel shall meet or exceed the following requirement:

3.1.1. Contractor shall not hire employees of the United States Government and/or employees otherwise under contract for service to the United States Government if employing such persons would create a conflict of interest, or appearance of a conflict of interest as determined by the contractor. Contractor shall not employ any person who is an employee of DoD, unless such person seeks and receives approval according to DODR 5500.7, Standards of Conduct.
