DESCRIPTION OF SERVICES/GENERAL INFORMATION
1. DESCRIPTION OF SERVICES. The contractor shall provide all personnel, equipment, tools, materials, supervision, and other items and services necessary for four (4) pre-fabrication buildings and an electrical power distribution system(s) at YS-18-73, Camp Sendai, Miyagi, Japan Ground Self Defense Force (JGSDF), Japan in accordance with (IAW) this Performance
Work Statement (PWS); attached drawings; and, commercial and local standards and practices.
The contractor shall provide erection, rental, maintenance and repair, heating, and dismantling services for the below pre-fab buildings, which are to be used as a temporary Mission Training
Complex (also referred to as Central Control Facility) and two (2) entry control access points for the Main Command Post (CP) area:
Pre-fab No. 1: 9m x 64.8, 2-Story for Central Control Facility (Sheets S-01/3)
Pre-fab No. 2: 9m x 75.6m, 2-Story for Central Control Facility (Sheets S-01/4)
Pre-fab No. 3: 5.4 m x 3.6m, 1-Story for access control points at Main Command Post
Area (referenced drawings Sheets S-06/7)
Pre-fab No. 4: 3.6 m x 3.6m, 1-Story for access control points at Main Command Post
Area (referenced drawings Sheets S-06/7)
The contractor shall also provide erection, rental, noise abatement testing, maintenance, repair, and dismantling of an electrical power distribution system(s) sufficient to fully power or supplement the following facilities:
1. Pre-fab Buildings No. 1-4
2. Bldg 283 - Gymnasium
3. Main Command Post Area
4. Camp Dining Facility
5. Another Facility Area
1.1. Performance Period. The performance period of this contract is 12 September 2017 (or date of award if later) through 31 January 2018, and is broken out into the below phases:
1.1.1. Erection. The contractor shall deliver and commence erection on 12 Sep 17 (or date of contract award if later) and complete work by 9 Nov 17. Generator installation with noise abatement testing and verified compliance with local ordinance shall be completed by 9 Nov 17.
1.1.2. Rental. Pre-fab buildings and generator rental period shall be from 10 Nov to 17 Dec 17.
The Government will conduct a final inspection from 8-9 Nov 17, which will allow for final testing and corrections of any noted shortcomings. The Government will occupy the pre-fab buildings on 10 Nov 17.
1.1.3. Dismantling/Restoration. The contractor shall dismantle the pre-fab buildings and electrical power distribution system(s) no later than 31 Jan 18. Dismantling includes the restoration. The contractor shall resotre the property to its previous condition, and it must be acceptable to the Government. The start date and schedule for dismantling/restoration work will be coordinated with the Contracting Officer’s Representative (COR) prior to commencement of work.
1.2. Prefabricated Buildings.
1.2.1. The contractor shall provide “Kumitate-Shiki” type pre-fab buildings, using ”V” shape
0.8mm thick (H= 88mm) light-gage steel. The minimum section modulus (Zx) shall be 22.42 cm³/cm with flat-type ceilings, insulated walls, windows, fixed and/or sliding doors, floor panels, access stairways and door canopies. The contractor shall provide exterior building buttress support and outer stairways. Erection standards for each building shall be IAW guidelines established by the manufacturer for the intended purpose of use.
1.2.2. Wall panels shall be 40 mm (minimum) thick and consist of an insulation core faced on both sides with approximately 0.27 mm metal sheets.
1.2.3. Two (2) 1800mm interior wooden stairways with handrails and two (2) 750mm steel exterior stairways with inside handrails, sidewalls and plastic corrugated sheet roofing shall be constructed at both ends of each two-story building.
1.2.4. Skirt boards (12mm thick plywood) between building base and ground shall be provided for each building.
1.2.5. Baffles and vertical walls shall be provided at each interior stairway to prevent heat loss from the lower floors.
1.2.6. Plastic corrugated sheet canopy, exterior lighting, wooden steps with doormat and stairs shall be provided at each exterior entrance by the contractor.
1.2.7. Exterior entrance doors shall be aluminum panel sliding doors (2000 mm height) and shall include a lock device.
1.2.8. All window glass shall be frosted.
1.2.9. Access holes shall be provided for network/electrical cabling in walls, ceiling panels and floorboards throughout prefabricated buildings. The COR will direct access-hole location and size.
1.2.10. Floor to ceiling partition walls shall be provided with lockable sliding doors in pre-fab buildings No. 1 and 2. Wall thickness shall be no less than 90 mm.
1.2.11. Kerosene forced flue (FF) type heaters shall be provided as follows:
Pre-fab Building No. 1. The contractor shall provide six (6) heaters with a capacity of
13,700 Kcal/H and two (2) heaters with a capacity of 4,300 Kcal/H; heaters should be arrayed with two (2) small and three (3) large on first floor and three (3) large on second floor.
Pre-fab Building No. 2. The contractor shall provide eight (8) heaters with a capacity of
13,700 Kcal/H four (4) per floor.
Pre-fab Building No. 3/4. The contractor shall provide one (1) heater with 4,300 Kcal/H capacity per building.
1.2.12. The contractor shall provide external fuel tanks (one for each heater) with a 490-liter capacity and fume exhaust system. Fuel pumps (fuel servers) shall be installed on the top-floor of buildings with two floors. Fuel reservoirs must be positioned to avoid foot and vehicle traffic; a fuel-spill container shall be provided at the base of each fuel tank to prevent ground contamination in the event of leakage.
Note: The contractor shall provide fuel for the heater for the initial operation test.
1.3. Electrical Power Distribution System.
1.3.1. The contractor shall provide an electrical power distribution system for the Facilities No. 1 through No. 5 provided in para 1.0 above. This electrical system shall be completed with cable wiring, panel boards, fluorescent lighting, wall switches, receptacles and bracket lights at entrances IAW the attached drawings and para 1.4.
1.3.2. Five (5) generator plants with two (2) generators each shall be provided as follows:
1. Diesel engine generator 400KVA, 3PH-4W-120/208V, 60Hz.
2. Diesel engine generator 250KVA, 3PH-4W-120/208V, 60Hz.
3. Diesel engine generator 250KVA, 3PH-4W-120/208V, 60Hz.
4. Diesel engine generator 400KVA, 3PH-4W-120/208V, 60Hz.
5. Diesel engine generator 250KVA, 3PH-4W-120/208V, 60Hz.
1.3.2.1. All power plants must be serviced by two (2) generators for a total of fourteen (14); one generator for continuous operation while its alternate remains in reserve. Generators shall be enclosed and/or be sound-proofed consistent with sound-proofed consistent with applicable local ordinance. Fuel tanks with a minimum capacity of 490 liters and individual spillage containers will be provided by the Government for each diesel engine generator.
1.3.2.2. Fuel and lubricants shall be provided for all generators throughout the rental period; the contractor will provide fuel/oil delivery slips with the COR after each delivery.
1.3.3. The contractor shall provide and install electrical distribution wiring, fixtures, outlets, cables, wiring, accessories, and molded case circuit breakers.
1.3.4. The contractor shall provide suspension wires in work tents sufficient to attach fluorescent lighting systems.
1.3.5. Electrical system shall be installed in the pre-fab buildings, existing buildings, and the tents with cable wiring, panel boards, fluorescent lighting (with suspension wire for tents), wall switches, receptacles and bracket lights at entrances.
1.3.6. All 120V power drops shall be painted red for easy identification.
1.3.7. Engineering Support. The contractor shall provide an engineer(s) at the job site 24hr/
7days for maintenance and repair services. Electrical power shall be provided and maintained for continuous and uninterrupted power throughout the rental period. Maintenance service shall be provided without delay or interruption and commence 10 Nov 17 at 0830 and conclude 16
Dec 17 at 1700 (rental period).
1.3.7.1. The engineer(s) provided shall be well-qualified and licensed/certified to maintain and repair electrical generators, power distribution systems, and all other equipment.
1.3.7.2. Repair service for all the electrical facilities, generators, power distribution system, electrical accessories, fluorescent lights and other light fixtures.
1.3.8. At no time shall the contractor accept requests to add, modify, repair, or extend electrical power or services from anyone (to include the JGSDF, representatives, or visiting U.S. Military forces) other than the COR. All requests shall be reported to the COR for action by the
Contracting Officer (KO).
1.4. Electrical Work Specification. Electrical work shall meet or exceed the following specifications.
1.4.1. Code Compliance. Electrical installation shall comply with all requirements specified by the National Fire Protection Association (NFPA), No. 70, National Electrical Code, Chapter 5, Special Occupancies, Article 590, ‘Temporary Installations’ and the Japan Electric Association
(JEAC).

1.4.2. General Installation Requirements. All materials and equipment shall be installed IAW approved codes, standards, and manufacturer recommendations.
1.4.3. Grounding. Ground rods and wire conductors for equipment grounding shall be installed
IAW Article 590 of National Electrical Code and Japan Electric Association (JEAC) standards.
1.4.4. Operating Tests. Upon installation of electrical generators and power distribution systems, the contractor shall conduct operating tests to verify serviceability prior to delivery.
Equipment tests shall be performed in the presence of the COR. The contractor shall furnish instruments, materials, and personnel required for the test.
1.4.5. Ground-Resistance Measurements. Ground-resistance measurements shall be certified by the contractor and provided to the COR upon completion of electrical system installation.
The data provided shall include the measured ground resistance of each grounding rod, the rod’s location, grounding system used, soil conditions, and noted resistance at the time of measurement. Ground-resistance measurements shall be made in normal dry weather, not less than 48-hours after rainfall, with the underground test location isolated from other grounding rods. If applicable, the contractor shall dig a hole and shall remove frozen soil to make dry conditions for the measurements. The ground resistance shall be measured using the ‘fall-of-potential’ method before the operating test and shall not exceed 25 ohms (10 ohms for the
Command Post area) when measured in normal dry conditions.
1.4.6. Facility Acceptance Inspection. The COR shall conduct a facility acceptance inspection on or before 9 Nov 17, based on contractor completion of the erection services and government concurrence with an earlier inspection date.
1.5. Work Space. The Government will allow the contractor to set up a work space for their employees for this requirement at the site. The location shall be coordinated through the COR and provided to the contractor prior to contract performance; the COR will provide suitable ground space in close proximity to the work site but not to exceed twenty (20) square meters.
1.6. Submittals. The contractor shall provide submittals to the COR for approval for each item listed below within the specified number of business days following contract award. Descriptive information shall be supported by catalogs, certificates of compliance, or other data published by the manufacturer to demonstrate conformance with specification requirements prior to installation. The contractor shall submit four (4) copies of following documents.
1. Building shop drawings. (within seven (7) days after award)
a. Plans for pre-fab building with bracing locations.
2. Utility equipment. (within ten (10) days after award)
a. FF type heaters, capacity, 13,700 Kcal/H/4,300 Kcal/H.
b. 490-liter fuel reservoirs with spillage containers
c. Fuel lift pump (Fuel server).
3. Electrical materials and equipment. (within 12 days after award)
a. Cables
b. Light fixtures
c. Enclosed circuit breakers
d. Panel board
e. Generator
f. 490-liter fuel reservoirs with spillage containers
1.7. Disposal of Materials. The contractor shall remove all debris and unsalvageable materials generated at the work site IAW local Japanese law. No debris will be disposed of on the JGSDF installation.
1.8. Removal and Restoration. After the removal of pre-fab buildings, the contractor shall repair any ground surface damage caused by temporary construction to its “as was” or original condition.
2.0. GENERAL INFORMATION.
2.1. Contractor Personnel.
2.1.1. Contract Manager. The contractor shall provide a contract manager who shall be responsible for the work. The name of this person and any alternate(s) who shall act for the contractor when the manager is absent, shall be designated in writing to the Contracting Officer
(KO) prior to the commencement of contract work. The manager/alternate(s) shall have full authority to act for the contractor on all matters relating to this contract. The manager/ alternate(s) shall be proficient in English and Japanese, and have a good understanding of the requirements pertaining to this contract for interpretation and implementation of directives
(written and oral), issued in English and Japanese by the KO or COR.
2.1.1.1. Contract Manager Availability. The contract manager/alternate shall be physically present or readily available throughout the contract period. The manager/alternate should be available for meetings at the worksite within one (1) hour of a COR request for repair service and within two (2) hours for routine administrative matters.
2.1.2. Contractor Employees. Contractor personnel shall be easily recognizable as contractor employees. This may be accomplished by wearing distinctive clothing bearing the name of the company or by wearing appropriate badges which contain the contractor’s company name and the employee’s name.
2.1.2.1. Qualification. The contractor shall be responsible for obtaining all necessary licenses and permits to perform the work described by this PWS. The contractor shall possess at least a
2nd Category Electrical Engineer’s Licenses (第二種電気工事士)to supervise the work site.
2.1.2. Removal of Contractor’s Employees. The contractor shall utilize only experienced, responsible and capable employees in the performance of this contract. The KO may require that the contractor remove any of his/her employees who endanger persons or property, or whose continued employment under this contract is inconsistent with the interests of the U.S.
Government.
2.1.3. Third Country Nationals (TCN). The Security Forces on each base control entry to the base. Under certain circumstances, the TCN might be denied entry. It is the contractor’s responsibility to coordinate with Security Forces at each base when there is a question about particular entry circumstances.
2.1.4. U.S. Government and/or Master Labor Contract Employees. The contractor shall not hire employees of the U.S. Government and/or Master Labor Contract employees in violation of the Procurement Integrity Act. See Federal Acquisition Regulation (FAR) Section 3.104.
Further, the contractor shall not employ any Department of Defense employee, either military or civilian, unless such person seeks and receives approval in accordance with Department of
Defense 5500.7-R, Joint Ethics Regulation.”
2.2. Quality Control. The contractor shall develop and maintain a quality control program to ensure the services are performed in accordance with commonly accepted commercial practices.
The contractor shall develop and implement procedures to identify, prevent and ensure non-recurrence of defective services. At a minimum, the contractor shall develop quality control procedures addressing the areas identified in paragraph 2, Services Summary.
2.3. Quality Assurance. The Government will evaluate the contractor’s performance IAW the
Quality Assurance Surveillance Plan (QASP) by appointing a COR to monitor performance to ensure services are received.
2.4. Government Remedies. The KO shall follow FAR 52.212-4, Contract Terms and Conditions-
Commercial Items, for the contractor’s failure to perform satisfactory services or failure to correct non-conforming services.
2.5. Contracting Officer (KO) Authority. Only the KO has authority to enter into, administer, terminate or modify the terms and conditions herein. Any changes made by persons other than the
KO will be considered an Unauthorized Commitment and subject to Ratification Actions in accordance with the FAR 1.602-3.
2.6. Contracting Officer’s Representative (COR). The contractor shall coordinate all aspects of this project with the COR. Completed work shall be subject to inspection and acceptance by
COR. This designation will be made in writing by the KO at the time of contract award, or prior to commencement of COR duty. The COR shall NOT direct or redirect any contractor action(s).
This can only be done by the KO.
2.7. Hours of Operation. The work site will be made available to the contractor for erection and dismantling of buildings and other facilities, and for repair and maintenance of buildings and utilities systems 24hrs/7days, including Japanese and U.S. holidays. Deviation from this requirement may be made with the approval of the COR.
2.8. Security Requirements. The contractor shall ensure each employee obtains required access passes and identification items for entry to the JGSDF work site. The contractor shall be responsible for all controlled-area pass or badges issued to his employees under this contract
IAW JGSDF regulations. The Contractor shall return employee identification cards to JGSDF security forces within 24-hours of work termination. Management of access passes and entry approval remains the sole responsibility of JGSDF security forces. Questions concerning entry policy must be addressed directly to the installation security office.
2.9. Reports of Damages, Destruction, Injury, or Death.
2.9.1. The contractor shall report all incidents of damage or destruction to property, or personal injury or death to any person, arising out of and during the performance of this contract. The term “property” includes equipment, freight, or property of any type, whether Government owned or not. The term “Contractor” includes the contractor, its agents, servants or employees.
2.9.2. The contractor shall submit these reports to the KO through the COR as follows:
(a) A preliminary report shall be made as soon as practicable after the time the incident occurs.
The report may be either verbal or facsimile.
(b) A complete written report shall be submitted within 4 days (96 hours) after occurrence of the incident. A copy of this report shall be furnished to the COR.
2.10. Contract Manpower Reporting. The contractor shall report ALL labor hours (including subcontractor labor hours) required for the performance of services provided under this contract via a secure data collection site. The contractor is required to completely fill in all required data fields at http://www.ecmra.mil.
2.10.1. Reporting inputs will be for the labor executed during the period of performance for each
Government fiscal year (FY), which runs 1 October through 30 September. While inputs may be reported any time during the FY, all data shall be reported no later than 31 October each calendar year. Contractors may direct questions to the CMRA help desk.
2.10.2. Information from the secure web site is considered to be proprietary in nature when the contract number and contractor identity are associated with the direct labor hours and direct labor dollars. At no time will any data be released to the public with the contractor name and contract number associated with the data.

SERVICES SUMMARY
SERVICES SUMMARY. The following Services Summary identifies the performance objectives and performance thresholds for critical tasks associated with providing support services for this requirement. The performance threshold briefly describes the minimum acceptable levels of service required for each requirement. These thresholds are critical to mission success. As a general rule, defects are categorized as follows: (1) ‘Major’ deficiencies that present significant safety or health hazards to customer or contract employees (e.g.
improperly braced or attached exterior stairs) and (2) ‘Minor’ deficiencies that though inconvenient or annoying, do not impede or delay mission accomplishment (e.g. missing light fixture or plug receptacle). Performance thresholds identified in the accompanying table indicate number of defects accepted before failing a critical task.
