MODIFY ROOMS, B720 AFOSI
I. PRINCIPAL FEATURES OF WORK: The Contractor shall verify site conditions and conduct all field surveys and measurements as necessary to complete this project. All performance under this project shall meet or exceed US Government and Japanese Construction Standards. The Contractor shall provide all labor, materials, equipment and any other necessary items to complete this project but not limited below to ensure a complete and usable facility.
II. GENERAL SCOPE
A. Overall objective: Contractor shall verify existing conditions of B720 and provide design work for government approval prior to the construction. Refer scope of work area sketch for scope of work area. Reconfigure existing space RM129 area to construct new interview function area to conduct investigation for AFOSI (Air Force Office of Investigation) with sound reduction room environment for RM 129 to create two interview rooms, an observation hall and a booking area and repair RM128 and corridor area due to effect of reconfiguration of RM129 area. Modify RM119, 120, 121 & 122 to convert into an expanded office to accommodate 8 agent work stations, etc.
Construct a new door way with partition in hallway in the 1st floor. Architectural, Mechanical, Electrical work service is to be provided. Provide all necessary associated work but not to be limited to the below to complete a fully functional space. Repair all affected areas relating to this project area.
B. General Description of Architectural Work:
1. General: Remove existing vinyl cove base with adhesive as asbestos contained material for area to be disturbed for the scope of work area.
2. Reconfigure existing Room 129 - Office to convert to create two interview rooms (1 small and 1 large), an observation room between two interview rooms and a booking area.
Repair existing RM128 office adjacent to RM 129 due to effect of reconstruct partition for RM129 interview function area. New room names for RM129 area are as follows:
RM129 a – Interview room / Small RM129 b – Observation Room RM129 c – Interview Room / Large RM129 d – Booking area
(Some of the room names below are shown with only abbreviation). Consider ADA requirements as well. Provide all necessary work to accomplish usable condition after completion.
a. Remove all existing partition walls of North and West of RM129 including doors with framings, remove all ceilings for RM129 with metal suspension system and remove carpet. In case vinyl composition tile beneath carpet exist, remove vinyl composition tile as well. Remove ceiling area necessary to work for corridor and RM128 area as required for RM 129 reconfiguration and repair afterwards.

b. Create sound reduction environment wall - minimum STC 50 (Sound Transmission Class) for below configurations and provide sound reduction doors and frames.
Between existing RM124 Corridor and RM129 a, b, c Between RM128 and RM129 a, d Between RM129 b - Observation room and RM 129 a, c, d Between RM129 d – Booking area and RM129 a, b, c RM129 c – Exterior side of wall
Construct new soundproof environment for new RM129 a, b, c & d with partitions up to the bottom of roof slab including but not limited to; light gage steel stud, double layer wallboards both sides, insulation & sealing with all other necessary work for minimum STC 50 (Sound Transmission Class) noise reduction construction wall system. Provide sleeves with insulation or filling material for necessary locations for other disciplines work as required. Remove existing exterior window on South side of wall of RM129 c and fill in wall with similar to existing adjacent wall. Exterior side existing security bar in front of window to be removed shall be removed. Repair affected exterior wall area to match existing adjacent. Contractor shall provide temporary partition for exterior side and keeps security during construction. Provide new fur out wall inside of south side of RM129 with metal stud, insulation and gypsum board with paint finish.
c. Provide one-way mirror window with layers of glasses with frame (STC 40 equivalent sound reduction) on the walls between RM129 a – Interview small and RM129 b-Observation room, and RM129 b – Observation room and RM129 c – Interview large, so that agents can view RM129 a and c’s interview room condition from RM129 b – Observation room. However, RM129 b shall not be observed from RM129 a & c. Window size shall be the same size as existing window in existing interview RM120.
d. Provide sound-reduction steel doors with frames ( STC40 equivalent) for all new doors for RM129, a, b, c & d with necessary accessories.
-RM128 a-Interview small & c- interview large: Provide thumbturn lock at corridor side with lever handle and a lever handle inside of the room.
-RM 129 b-Observation room: Provide a mechanical cipher lock at corridor side and release device from inside.
-RM129 d-Booking: (The door between RM129 a and between RM129 d) (The door between RM129 c and between RM129 d) Provide a mechanical cipher lock in RM129 a- Interview small side and RM129 c Interview large side, and provide a release device from RM129 d side.
e. East side wall of new RM129 c: Fur out existing concrete walls with metal stud and gypsum board paint to accommodate concealed empty conduit (by Elec work) within walls. Where existing fur out wall exists, replace gypsum board with new to provide smooth surface to accommodate necessary concealed empty conduit (by Elec work) as required. Provide wall design to support for other disciplines.
f. Provide new concealed type acoustical tile ceiling with metal suspension system with necessary items. Provide 600 x 600 mm size ceiling access hatches as many as government requested location during design stage for other disciplines necessary access points for maintenance/ installation of items but not limited to

Electrical, Mechanical, Fire Protection, Communication, & using agency, etc.
Provide ceiling design to support for other disciplines.
g. Provide new carpet (CFUSM: Contractor Furnish US Material) with accessories, broadloom, tufted, loop, nylon, commercial type to match to the carpet that using agency will replace for the whole building. Contractor shall obtain new carpet information from using agency during design stage so that the same carpet shall be installed for this project area. New carpet type is expected to similar grade as existing. Repair floor as required prior to install carpet. Provide floor mounted door bumper for door. New carpet shall be US flammability standard passing product - Flammability/Flooring Radiant Panel/ASTM E 648 – Class I passing.
h. Provide new vinyl cove base 100mm (H) and paint finish for all rooms for RM129 a, b, c, & d new interview function area.
i. RM129 d – Booking area: Clean existing window area with curtains. Reinstall existing curtains and curtain rails with all necessary work. Replace existing blinds with new.
j. Repair affected corridor side ceiling and wall to match existing adjacent.
k. Replace carpet with new carpet for corridor side. See scope of work area for area of replacement. Using agency has a plan to replace whole building carpet by other.
Contractor shall obtain new carpet information from user during design stage and provide same carpet for repair area.
l. Paint all walls and doors including frames.
m. Equipment by other after completion of construction: Security camera closet is to be provided by user for RM129 b. Security camera by other shall be provided for RM129, a, c, d. Polygraph machine by user is to be used at RM129 c and booking equipment by user is to be used at RM129 d.
3. Reconfigure existing Room 119, 120, 121 & 122 into an expanded office space (new Room# 120, Office) to accommodate 8 work stations, etc. Provide all necessary work to accomplish usable condition after completion.
a. Remove existing partition walls of RM119, 120, 121 & 122 including walls to the bottom of roof slab, doors with framings and windows except the door of South side of RM122 and the window of North side of RM122, and remove all ceilings with metal suspension system. Remove carpet and in case vinyl composition tile beneath carpet exist, remove vinyl composition tile as well.
b. Provide new concealed type acoustical tile ceiling with metal suspension system with necessary items for new RM120 for one enlarged space. Provide 600 x 600 mm size ceiling access hatches for ceiling as many as government requested locations during design stage for other disciplines necessary access points for maintenance/ installation of items but not limited to Electrical, Mechanical, Fire Protection, Communication & using agency, etc.
c. For new RM120 Office, fur out existing concrete wall with metal stud and gypsum board paint finish to accommodate concealed empty conduit (by Elec work).
Repair partition removed wall affected area and existing walls where required by other disciplines’ work as required. Where existing gypsum board and fur out wall exists, replace gypsum board with new as required to accommodate necessary concealed empty conduit (by Elec work). The contractor shall provide smooth surface finish wall as an end product. Verify existing site condition.

d. For new RM120 Office, Paint all walls and the existing door both sides and frames at the South side of existing RM122. All walls shall have new vinyl cove base 100mm height. Provide new cipher lock on the existing door for corridor side for the door of South side of existing RM122. Paint existing steel rod cover for window at North side of RM122 and clean window area.
e. Provide new carpet (CFUSM: Contractor Furnish US Material) with accessories, broadloom, tufted, loop, nylon, commercial type to match to the carpet that using agency will replace for the whole building. Contractor shall obtain new carpet information from using agency during design stage so that the same carpet shall be installed for this project area. New carpet type is expected to similar grade as existing. Repair floor as required prior to install carpet. Provide floor mounted door bumper for door. f. The new space shall accommodate 8 work stations as an office (Work stations are not in contract but user will provide after completion of work.) Existing furniture removal by using agency prior to construction.
4. Repair RM128 Office
a. Repair affected ceiling and wall area to match existing adjacent of RM128 area where affected to construct new sound reduction wall between RM 129 a & d.
Provide sound reduction wall material treatment for the gap at the very end of new sound reduction wall.
b. Replace existing carpet of all area of RM128 (same carpet as new RM129 a,b, c, d area).
c. Clean existing window area with and curtains. Reinstall existing curtains and curtain rails as required. Replace existing blinds with new.
5. Provide new partition with door at hallway in the 1st floor.
a. Provide partition wall with steel door with frame with light steel gage stud with reinforcement for door construction with all necessary work. Provide reinforcement for door up to 2nd floor slab and construct new partition wall 6” above ceiling. Small side of door shall be normally closed by installed with flush bolt but opens as required when large item are passing through.
b. Repair affected ceiling and wall area to match existing adjacent of corridor where affected for this project work.
c. Replace partial existing carpet in corridor. In case vinyl composition tile beneath carpet exist, remove vinyl composition tile as well. See scope of work area sketch for replacement area. Carpet condition shall be the same as described in II, B, 2. e above.
6. General: Provide necessary signs for newly reconfigured rooms/spaces and items as required.
7. Repair roofing material as required for Mechanical work (10 year warranty for repaired area.)
C. General Description of Mechanical Work:

1. RM129 - New interview function area:
a. Modify Existing HVAC duct system for room 129. Provide supply and return duct system for new observation and booking area.
b. Install packaged air conditioning system for new two interview rooms. AC unit shall be air cooled, direct expansion, heat pump, package type unit. Outdoor unit shall be installed on the roof. Indoor unit shall be ceiling mount type. Cooling capacity and air flow volume shall be calculated. Equipment cooling capacity shall not be less than 2.2Kw and refrigerant shall be R-410a. Provide salt damage corrosion resistance for outdoor unit. AC unit controller shall be installed in each room. A three (3)-year warranty shall be provided for equipment. Interior and exterior refrigerant tube insulation shall be applied to metal lagging.
c. Install heat exchange type ventilation system for new two interview rooms.
Provide supply and return duct system. Duct shall be applied insulation.
d. Rearrange sprinkler head. New sprinkler heads shall be provided for new ceiling.
e. Remove all Asbestos Containing Materials (ACM) that will be disturbed. (duct flange gaskets) Conduct asbestos sampling during design stage.
f. Test, Adjust, and Balance (TAB) air volume for each diffuser and return grille.
2. RM128 Office
a. Modify Existing HVAC duct system. Air flow volume shall be calculated.
b. Rearrange sprinkler head. New sprinkler heads shall be provided for new ceiling.
c. Remove all Asbestos Containing Materials (ACM) that will be disturbed. (duct flange gaskets) Conduct asbestos sampling during design stage.
d. Test, Adjust, and Balance (TAB) air volume for each diffuser and return grille.
D. General Description of Electrical Work:
1. RM129 - New interview function area:
a. Install lighting system including emergency lights, dimmer controls (interview and observation rooms) and occupancy sensor (booking room) that leads to 200V 60Hz emergency back-up circuits for emergency lights.
b. Install 3 electrical power outlets in each room with empty conduits, boxes and cover plates for communication system.
c. Install switches for outlets of interview rooms in observation room.
d. Install electrical power outlet, all wirings and empty conduit with box and plate for camera recording system, outlet leads to 60Hz emergency power circuit in observation room.
e. Relocate security system including motion sensors.
f. Install public address system.
g. Install fire alarm equipment.
h. Install new electrical power system for new mechanical equipment.
2. RM128 - Office:
a. Install lighting system including emergency lights that leads to 200V 60Hz emergency back-up circuits.
b. Install electrical power outlets in each work station and three places with two empty conduits, two boxes and cover plates for LAN and TEL system. Power outlets of work station lead to 200V 60Hz emergency back-up circuits.
c. Relocate security system including motion sensors.
d. Install public address system.
e. Install fire alarm equipment.

3. Corridor:
a. Install lighting system including emergency lights and EXIT signs that leads to
200V 60Hz emergency back-up circuits.
b. Install electrical power outlets.
c. Relocate security system including motion sensors.
d. Install public address system.
e. Install fire alarm equipment.
4. Removal work
a. Remove existing equipment from walls and ceilings.
b. Remove and reinstall electrical equipment except above for architectural work.
c. Dispose of electrical equipment according to attached Yokota Environmental
Requirement.
E. Site Considerations
1. Contractor shall provide site protection and clean up after the work. The using agency is occupied in the adjacent proximity of the project site. Contractor shall cover or provide temporary protection to protect building interior from the environment. Any damage during construction by the contractor shall be repaired by the contractor at no expense to the US Government. Provide cleaning of adjacent areas next to the project site in a timely manner and contractor shall control dust during demolition/construction. Remove and dispose of all construction debris off base daily in accordance with Japanese laws.
2. Bldg 720 is high security building which requires an escort for all access during the construction period. The contractor shall provide worker’s list to the user for security purposes. The contractor shall be responsible for the security of all subcontractors to the building so that they would not wonder the building other than the construction area without necessity. Witness shall be provided by the using agency as required.
3. Phasing work is required for this project. Provide temporary partition and protection for each phase. Coordinate with using agency for phasing plan and temporary partition plan details after the award.
a. Phase I: Construct new interview function area ( New RM129 a, b, c, d interview function area, RM128 office, partial corridor as required)
b. Phase II: new RM120 office & new door way in corridor area, following corridor carpet replacement after removing temporary partition and repair.
c. Between construction phase I & II, contractor shall include following period – minimum 30 calendar days for construction hold period due to the using agency needs to relocate to newly constructed RM129 a~d interview area from existing RM 119, 120, 121 & 122. The construction shall resume Phase II area work (RM119, 120, 121 & 122) only after the using agency relocation completed.

IV. EXISTING CONDITIONS CONSIDERATION
A. The design and analysis shall be based on the attached as-built drawings.
B. The contractor is responsible for correcting any unplanned / unapproved adverse impacts to the facility due to their work at no additional cost to the Government.
V. DESIGN POLICY AND CRITERIA
A. The Government will furnish the basic design criteria to the contractor from which the project documents can be developed and produced as described below. Suggestions that will improve the operational functions, enhance appearance, and prove to be more economical and advantageous shall be made at the appropriate review conferences. The design must be accepted by the government before onsite work can start.
1. Design instructions: The design shall incorporate the requirements as discussed in the pre- and post-award conferences and site visits as well as the requirements of this SOW.
2. Cost saving techniques: The design is to provide functionality without embellishment. Also, the design is to achieve an optimum balance between aesthetic consideration, operations and maintenance costs, energy conservation measures, and durability of materials and systems.
Design and support items will be limited to the minimum essential support construction required to provide a useable facility. Every effort will be made to reduce utility runs and site preparation requirements through proper design.
B. Government furnished information: The age of government data and as-built drawings, along with the fact that there has often been undocumented tenant construction, reduces their usefulness and reliability. The contractor shall verify the data shown on government-furnished reference documents by performing reconnaissance, surveys, and field measurements.
VI. DESIGN SERVICES
A. Site design data: The contractor shall perform field reconnaissance, visual surveys, and site investigations in accordance with requirements of this project. During the site data collection, the contractor shall record all existing conditions (inside and outside) and obtain engineering

information/design data for the accomplishment of this project. All material sampling, testing, and removal shall be performed in accordance with the JEGS.
B. Field measurements: The contractor shall be required to make field investigations to verify dimensions and other information shown on Government-furnished reference data and drawings.
C. General: The contractor will consider all design options and criteria reductions that may be necessary, in those instances, where possible cost overruns may be expected. All drawings and specifications shall be prepared, reviewed, and approved by registered professional architects and engineers. All hardcopy and electronic submittals of the drawings, specifications, basis of design, construction schedule, and submittal register shall be submitted and delivered to the contracting officer. One copy of the final drawings shall be submitted in specified editable electronic format for incorporation into Geobase.
1. 60% design and 90% design: 90% design submittals shall be based on 60% design and comments furnished by the Air Force. The preliminary design submittals will include detailing of the requirements of the project so to leave the reviewer no question as to scope of this project.
Drawings: The following submittals shall include but not be limited to; (Architectural) Provide project site plan, key plan, existing floor plan to show removal work, final floor plan, building, wall and ceiling sections, interior elevations, interior finish schedules, procedural details and miscellaneous new installation work details including any additional drawings requested by the government. (Electrical) Provide electrical plans, one line diagram and typical/detail drawings. (Mechanical) Provide HVAC duct plans, and typical installation plan and all detailed drawings.
Basis of Design: Written project scope, reference codes, manuals, directives, catalog cuts for products, product descriptions and any other information relative to this design work.
Specifications and submittal register schedules will be submitted. As a part of material submittal schedules, Preliminary DD1354 (Transfer of Property) documents shall be submitted by the contractor during construction as required.
Construction schedules describing how interdisciplinary work will be coordinated will be submitted.
2. 100% final design (including 100% corrected final): The final submittals shall be based on the previous submittals and comments furnished by the Air Force along with an anticipated design/construction time schedule (bar chart). The Final Design submittals will include all requirements shown on the Preliminary designs, a complete and thorough detailing of all the requirements of the project.
3. The design will not be deemed 100% Final until the government has accepted all response(s) to comments made on previous submittals. The contractor shall make such required revisions at no additional cost to the Government. It is recommended that the contractor electronically submits to the government a compilation of response to comments along with pages / drawings / calculations that will change between 90% and the final submittal. This will minimize the possibility of multiple versions of Final Design, (such as 100% Corrected Final Design 1, 100% Corrected Final Design 2, etc.)
4. Design submission copy quantities: All submittals shall occur in the number and format as prescribed below:

Note: 1, Specification Index and Specification Sections will be combined into one (1) bounded booklet.
D. Drawings: Drawings shall be prepared on AutoCAD release 2012 using the BCE computer aided drafting (CAD) layering standards. All contract drawings shall be well prepared, complete, and accomplished in accordance with the best professional practice.
1. Appearance: Drawings shall show clearly and concisely the type and extent of work to be performed in the project. The drawings shall be drawn to appropriate scales and dimensioned completely and accurately. Notes on the drawings should be held to a minimum. Extensive explanatory notes on the drawings are not desirable and should be placed in the specifications. All units shall be shown in metric only. Standard building material indications and symbols for architectural items shall be used to the greatest extent possible. The use of figures less than three (3) millimeters for building dimensions shall be limited. Drawings shall be delivered in hard copy, standard quality paper at review stages in numbers listed and in accordance with the requirements.
E. Specifications: Specifications shall be delivered in hard copy, bound, and at the various stages and quantities listed and in accordance with the requirements. Specifications shall be prepared in Spec Intact (UFGS) that incorporate JASS and JISS ( MS Word version 6.0 or higher format).
Each specification page shall contain a header and footer with the project number in the bottom left corner and the specification section and page number in the center separated by a dash.
Specifications, including all technical and special conditions, shall be based and prepared on a format modified for Air Force construction, as directed by the Government. No references will be made to Military and Federal specifications or standards, but rather, all relevant Military and Federal specifications or standards shall be incorporated directly into the design. In general, the use of "proprietary type" specs shall be avoided. When a brand or manufacturer's name is used to describe a type of product, the words "or approved equal" shall be included. In the latter instance, more than two (2) acceptable brands or manufacture’s names shall be specified. The Government shall specify all materials, components, and equipment for approval. All items designated for submittal and test shall be sufficiently described to provide the Government a basis for review for approval or disapproval.
1. Japanese Equivalent: Where qualifications, equipment, materials, or installations are to be in accordance with American standards, the equivalent Japanese standard may be used subject to the approval of the Contracting Officer. The Contractor shall be responsible for proving the equivalency of the Japanese standard.
2. Quality Class or Grade of Materials: When materials are not specified certain quality class or grade, above the middle class or grade quality shall be applied to these materials.

F. Basis of Design: The contractor shall provide a basis of design (BOD) to insure the discipline parameters are adequately and appropriately explained and justified for the proposed design. The BOD shall be bound, arranged by discipline, support all design decisions made throughout the design, and be prepared using Microsoft (MS) Word format. The BOD shall include calculations, material catalog cut sheets and explanations of any Options-Additives considered. The BOD will also contain considered design alternatives and criteria reductions that were necessary where possible cost overruns were expected, previous review comments annotated with action taken, and a listing of any outstanding issues requiring resolution, each as a separate section.
G. Each design stage 60%, 90%, 100%, submittals, provide PDF and word document files, and CAD files as following - Specification: each word document file of each specification section, each specification section PDF, and all sections combined one PDF, Drawing: each sheet CAD files, each drawing sheet PDF, and all drawing sheet combined one PDF, Basis of Design: Word document file and other necessary documents and one PDF.
VII. GENERAL INFORMATION
A. Performance Period: The performance period for design will be 100 calendar days (including the Government review time of 21 calendar days at each submission), and construction will be within 250 days, total 350 calendar days. The contractor shall complete all of work within 350 calendar days after (NTP) notice to proceed is issued. NTP must be issued within 30 days of the project award date. The contractor shall consider using agency’s moving period between phasing works. The contractor shall coordinate using agency for moving period after the award through government representative construction inspector.
B. Working Hours: During construction, the facilities will be made available to the contractor from 07:30 to 16:30, Monday through Friday, 5 days a week, excluding U.S. legal holidays but including Japanese legal holidays. Contractor must notify the Government in advance if work needs to be performed outside these working hours. Contractor shall coordinate schedule for design site visits, prior to construction, with the government at least 21 days ahead of time.
1. Holidays: Recognized US legal holidays are listed below:
a. January 1 - New Year’s Day.
b. January, 3rd
Monday - Martin Luther King Jr. Birthday.
c. February, 3rd Monday - President’s Day.
d. May, last Monday – Memorial Day
e. July 4 - Independence Day.
f. September, 1st Monday - Labor Day.
g. October, 2nd Monday - Columbus Day.
h. November 11 - Veteran’s Day.
i. November, 4th Thursday - Thanksgiving Day.

j. December 25 - Christmas Day.
Holidays falling on a Saturday will be observed on the preceding Friday.
Holidays falling on a Sunday will be observed on the following Monday.
C. Weekend work: Do not perform weekend work without advance permission. Submit weekend work requests at least the Wednesday before the desired weekend workday. Only proceed with weekend work after the Contractor receives Government approval.
D. Occupancy: The facility will be occupied. Contractor shall provide construction plan including Phasing plan and schedule to be coordinated with the user for all work to be performed
E. Utility outages: Provide at least 21 calendar days advance notice of planned utility outages including fire systems. In each request, specify each utility disconnected, the time and date the service will be deactivated and the anticipated time and date service will be reactivated. Do not disconnect or deactivate any base utility systems without advance contracting officer or construction inspector approval. Fire system disconnection and reactivation requires 374 CES/CEF (Phone 225-9112) coordination.
F. Barricades and warning signs: Prominently post bilingual (English and Japanese) “OFF LIMITS”, “WET PAINT” and “NO SMOKING” signs, as applicable, at all entrances to the job site. Stencil (paint) the black lettering in all capital letters on either 1’-0” x 2’-0” or 2’-0” x 3’-0” sheet metal or plywood signs. Protect all overnight open excavations with barricades and battery-powered flashers. Smoking is prohibited in government facilities. Smoking is allowed in the Designated Tobacco Areas (DTAs) only.
G. Utilities: The US Government will furnish water and electricity at no cost in accordance with FAR 52.236-14, Availability and Use of Utility Service (Apr 1984). Access and connection are the responsibility of the contractor.
H. Material disposal: Remove and dispose of all construction debris off base daily in accordance with Japanese laws. In case that the asbestos debris remains on base after workday, the debris needs to be properly packed or containerized in compliance with asbestos regulations and any of the debris shall not be scattered. Report amount of construction debris generated, disposed or recycled.
I. Final inspection: The Contracting Officer and 374 CES will perform inspections. Schedule final inspections between 0800 and 1600, Monday through Friday, excluding US legal holidays.
The government will perform the inspection within 10 work days after contractor initiates the final inspection request. Final inspections falling on weekends or US legal holidays will be postponed to the following workday. Postponements will not be considered part of the performance period.
J. Asbestos containing material (ACM) identified: To the best of the Government’s knowledge, any and all asbestos has been identified. If the contractor suspects additional asbestos containing material (ACM), the contractor shall promptly notify the construction inspector for action by the Government. Contractor shall not sample nor remove asbestos without first obtaining permission from the government.
K. Training of Government personnel: The contractor shall furnish the services of competent instructors who will give full training to the designated personnel in the adjustment, operation, and maintenance, including pertinent safety requirements, of the equipment or system installed. Each instructor shall be thoroughly familiar with all parts of the installation and shall be trained in

operating theory as well as practical operation and maintenance work. Training shall be given during the first regular work week after the equipment or system has been accepted and turned over to the Government for regular operation. When significant changes or modifications in the equipment or system are made under the term of the contract, additional training shall be provided to acquaint the operating personnel with the changes or modifications.
L. Request for contractor’s employee and vehicle passes:
1. 30 calendar days prior to the start of desired date of access or on-site work, the contractor shall submit applications for Base passes (listed below) to the contracting officer, for all employees, including subcontractor employees, and vehicles requiring access to Yokota Air Base in order to perform this contract.
a. 5AF Form 99EJ, Application for Base Pass (for employees).
b. Application for Vehicle Registration (for vehicles).
2. Upon completion of this contract, the contractor shall return all employee and vehicle passes to the visitor control section building (Building 316), and obtain a certification of Receipt. Final payment will be withheld until the contractor has submitted the certificate confirming all passes have been returned.
3. Contractor shall follow 374 SFS requirements for escorting any employees who do not have a base pass.
4. Government shall not be held responsible for any delay to the contract period of performance if contractor failed to submit required documentation in a timely manner or their employees refused entrance due to failure to follow specified procedures.
VIII. PERFORMANCE REQUIREMENTS
A. Work Clearance Permit: Obtain a work clearance request (AF Form 103) from the construction inspector 21 days in advance before any site work, especially excavation, begins. Areas containing underground utilities will be designated caution areas. Carefully excavate designated caution areas.
Hand excavate within 3 feet of all identified existing utility lines.
B. Traffic Access: Obtain a work clearance request (AF Form 103) from the construction inspector 21 days in advance before any road closures. Maintain at least one open lane throughout all roadwork. Always provide at least one flag person when a two-way traffic is reduced to a single lane.
C. Communication Language: All documents required under this contract, including but not limited to, submittals, all written correspondence, written communication documents, letters, memos, emails, requests, etc., shall be written in English or translated in English before being provided to the Government by the Contractor. Delays encountered because a translation was not provided shall be the Contractor’s responsibility. Also, it is contractor’s responsibility to provide English speaking personnel fluent in both Japanese and English when dealing with the Government.
IX. INSTALLATION SAFETY AND FIRE REGULATIONS

A. The prime contractor is responsible for understanding and insuring subcontractor compliance with the following:
1. Vehicle Traffic Supervision. AFI 31-204, Motor Vehicle Traffic Supervision.
2. EM 385-1-1, Safety and Health Requirements Manual, Army Corps of Engineers.
3. NFPA 241, Safeguarding Construction, Alteration, and Demolition Operations.
B. The prime contractor shall be responsible for all workers to include subcontractor workers’ health and safety.
C. Fire safety general requirements:
1. The contractor or an individual appointed shall be placed in charge of Fire Safety of the work project. The responsibilities shall include: assuring the availability, operation, and location of fire protection equipment, general supervision of safeguards and location of portable heating equipment, and establishment and maintenance of safe cutting and welding operations.
2. Contractor's materials and equipment shall not be stored in a location or manner which will create a fire exposure to facilities adjacent to the project site. Fire hydrants shall not be fenced in on construction sites.
3. All fires, regardless of size, even if they have been extinguished, shall be reported to the Fire Emergency Services Flight immediately. Any persons discovering a fire or suspected fire shall alert the building occupants by any means available. The Fire Emergency Services Flight shall be notified in the following manner: from a base phone, dial 911;
from a Japanese cell phone dial 042-552-2510, wait for the tone and dial 911.
4. Portable fire extinguishers shall be supplied by the contractor as required by the Fire Emergency Services Flight. Fire extinguishers shall be readily available and kept in a fully operational condition at all times.
5. Work that includes the fire detection or suppression systems, utility outages, road closures, and confined space entries, shall be approved by the Fire Emergency Services Flight, Fire Prevention Office prior to beginning the work. Only authorized technicians shall alter, extend, or repair installed systems.
6. Contractor shall coordinate through the construction inspector, with the Fire Alarm shop (374 CES/CEOFA) and Fire Emergency Services Flight to obtain approval before disconnecting and/or surveying existing fire alarm control system, automatic suppression system, and/or device(s).
7. Contractor is responsible for managing and securing the job site during work hours. At the end of the working hours, the Contractor shall render the jobsite safe. Contractor shall check and secure the job site to avoid any fire trouble/accident.
8. When building fire protection system is scheduled to be out of service for more than 4 hours, the Constructor shall coordinate through the construction inspector to notify the Facility Manager or any authorized personal of the facility.

D. Flammable and Combustible Liquids and Gasses:
1. Every effort shall be made to limit flammable liquid quantities to daily use.
2. Flammable liquids exceeding daily quantities shall be properly stored in approved locations only.
3. Flammable storage areas shall be marked with bilingual signs.
E. Hot Work Operations: Any hot work operations shall be approved by the Fire Emergency Services Flight, Fire Prevention Office prior to starting. The job site shall be inspected and have an AF Form 592, Welding and Cutting permit, issued. Responsible hot work operation supervisors shall take the following actions:
1. Follow checklist on reverse side of the AF Form 592, Welding and Cutting permit.
2. Remove combustible material to a safe location.
3. Ensure that adequate fire extinguishers are provided and that one person is designated to operate the extinguisher in the event of fire.
4. Ensure fire detection and suppression systems will not be affected by the operation being performed. Thoroughly inspect the area after operations have been completed to ensure that the area is free of fire hazards caused by the operation.
5. Return the welding permit to the Fire Emergency Services Flight, Fire Prevention Office upon expiration of welding permit or completion of the work.
6. If the fire detection or automatic suppression is disconnected, post a fire guard in the facility during welding/cutting or open flame operations. Submit the work schedule through the construction inspector to the base fire department.
F. Driving Responsibilities.
1. Drivers shall yield the right-of-way to all emergency response vehicles.
2. Vehicles shall not be driven over fire hose and shall not proceed through areas where firefighting operations are being conducted; unless directed by a designated traffic control representative.
G. The prime contractor is responsible for providing escort and control of all personnel and equipment being utilized on the contract.
X. TYPHOON AND STORM PREPARATIONS
A. In order to minimize damage to public properties and prevent personal injury, the following actions will be taken upon declaration of the typhoon conditions described below. The Contractor shall insure that the construction sites are well prepared for protection from the dangers of heavy rain and strong winds. The Contractor will develop and establish the necessary procedures to be taken for storm preparation and provide in his/her Accident Prevention Plan, Part I, emergency telephone number and addresses where at least 3 officials of the company may be reached and notified in the event that an immediate typhoon alert is declared.

1. Typhoon Condition 3 - When CONDITION THREE (destructive winds possible within 48 hours) is declared, Contractor shall:
a. Clean and remove all loose debris and waste, including scrap wood and metal, empty barrels, and concrete form materials no longer required on the job site, to a safe area for proper disposition.
b. Secure, tie down, and anchor construction field office and storage facilities, scaffolding, concrete forms and supports, doors, windows, opening covers, stored lumber and other materials, mechanized construction equipment, temporary power line and supports, and other items that may be blown away or might cause injury or damage.
c. Inspect all excavation and trenching work in progress, and provide necessary temporary drainage and proper protection and shoring for excavation sides and openings in order to prevent damage to public roads and facilities by slides or flooding. Accumulation of water in the excavation of structure foundation work will be controlled and minimized.
2. Typhoon Condition 2 - When CONDITION TWO (destructive winds anticipated within 24 hours) is declared, the work required at remote areas such as off-shore facilities or high elevations will cease immediately and the workers will be evacuated to a safe area. During Condition 2, the Contractor will continue the actions described in paragraph IX.1.a. above and the construction site will be inspected for storm preparation by the Construction Inspector. The Contractor shall request an inspection by calling the Construction Inspector.
3. Typhoon Condition 1 - When CONDITION ONE (destructive winds imminent or anticipated within 12 hours) is declared, all work will cease immediately and the Contractor's representative shall insure that all necessary storm preparations, including the items listed below, are completed.
a. All electrical circuits and equipment, including temporary power lines, are cut off and secured against unauthorized use.
b. Gas cylinders, hot work equipment, and flammable materials are properly stored at a safe area
c. No igniting source is present.
d. All workers have been evacuated from the construction site.
B. When Condition 1 is declared without the normal progression through Condition 3 and/or 2, the Contractor will take the actions listed in paragraph IX.1.a above, and also follow the procedures described herein.
1. High Winds Warnings - When wind gusts of 55.56 kilometers per hour (km/h) or greater is forecast, the Contractor will be required to perform general area cleanup in accordance with paragraphs IX.1.a and IX.1.b above, i.e., to bundle and securely tie or securely cover and weight small wooden items, to remove and secure lightweight barricades, and to remove loose material from roofs and other high unprotected areas.
2. Investigation of Typhoon Damage - When "ALL CLEAR" is declared, the Contractor may

resume normal activities. The construction site will be investigated for all damage caused by the typhoon or high winds, and the result of the investigation will be furnished in verbal or written form to the Construction Inspector as soon as practicable.
XI. GENERAL QUALITY CONTROL
A. Standard products: All materials shall be the standard products of manufacturers regularly engaged in the manufacturer of such products and shall be essentially duplicate items that have been in satisfactory use for at least 2 years before bid opening.
B. Installer’s qualifications: All workers shall be under the supervision of a licensed or certified person in the specific work being accomplished. Installer shall have experienced satisfactory for the items/work to be installed for this project described in this scope of work at least 2 years before bid opening.
C. Submit copies of license or certification with photo and renewal/retraining record of each work item listed below to 374 CONS/LGCB, contracting officer for approval. If designated license or certification does not have a photo, additional submittal may be required for personal identification.
D. All designs shall be under the supervision of a licensed or certified person in the specific work being accomplished. Submit copies of license or certification with photo and renewal/retraining record of each design work item listed below to 374 CONS/LGCB, contracting officer for approval after award of project and NTP (Notice to Proceed) no later than 14 days. If designated license or certification does not have a photo, additional submittal may be required for personal identification.
E. Those qualified personnel with license or certification shall be at the job site, either directly supervising or performing each discipline’s work. During construction, the Contracting officer and/or the Construction Inspector can verify the submitted qualification without any prior notice.

F. Government shall not be held any responsibility for any delay to the contract period of performance if contractor is not capable to complete design to produce 100% design documents successfully in timely manner and necessary submittals approval is not obtained due to failure of contractor’s submission is not satisfactory, and in consequence of contractor’s failure of submission of design and necessary submittals, in case actual construction cannot complete within the contract period. If contractor submits unsatisfactory design documents and submittals, those shall be disapproved until contractor submits satisfactory documents and repeats of disapproval of unsatisfactory submittals and design documents are all contractor’s responsibility due to contractor’s lack of ability of design and management but government shall not be responsible for any delay to the contract period.
