PART 1 GENERAL

1.1 REFERENCES

The publications listed below form a part of this specification to the extent referenced. The publications are referred to within the text by the basic designation only.

ASTM E 2114 (2008) Standard Terminology for

Sustainability Relative to the Performance of Buildings

1.2 DEFINITIONS

Definitions pertaining to sustainable development are as defined in ASTM E 2114, and as specified.

A. "Environmentally preferable products" have a lesser or reduced effect on the environment in comparison to conventional products and services.

This comparison may consider raw materials acquisition, production, manufacturing, packaging, distribution, reuse, operation, maintenance, or disposal of the product.

B. "Indoor environmental quality" is the physical characteristics of the building interior that impact occupants, including air quality, illumination, acoustics, occupant control, thermal comfort, daylighting, and views.

C. "Operational performance" is the functional behavior of the building as a whole or of the building components.

D. "Sustainability" is the balance of environmental, economic, and societal considerations.

1.3 SUBMITTALS

Government approval is required for submittals with a "G" designation;

submittals not having a "G" designation are for information only. When used, a designation following the "G" designation identifies the office that will review the submittal for the Government. Submit submittals required in accordance with Section 01 33 00 SUBMITTAL PROCEDURES.

1.4 WORK COVERED BY CONTRACT DOCUMENTS

1.4.1 Project Description

Furnish all parts, labor, materials, tools and equipment, transportation, supervision and all operations identified in plans and specifications for Project No. ZNRE 15-1091, Paint Exterior Finish, Bldg. 714. The following scope of work is expressed in general terms and in no way limits the Contractor's responsibility. Perform all work indicated in these specifications or accompanying drawings. The contractor is required to provide a complete and usable facility within the terms and conditions of this contract. The scope of work for this project includes but is not limited to.

All work necessary to paint exterior walls of building 714 at Yokota Air Base. Work includes: site preparation, scaffolding installation and removal, surface preparation including pressure washing, repair substrate materials, apply primer and finish coats of paint, and other incidental related work.

Scaffolding shall be disassembled and removed the entire assembly and all necessary scaffolding parts after completion of the project. Scaffolding assembly shall meet the labor, safety, and hygiene regulation. The contractor shall provide all labor, materials, equipment and any other necessary to complete this project to ensure usable facility.

Replace existing caulking/sealant of the roof coping with new.

A. Scaffolding is must be pre-fabricated scaffolding.

1.4.2 Location

The work shall be located at Bldg. 714. Yokota Air Base, Japan, as indicated. The exact locations are indicated on the contract drawings and contract specifications.

1.4.3 Performance Period

Performance period to complete this project shall be 120 calendar days total for construction after notice to proceed (NTP) issued by the contracting officer. Notice to proceed will be issued within 30 days after award.

1.6 WORK RESCHEDULING AND GENERAL INFORMATION

Contractor work hours are from 0730 to 1630 Monday through Friday including Japanese holidays, but excluding US legal holidays.

1.6.1 Holidays

Recognized US legal holidays are listed below:

1. January 1 - New Year's Day

2. January, 3rd Monday - Martin Luther King Jr. Birthday

3. February, 3rd Monday - President's Day

4. May, Last Monday - Memorial Day

5. July 4 - Independence Day

6. September, 1st Monday - Labor Day

7. October, 2nd Monday - Columbus Day

8. November 11 - Veteran's Day

9. November, 4th Thursday - Thanksgiving Day

10. December 25 - Christmas Day

Holidays falling on a Saturday will be observed on the preceding Friday.

Holidays falling on a Sunday will be observed on the following Monday.

1.6.2 Weekend Work

Do not perform weekend work without advance permission. Submit weekend work requests at least the Wednesday before the desired weekend workday. Only proceed with weekend work after you receive Government approval.

1.7 PROJECT ENVIRONMENTAL GOALS

Contractor shall distribute copies of the Environmental Goals to each subcontractor and the Contracting Officer. The overall goal for design, construction, and operation is to produce a building that meets the functional program needs and incorporates the principles of sustainability.

Specifically:

A. Preserve and restore the site ecosystem and biodiversity, avoid site degradation and erosion. Minimize offsite environmental impact.

B. Use the minimum amount of energy, water, and materials feasible to meet the design intent. Select energy and water efficient equipment and strategies.

C. Use environmentally preferable products and decrease toxicity level of materials used.

D. Use renewable energy and material resources.

E. Manage construction site and storage of materials to ensure no negative impact on the indoor environmental quality of the building.

F. Reduce construction waste through reuse, recycling, and supplier take-back.

G. Do not use strong odor paint/coating material during construction due to considerations to users/occupants convenience.

1.8 OCCUPANCY OF PREMISES

Building will be occupied during performance of work under this Contract.

Contractor shall distribute notifications to all occupants of building 714 prior to the start of the work thru the Government Inspector.

The contractor shall secure scaffolding’s staircase and net around the building each end of the day to prevent occupants access for scaffolding.

Before work is started, the Contractor shall arrange with the Government Inspector a sequence of procedure, means of access, and use of approaches.

1.9 EXISTING WORK

In addition to "FAR 52.236-9, Protection of Existing Vegetation, Structures, Equipment, Utilities, and Improvements":

A. Remove or alter existing work in such a manner as to prevent injury or damage to any portions of the existing work which remain.

B. Repair or replace portions of existing work which have been altered during construction operations to match existing or adjoining work, as approved by the Contracting Officer. At the completion of operations, existing work shall be in a condition equal to or better than that which existed before new work started.

1.10 ON-SITE PERMITS

1.10.1 Reserved.

1.10.2 103 PERFORMANCE REQUIREMETNS

Work clearance permit: Route work clearance request (AF Form 103) though all associated base organization and approved 21 days advance of start of construction work.

If there will be any work or access noted above, also include within AF 103.

Permits shall be posted at a conspicuous location in the construction area.

1.10.3 Barricades and Warning Signs

Prominently post bilingual (English and Japanese) "OFF LIMITS", "WET PAINT", and "NO SMOKING" signs, as applicable, at all entrances to the job site.

Stencil (paint) the black lettering in all capital letters on either 1'-0" x 2'-0" or 2'-0 x 3'-0" sheet metal or plywood signs. Protect all overnight open excavations with barricades and battery-powered flashers where applicable. Smoking is prohibited in Government facilities. Smoking is allowed only at the Designated Tobacco Area (DTAs) only.

1.10.4 Utilities

The US Government will furnish water and electricity at no cost in accordance with "FAR 52.236-14, Availability and Use of Utility Service (Apr. 1984)".

1.10.5 Waste Disposal

Remove and dispose of all construction debris off base daily in accordance with Japanese laws. Provide cleaning work in a timely manner on pavements, streets or adjacent areas of project site. Burning refuse and debris at the project site will not be permitted.

1.10.6 Final Inspection

374 CONS/LGCB and 374 CES/CENMP will perform inspection. Schedule final inspections between 0800 and 1600, Monday through Friday, excluding US legal holidays. The government will perform the inspection within 72 hours after Contractor initiates the final inspection request. Final inspections falling on weekends or US legal holidays will be postponed to the following workday. Postponements will not be considered part of the performance period.

1.10.7 Personnel and vehicle base pass request.

A. Thirty (30) days prior to the start of desired date of access or on-site work, the contractor shall submit applications for Base passes (listed below) to the contracting officer, for all employees, including subcontractor employees, and vehicles requiring access to Yokota Air Base in order to perform this contract.

B. Upon completion of this contract, the contractor shall return all employee and vehicle passes to the visitor control section building (Building 993), and obtain a certification of Receipt. Final payment will be withheld until the contractor has submitted the certificate confirming all passes have been returned.

C. Contractor shall follow 374 SFS requirements for escorting any employees who do not have a base pass.

D. Government shall not be held responsible for any delay to the contract period of performance if contractor failed to submit required documentation in a timely manner or their employees refused entrance due to failure to follow specified procedures.

1.10.8 DOCUMENTS REQUIRED AND ENGLISH COMMUNICATION PERSONNEL

All documents required under this Contract, including but not limited to, submittals, all correspondence of any nature whatsoever and all other written communications documents, letters, memos or emails, requests, etc., of every description shall be written in English or translated in English before being provided to the Government by the Contractor. Delay encountered because a translated copy was not submitted shall be at the Contractor’s responsibility. Also, it is contractor’s responsibilities to provide English communication personnel such as fluent bilingual (Japanese and English) personnel when the contractor needs to coordinate with necessary government sections/personnel in English.

1.11 INSTALLATION SAFETY AND FIRE REGULATIONS

The prime contractor is responsible for understanding and insuring Sub-contractor compliance with the following and designated parking lot for Distinguished Visitors, base residents, occupants are reserved.

A. Vehicle Traffic Supervision. AFI 31-204, Motor Vehicle Traffic Supervision

B. EM 385-1-1, Safety and Health Requirements Manual, Army Corps of Engineers

C. AFI32-2001, The Fire Protection Operations and Fire Prevention Program

D. NFPA 241, Safeguarding Construction, Alteration, and Demolition Operation

1.12 FIRE SAFETY STANDARDS DURING CONTRACTOR PERFORMANCE

1.12.1 GENERAL REQURIREMENTS

A. The contractor or an individual appointed shall be placed in charge of Fire Safety of the work project. The responsibilities shall include:

assuring the availability, operation, and location of fire protection equipment, general supervision of safeguards and location of portable heating equipment, and establishment and maintenance of safe cutting and welding operations when project requires those work.

B. Contractor's materials and equipment shall not be stored in a location or manner which will create a fire exposure to facilities adjacent to the project site. Fire hydrants shall not be fenced in on construction sites.

C. All fires, regardless of size, shall be reported to the Fire Emergency Services Flight immediately. Any persons discovering a fire or suspected fire shall alert the building occupants by any means available. The Fire Emergency Services Flight shall be notified in the following manner:

2510, wait for the tone and dial 911.

D. Portable fire extinguishers shall be supplied by the contractor as required by the Fire Emergency Services Flight. Fire extinguishers shall be readily available and kept in a fully operational condition at all times.

E. Work that includes the fire detection or suppression systems, utility outages, road closures, and confined space entries, shall be approved by the Fire Emergency Services Flight, Fire Prevention Office prior to beginning the work. Only authorized technicians shall alter, extend, or repair installed systems.

1.12.2 FLAMMABLE AND COMBUSTIBLE LIQUIDS AND GASSES

A. Every effort shall be made to limit flammable liquid quantities to daily use.

B. Flammable liquids exceeding daily quantities shall be properly stored in approved locations only.

C. Flammable storage areas shall be marked with bilingual signs.

1.12.3 RESERVED

1.12.4. DRIVING RESPONSIBILITIES

Drivers shall yield the right-of-way to all emergency response vehicles.

Vehicles shall not be driven over fire hose and shall not proceed through areas where firefighting operations are being conducted; unless directed by a designated traffic control representative.

1.13 TYPHOON AND STORM PREPARATIONS

A. In order to minimize damage to public properties and prevent personal injury, the following actions will be taken upon declaration of the typhoon conditions described below. The Contractor shall insure that the construction sites are well prepared for protection from the dangers of heavy rain and strong winds. The Contractor will develop and establish the necessary procedures to be taken for storm preparation and provide in his/her Accident Prevention Plan, Part I, emergency telephone number and addresses where at least 3 officials of the company may be reached and notified in the event that an immediate typhoon alert is declared.

1. Typhoon Condition 3 - When CONDITION THREE (destructive winds possible within 48 hours) is declared, Contractor shall:

a. Clean and remove all loose debris and waste, including scrap wood and metal, empty barrels, and concrete form materials no longer required on the job site, to a safe area for proper disposition.

b. Secure, tie down, and anchor construction field office and storage facilities, scaffolding, concrete forms and supports, doors, windows, opening covers, stored lumber and other materials, mechanized construction equipment, temporary power line and supports, and other items that may be blown away or might cause injury or damage.

c. Inspect all excavation and trenching work in progress, and provide necessary temporary drainage and proper protection and shoring for excavation sides and openings in order to prevent damage to public roads and facilities by slides or flooding.

Accumulation of water in the excavation of structure foundation work will be controlled and minimized.

2. Typhoon Condition 2 - When CONDITION TWO (destructive winds anticipated within 24 hours) is declared, the work required at remote areas such as off-shore facilities or high elevations will cease immediately and the workers will be evacuated to a safe area.

During Condition 2, the Contractor will continue the actions described in paragraph 1.13.A.1.a, b and c above and the construction site will be inspected for storm preparation by the Construction Inspector. The Contractor shall request an inspection by calling the Construction Inspector.

3. Typhoon Condition 1 - When CONDITION ONE (destructive winds imminent or anticipated within 12 hours) is declared, all work will cease immediately and the Contractor's representative shall insure that all necessary storm preparations, including the items listed below, are completed.

a. All electrical circuits and equipment, including temporary power lines, are cut off and secured against unauthorized use.

b. Gas cylinders, hot work equipment, and flammable materials are properly stored at a safe area

c. No igniting source is present.

d. All workers have been evacuated from the construction site.

B. When Condition 1 is declared without the normal progression through Condition 3 and/or 2, the Contractor will take the actions listed in paragraph 1.59.a above, and also follow the procedures described herein.

1. High Winds Warnings - When wind gusts of 55.56 kilometers per hour

(km/h) or greater is forecast, the Contractor will be required to perform general area cleanup in accordance with paragraphs 1.13.A.1.a, b, c and 1.13.A.2. a, b, c, d above, i.e., to bundle and securely tie or securely cover and weight small wooden items, to remove and secure lightweight barricades, and to remove loose material from roofs and other high unprotected areas.

2. Investigation of Typhoon Damage - When "ALL CLEAR" is declared, the Contractor may resume normal activities. The construction site will be investigated for all damage caused by the typhoon or high winds, and the result of the investigation will be furnished in verbal or written form to the Construction Inspector as soon as practicable.

C. Do not use materials containing polychlorinated biphenyl's (PCB).

SUBMITTAL PROCEDURES

1.1 SUMMARY

The Contracting Officer may request submittals in addition to those specified when deemed necessary to adequately describe the work covered in the respective sections.

Each submittal is to be complete and in sufficient detail to allow ready determination of compliance with contract requirements. Provide submittals for each item listed on Appendix, Schedule of Material Submittals, to 374 CONS/LGCB, Contracting Officer for approval. Material submittals shall be descriptive information such as (but not limited to) catalog cuts, diagrams, installation instructions published by the manufacturer including manufacturer’s name, material or equipment identification, type rating and catalog number or serial number to permit ready and complete identification, and other such required submittals. Provide English submittals or Japanese submittals with English translation. Additional submittals other than listed on Schedule of Material Submittals can be requested by the government any item for quality control purpose.

Submit 4 copies of the Safety Data Sheets (SDS) identified on Schedule of Material Submittal to 374CES/CENMP for approval of 374 CES/CEIE (Environmental), and review by 374 AMDS/SGPB (Bioenvironmental Engineering) and 374 AW/SE (Safety). Submit the MSDS in English and Japanese if Japanese products and it is available, indicating manufacturer’s name, point of contact, emergency telephone number, date prepared, hazardous ingredients/identity information, physical/chemical characteristics, reactivity data, health hazard data, precautions for safe handling and use, control measures, transportation and disposal procedure. Estimated quantity of chemicals used for the project shall be specified in the submittal. In addition, after the construction project is finished, resubmit actual quantity of chemical consumed for the project.

Submittals requiring Government approval are to be scheduled and made prior to the acquisition of the material or equipment covered thereby. Pick up and dispose of samples not incorporated into the work in accordance with manufacturer's Safety Data Sheets (SDS) and in compliance with existing laws and regulations.

1.2 DEFINITIONS

1.2.1 Submittal Descriptions (SD)

Submittals requirements are specified in the technical sections. Submittals are identified by Submittal Description (SD) numbers and titles as follows:

SD-03 Product Data

Catalog cuts, illustrations, schedules, diagrams, performance charts, instructions and brochures illustrating size, physical appearance and

Section 01 33 00 Page 2 other characteristics of materials, systems or equipment for some portion of the work.

Samples of warranty language when the contract requires extended product warranties.

SD-04 Samples

Fabricated or unfabricated physical examples of materials, equipment or workmanship that illustrate functional and aesthetic characteristics of a material or product and establish standards by which the work can be judged.

Color samples from the manufacturer's standard line (or custom color samples if specified) to be used in selecting or approving colors for the project.

Field samples and mock-ups constructed on the project site establish standards by which the ensuring work can be judged. Includes assemblies or portions of assemblies which are to be incorporated into the project and those which will be removed at conclusion of the work.

SD-07 Certificates

Statements printed on the manufacturer's letterhead and signed by responsible officials of manufacturer of product, system or material attesting that product, system or material meets specification requirements. Must be dated after award of project contract and clearly name the project.

Document required of Contractor, or of a manufacturer, supplier, installer or subcontractor through Contractor, the purpose of which is to further quality of orderly progression of a portion of the work by documenting procedures, acceptability of methods or personnel qualifications.

Confined space entry permits.

Text of posted operating instructions.

SD-08 Manufacturer's Instructions

Preprinted material describing installation of a product, system or material, including special notices and Safety Data sheets concerning impedances, hazards and safety precautions.

SD-10 Operation and Maintenance Data

Data that is furnished by the manufacturer, or the system provider, to the equipment operating and maintenance personnel, including manufacturer's help and product line documentation necessary to maintain and install equipment. This data is needed by operating and maintenance personnel for the safe and efficient operation, maintenance and repair of the item.

This data is intended to be incorporated in an operations and maintenance manual or control system.

1.2.2 Approving Authority

Office or designated person authorized to approve submittal.

1.2.3 Work

As used in this section, on- and off-site construction required by contract documents, including labor necessary to produce submittals, except those SD- 01 Pre-Construction Submittals noted above, construction, materials, products, equipment, and systems incorporated or to be incorporated in such construction.

submittals not having a "G" designation are for information only.

Submit the following in accordance with this section.

Contractor Qualifications “G”: Submit copies of license and/or current certification photo of the certified person for each applicable work item. Refer, 2.1.

1.4 SUBMITTAL CLASSIFICATION

Submittals are classified as follows:

1.4.1 Government Approved [G]

Government approval is required for extensions of design, critical materials, deviations, equipment whose compatibility with the entire system must be checked, and other items as designated by the Contracting Officer.

Government approval is required for any deviations from the Solicitation or Accepted Proposal and other items as designated by the Contracting Officer.

1.4.2 Information Only

Submittals not requiring Government approval will be for information only.

For Design-build construction all submittals not requiring Designer of Record or Government approval will be for information only. They are not considered to be "shop drawings" within the terms of the Contract Clause referred to above.

1.5 PREPARATION

1.5.1 Transmittal Form

Transmit each submittal, except sample installations and sample panels to office of approving authority. Transmit submittals with transmittal form prescribed by Contracting Officer and standard for project. On the transmittal form, identify Contractor, indicate date of submittal, and include information prescribed by transmittal form and required in paragraph entitled "Identifying Submittals.”

1.5.2 Identifying Submittals

When submittals are provided by a Subcontractor, the Prime Contractor is to prepare, review and stamp with Contractor's approval all specified submittals prior to submitting for Government approval.

Identify submittals, except sample installations and sample panels, with the following information permanently adhered to or noted on each separate component of each submittal and noted on transmittal form. Mark each copy of each submittal identically, with the following:

A. Project title and location.

B. Construction contract number.

C. Date of the drawings and revisions.

D. Name, address, and telephone number of subcontractor, supplier, manufacturer and any other subcontractor associated with the submittal.

E. Section number of the specification section by which submittal is required.

F. Submittal description(S) number of each component of submittal.

G. When a resubmission, add alphabetic suffix on submittal description, for example, submittal 18 would become 18a, to indicate resubmission.

H. Product identification and location in project.

1.5.3 Reserved.

1.5.4 Format of SD-03 Product Data and SD-08 Manufacturer's Instructions

A. Present product data submittals for each section as a complete, bound volume. Include table of contents, listing page and catalog item numbers for product data.

B. Indicate, by prominent notation, each product which is being submitted; indicate specification section number and paragraph number to which it pertains.

C. Supplement product data with material prepared for project to satisfy submittal requirements for which product data does not exist. Identify this material as developed specifically for project, with information and format as required for submission of SD-07 Certificates.

D. Provide product data in metric dimensions. Where product data are included in preprinted catalogs with English units only, submit metric dimensions on separate sheet.

E. Include the manufacturer's name, trade name, place of manufacture, and catalog model or number on product data. Also include applicable federal, military, industry and technical society publication references.

Should manufacturer's data require supplemental information for clarification, submit as specified for SD-07 Certificates.

F. Collect required data submittals for each specific material, product, unit of work, or system into a single submittal and marked for choices, options, and portions applicable to the submittal. Mark each copy of the product data identically. Partial submittals will not be accepted for expedition of construction effort.

G. Submit manufacturer's instructions prior to installation.

1.5.5 Format of SD-04 Samples

Furnish samples in sizes below, unless otherwise specified or unless the manufacturer has prepackaged samples of approximately same size as specified:

A. Sample of Equipment or Device: Full size.

B. Sample of Materials Less Than 2 by 3 inches: Built up to 8 1/2 by 11 inches.

C. Sample of Materials Exceeding 8 1/2 by 11 inches: Cut down to 8 1/2 by 11 inches and adequate to indicate color, texture, and material variations.

D. Sample of Linear Devices or Materials: 10 inch length or length to be supplied, if less than 10 inches. Examples of linear devices or materials are conduit and handrails.

E. Sample of Non-Solid Materials: Pint. Examples of non-solid materials are sand and paint.

F. Color Selection Samples: 2 by 4 inches or larger as requested. Where samples are specified for selection of color, finish, pattern, or texture, submit the full set of available choices for the material or product specified. Sizes and quantities of samples are to represent their respective standard unit.

G. Sample Panel: 4 by 4 feet.

H. Sample Installation: 10 square feet or as requested.

Samples Showing Range of Variation: Where variations in color, finish, pattern, or texture are unavoidable due to nature of the materials, submit sets of samples of not less than three units showing extremes and middle of range. Mark each unit to describe its relation to the range of the variation.

Reusable Samples: Incorporate returned samples into work only if so specified or indicated. Incorporated samples are to be in undamaged condition at time of use.

Recording of Sample Installation: Note and preserve the notation of area constituting sample installation but remove notation at final clean up of project.

When color, texture or pattern is specified by naming a particular manufacturer and style, include one sample of that manufacturer and style, for comparison.

1.7 VARIATIONS

Variations from contract requirements require Government approval pursuant to contract Clause FAR 52.236-21 and will be considered where advantageous to Government.

1.7.1 Considering Variations

If a product proposed for use does not conform to requirement of the referenced specification, submit for approval to contracting officer evidence that the proposed product is either equal to or better than the product specified. The submittal shall include the following.

A. Identification of the proposed substitute;

B. Reason why the substitution is necessary;

C. The differences between the specified product and the proposed substitute; and

D. Other information necessary for an accurate comparison of the proposed substitute and the specified product.

1.8 SUBMITTAL REGISTER

Prepare and maintain submittal register, as the work progresses. “Schedule of Material Submittals” will be used. Use electronic submittal register program furnished by the Government. A submittal register showing items of equipment and materials for which submittals are required by the specifications is provided as an attachment. This list may not be all inclusive and additional submittals may be required. The Government will provide the initial submittal register in electronic format with the following fields completed, to the extent that will be required by the Government during subsequent usage.

Column "Item or Description of Item, Contract, Reference, Type of Submittal":

A. Lists specification section in which submittal is required.

B. Lists one principal paragraph in specification section where a material or product is specified. This listing is only to facilitate locating submitted requirements. Do not consider entries as limiting project requirements.

C. Lists each submittal description.

Columns "Number of Copies Required":

A. List S Type, (e.g. Shop Drawings) required in each specification section and the number of copies required.

Thereafter, the Contractor is to track all submittals by maintaining a complete list, including completion of all data columns, including dates on which submittals are received and returned by the Government.

1.8.1 Use of Submittal Register

Verify that all submittals required for project are listed and add missing submittals. Coordinate and complete the following fields on the register submitted with the project schedule for record:

a. Line Number: Line number from the project schedule.

b. Required Submission Date: Scheduled date for approving authority to receive submittals.

c. Return Suspense Date: Date Contractor needs approval of submittal.

1.9 SCHEDULING

Schedule and submit concurrently submittals covering component items forming a system or items that are interrelated. Include certifications to be submitted with the pertinent drawings at the same time. No delay damages or time extensions will be allowed for time lost in late submittals.

A. Coordinate scheduling, sequencing, preparing and processing of submittals with performance of work so that work will not be delayed by submittal processing. Allow for potential resubmittal of requirements.

B. Submittals called for by the contract documents will be listed on the register. If a submittal is called for but does not pertain to the contract work, the Contractor is to include the submittal in the register and annotate it "N/A" with a brief explanation. Approval by the Contracting Officer does not relieve the Contractor of supplying submittals required by the contract documents but which have been omitted from the register or marked "N/A".

C. Re-submit register and annotate monthly by the Contractor with actual submission and approval dates. When all items on the register have been fully approved, no further re-submittal is required.

D. Carefully control procurement operations to ensure that each individual submittal is made on or before the Contractor scheduled submittal date shown on the approved "Submittal Register."

E. Except as specified otherwise, allow review period, beginning with receipt by approving authority that includes at least 14 calendar days for submittals for Contracting Officer approval. Period of review for submittals with Contracting Officer approval begins when Government receives submittal from QC organization.

F. For submittals requiring review by fire protection engineer and SDS submittals, allow review period, beginning when Government receives submittal from QC organization, of 30 calendar days for return of submittal to the Contractor.

G. Period of review for each resubmittal is the same as for initial submittal. Period of review for each resubmittal of disapproved materials is 14 calendar days.

1.10 GOVERNMENT APPROVING AUTHORITY

When approving authority is Contracting Officer, the Government will:

A. Note date on which submittal was received from contractor QC Manager.

B. Review submittals for approval within scheduling period specified and only for conformance with project design concepts and compliance with contract documents.

C. Identify returned submittals with one of the actions defined in paragraph entitled, "Review Notations," of this section and with markings appropriate for action indicated.

Upon completion of review of submittals requiring Government approval, sign and date approved submittals. One original and two copies of the approved submittal will be retained by the Contracting Officer and one copy of the submittal will be returned to the Contractor. If the Government performs a conformance review of other Designer of Record approved submittals, the submittals will be so identified and returned, as described above.

1.10.1 Review Notations

Contracting Officer review will be completed within 14 calendar days after date of submission. Submittals will be returned to the Contractor with the following notations:

A. Submittals marked "approved" or "accepted" authorize the Contractor to proceed with the work covered.

B. Submittals marked "approved as noted" "or approved except as noted, resubmittal not required," authorize the Contractor to proceed with the work covered provided he takes no exception to the corrections.

1.11 DISAPPROVED SUBMITTALS

Contractor shall make corrections required by the Contracting Officer. If the Contractor considers any correction or notation on the returned submittals to constitute a change to the contract drawings or specifications; notice as required under the clause entitled, "Changes" is to be given to the Contracting Officer. Contractor is responsible for the dimensions and design of connection details and construction of work.

Failure to point out deviations may result in the Government requiring rejection and removal of such work at the Contractor's expense.

If changes are necessary to submittals, the Contractor shall make such revisions and submission of the submittals in accordance with the procedures above. No item of work requiring a submittal change is to be accomplished until the changed submittals are approved.

Within 10 days, correct disapproved submittals and furnish a corrected submittal. Submit the proper form and number of copies. Number the resubmittal with the same submittal sequence number and a sequential alpha numeric indicator. (For example: the second resubmittal of submittal number 3 is 3b.)

1.12 APPROVED SUBMITTALS

The Contracting Officer's approval or acceptance of submittals is not be construed as a complete check, and indicates only that the general method of construction, materials, detailing and other information are satisfactory design, general method of construction, materials, detailing and other information appear to meet the Solicitation and Accepted Proposal.

Approval or acceptance will not relieve the Contractor of the responsibility for any error which may exist, as the Contractor under the Contractor

Quality Control (CQC) requirements of this contract is responsible for dimensions, the design of adequate connections and details, and the satisfactory construction of all work design, dimensions, all design extensions, such as the design of adequate connections and details, etc., and the satisfactory construction of all work.

After submittals have been approved or accepted by the Contracting Officer, no resubmittal for the purpose of substituting materials or equipment will be considered unless accompanied by an explanation of why a substitution is necessary.

1.13 APPROVED SAMPLES

Approval of a sample is only for the characteristics or use named in such approval and is not be construed to change or modify any contract requirements. Before submitting samples, the Contractor to assure that the materials or equipment will be available in quantities required in the project. No change or substitution will be permitted after a sample has been approved.

Match the approved samples for materials and equipment incorporated in the work. If requested, approved samples, including those which may be damaged in testing, will be returned to the Contractor, at his expense, upon completion of the contract. Samples not approved will also be returned to the Contractor at its expense, if so requested.

Failure of any materials to pass the specified tests will be sufficient cause for refusal to consider, under this contract, any further samples of the same brand or make of that material. Government reserves the right to disapprove any material or equipment which previously has proved unsatisfactory in service.

Samples of various materials or equipment delivered on the site or in place may be taken by the Contracting Officer for testing. Samples failing to meet contract requirements will automatically void previous approvals.

Contractor to replace such materials or equipment to meet contract requirements.

Approval of the Contractor's samples by the Contracting Officer does not relieve the Contractor of his responsibilities under the contract.

1.14 WITHHOLDING OF PAYMENT

2.1 QUALIFICATIONS

PART 3 EXECUTION

3.1 Procedure

A. At time of award, the Contracting Officer will furnish submittal forms (AF Form 3000). Coordinate the submittals with the approved Contract Progress Chart/Schedule. Comply with the specific contract requirements for the each item listed in the specifications and drawings. The Government will not pay for material or equipment which does not comply with contract requirements.

B. In submittals, include items such as: Contractor's, manufacturer's, or fabricator's drawings; descriptive literature including (but not limited to) catalog cuts, diagrams, operating charts or curves; test reports; test cylinders; samples; O&M manuals including parts list;

certifications; and warranties.

C. Reference: On each submittal, reference the applicable specification section, page number & paragraph or drawing sheet number/detail number & the corresponding item number from Schedule of Material Submittals.

D. Submit Submittals for each item noted to the Contracting Officer. Each submittal will be returned, marked to indicate approval or disapproval.

Provide complete Contractor or Supplier submittals which accurately describe the items in the necessary detail required for a full review.

Submit only one (1) original AF Form 3000 with the required number of copies such as 4 or 3 copies depends on the items noted on Schedule of Material Submittals of accompanying literature. Submit each item in English & Japanese.

E. The Submittal of a "system", either as a routine action or as a acceptable variation, is considered a single submittal of an integrated collection of component parts.

F. An approved submittal, in whole or in part, does not constitute approval of any substitution or acceptable variation.

G. Clearly identify proposed acceptable variations from the contract requirements. Identify all requests for acceptable variations on AF Form 3000. With an acceptable variation request, include the benefit gained by the variation.

H. Allow 14 calendar days for each submittal review. If disapproved, allow an additional 14 calendar days for each resubmittal review.

I. Incomplete, unclear submittals or items submitted in the wrong format will be disapproved.

3.2 SCHEDULING

Schedule all submittals for component parts forming whole systems together.

Submit certifications accompanying drawings together. No delay damages or time extensions will be allowed for time lost in late submittals.

Officer. The work of this section is to be performed in a manner that maximizes salvage and recycling of materials. Remove rubbish and debris from the station daily; do not allow accumulations inside or outside the building. Remove rubbish and debris from Government property daily, unless otherwise directed. In the interest of occupational safety and health, perform the work in accordance with EM 385-1-1, Section 23, Demolition, and other applicable Sections.

1.4 DEFINIIONS

A. Demolish - To destroy or wreck or disassemble.

D. Remove (Item) - A term used to indicate a specific item to be removed and discarded. Synonym - Demolish.

1.5 REGULATORY REQUIREMENTS

A. Consult a local code for demolition work and dust control. Consult applicable code for electrical disconnection and re-connection when required.

B. Do not close or obstruct egress width to any building or site exit.

C. Conform to procedures applicable when hazardous or contaminated materials are discovered.

D. Dispose of all demolition material in an approved landfill.

1.7 PROJECT CONDITIONS

A. Conduct demolition to minimize interference with adjacent and occupied building areas.

B. Cease operations immediately if structure appears to be in danger and notify inspector and Contracting Officer. Do not resume operations until directed.

1.8 DUST CONTROL

Prevent construction dust from spreading to occupied portions of the construction site and the surrounding area. Do not use water to control dust when it will result in, or create, hazardous or objectionable conditions such as ice, flooding or pollution.

1.9 PROTECTION

Protecting Existing Property: Before beginning any demolition work, carefully survey the site and examine the drawings and specifications to determine the extent of the work. Take all necessary precautions to avoid damage to existing items, salvaged items, and Government property. Repair or replace damaged items as approved by the Contracting Officer at Contractor’s expense.

1.10 BURNING

Burning refuse and debris at the project site will not be permitted.

1.11 USE OF EXPLOSIVES

Use of explosives will not be permitted.
