FOR
JAPANESE CULTURAL AWARENESS

Section 1
Description of Services: The contractor shall provide a series of instruction on Japanese
Cultural Awareness. Instructions shall be in forms of group training, demonstrations, or individual consultations. The contractor shall use self-researched and self-developes curriculum materials, audio-visual aids, and demonstration that is suitable and applicable to the expressed needs of the customers.
1. Performance Period: 1 October 2014 to 30 September 2015 with four one-year option periods. Dates and times, as scheduled, are agreed to between both parties.
1.1. Performance Requirements:
1.1.1. The contractor shall work one (4) hour session, twice weekly (with the exception of federal holidays, when the services of the contractor will not be required).
One four (4) hour session will be performed in either the morning or afternoon, as scheduled in accordance with Paragraph 1, (at AFRC, Bldg 535, Yokota AB) every
Monday, with the second session being performed on Thursday, as scheduled. These days of the week are subject to change during the performance year. If fewer than five
(5) students are available for the session, the services of the contractor will not be required (contractor will be informed the day prior by Chief, AFRC). During times of local exercises or real world scenarios, the services of the contractor may not be required
(contractor will be informed the day prior by the Chief, AFRC).
1.1.2. The contractor shall orientate the attendees on the different aspects of the
Japanese culture; such as history, customs, etiquette, government, shopping, holidays, art, religion, entertainment, festivals, and life styles.
1.1.3. The contractor shall have experience doing cultural presentations.
1.1.4. The contractor shall be oriented toward the AFRC mission and objectives as needed based on AFI 36-3009.
1.2. Specific Duties and Responsibilities:
1.2.1. To develop and conduct lessons on different aspects of the Japanese culture
1.2.2. To assist students to better understand Japanese mannerisms and life styles.
1.2.3. To assess students’ interests, needs, and design lesson plans to meet those needs by administering a needs assessment survey and feedback evaluations.
1.2.4. To develop and conduct special cultural awareness group orientation briefings for visiting teams, distinguished visitors, andnew commanders’ spouses within
90 days of assumption of duty.
1.2.5. To develop and use audiovisual aids and slides necessary to meet the program’s objectives. To develop brochures and/or handouts necessary for accomplishing lesson objectives. Copies of handouts will be provided by the AFRC.
1.2.6. Payment will be on the hourly rate stated on the schedule of this order.
Contractor will be required to maintain a sign in/out log. This log will be verified by the
COR and payment for services rendered will be based on the sign in/out log. Payment is authorized to be made once a month.
Section 2
2. Government Furnished Property and Services.
2.1. Utilities. Electricity (at existing outlet locations), hot and cold water as determined necessary to fulfill the needs of this contract will be furnished by the U.S.
Government at no cost to the contractor.
2.2. Office Space. Access to classroom for teaching and office space for consultation will be provided. Office space shall include minimum office equipment for documentation, class preparation, contacting customers and storage of audio visual materials.

3. General Information.
3.1. Government Remedies. The contracting officer shall follow FAR 52.212.4, Contract Terms and Conditions-Commercial Items for contractor’s failure to perform satisfactory or failure to correct non-conforming services.
3.2. Hours of Operation.
3.2.1. Normal Hours of Operation. Normal hours of operation shall be in accordance with paragraph 1.1.1. of this PWS. Dates and times, as scheduled, are agreed to between both parties to be within normal AFRC working hours of 0730-1630.
Flexibility may be required as needed to accommodate special events and requests from command leadership.
3.2.1.1. U.S. Holidays. The designed US legal holidays are as follows:
1 January New Year’s Day
3rd Monday of January Martin Luther King’s Birthday
3rd Monday of February President’s Day
Last Monday of May Memorial Day
4th of July Independence Day
1st Monday of September Labor Day
2nd Monday of October Columbus Day
11th of November Veteran’s Day
4th Thursday of November Thanksgiving Day
25th of December Christmas Day
*If the holiday falls on a Saturday, it will be celebrated on Friday and if the holiday falls on a Sunday, it will be celebrated on a Monday.
3.3. Contractor shall obtain written approval from the Director prior to beginning leave/vacation. If the length of the leave/vacation will exceed eight continuous work hours, the Contractor must request approval at least 30 days in advance of the leave/vacation.
3.3.1. The Chief, AFRC may approve additional days for illness or emergencies.
The Contracting Officer reserves the right to terminate this contract if these days become excessive.
