PERFORMANCE-BASED WORK STATEMENT (PWS)

FOR

TRADITIONAL SERVICE MUSIC DIRECTOR AT YOKOTA AB

1. DESCRIPTION OF SERVICES/GENERAL INFORMATION

1.1. DESCRIPTION OF SERVICES

1.1.1. Scope of Work: The contractors shall serve as the primary music director for the 1100 Traditional worship services. The contractor shall provide choral and congregational musical direction in support of the Traditional worship service each Sunday. The contractor will rehearse with the choir and accompanist at least once prior to the Sunday the music will be performed. The contractor will coordinate music with the Traditional Chaplain or his/her designee. Provide same service in support of special chapel musical events as requested by the Traditional Chaplain or his/her designee.

1.1.2. Location: Primary facilities for the services provided will be the Traditional Chapel Bldg 345 and the East Chapel Bldg 4314.

1.1.3. Workmanship: All work shall be accomplished within the guidelines of the Traditional Service Chaplain, Air Force Instructions, and the Wing Chaplain’s Policy Statements.

1.1.4. Work to be Accomplished:

1.1.4.1. Coordinate all music support requirements for the Traditional programs with the Traditional Chaplain or designated representative. Provide the Traditional Service Musician with the necessary information relative for the various chapel services and activities.

1.1.4.2. Coordinate with the Traditional Chaplain for special services. Contractor shall be given a 30-day notice before performing for special services.

1.1.4.3. Select hymns, songs, and worship music following the Church Calendar/Liturgical Season. Contractor will submit selections to the Traditional Chaplain or his/her designee fourteen (14) days or as otherwise agreed upon period of time prior to the date of performance.

1.1.4.4. Recruit a volunteer choir and assemble them at least fifteen (15) minutes prior to the announced time of the service for a warm-up session that will end no later than five (5) minutes prior to the start time of the service.

Contractor will remain in the sanctuary during the worship service.

1.1.4.5. Inventory, maintain music files, and supplies to be kept in music room, and assist in ordering music and supplies. The time of the performance of this duty is at the discretion of the contractor and is not a unit of service.

1.1.4.6. Be in place and ready to begin on time to direct appropriate prelude, hymns, anthem(s), choral responses, and postlude for the worship service.

1.1.4.7. Setup and take down all necessary items for rehearsals and worship services. Ensure the areas used will be properly secured upon completion of rehearsals and worship services.

1.1.4.8. Properly mark and utilize all music and videos that are copyright protected with the Chapel's Christian Copyright License International (CCLI) number to be located on all sides of documents, presentations or media.

1.1.5. Competency of Contracted Personnel: Possess a Bachelor of Arts in music or 3 years of experience as a choral director. Contractor must have professional church music knowledge, which includes directing worship services, memorial services, funerals, choir rehearsals and special programs. Contractor must be able to coordinate a wide range of church music to include traditional, liturgical, and contemporary, all of which will be tailored to meet the worship and liturgical needs of the particular service wherein assigned. Experience in church music, a background in vocal and instrumental music instruction, hymnology, traditional religious music, and contemporary religious music is desirable. Contractor must possess a working knowledge of the liturgical calendar to be able to anticipate musical needs for presentations during the special seasons of the year. Be willing to work in an interfaith environment.

Contractor must speak fluent English. The contractor must pass a Background Investigation. : In accordance with DODI 1402.5, a Criminal History Background Check and/or Local Files Check must be accomplished for all individuals working with children. Consent to the background check is mandatory. Failure to consent to the background check will be grounds for immediate cancellation of the contract at no further cost to the Government.

In the event that a criminal history is found, the contract will be terminated at no further cost to the Government.

The contractor must furnish a resume including academic and work related references. The contractor shall be fully qualified to perform the required services without any supervision or direction by Government personnel.

1.1.6. Contractor Points of Contact: The contractor shall provide the Contracting Officer and the Traditional Chaplain with any changes to his current address, telephone numbers, and email address. He/she will also provide the names of a primary and alternate point of contact with telephone numbers, in case of emergency.

1.1.7. Performance: The contractor shall arrive at the chapel a minimum of 15 minutes before the start of the worship service. Rehearsal shall be one week in advance of a scheduled performance. Rehearsals will last at least one (1) hour, but no more than two (2) hours. The contractor is required to coordinate and schedule rehearsals per the direction of the Traditional Chaplain. Rehearsals will not exceed 52 units per year. Performances will last least one (1) hour, but no more than two (2) hours. Performances shall include a minimum 10-minute warm-up session before each service.

Performances are scheduled on Sundays at 1100. Performances will not exceed 52 units per year. Other special performances, such as holy days, may be required during weekdays. Special rehearsals and performances will not exceed 16 units per year.

1.2. GENERAL INFORMATION

1.2.1. Contractor Responsibility:

1.2.1.1. The contractor is solely responsible for all tax liabilities. No provisions are implied or provided in this contract for any benefits such as medical care, retirement or worker’s compensation. This is a Non-Personal Service Contract.

1.2.1.2. The contractor shall provide a qualified substitute in the event the contractor cannot meet any obligation of this contract. A “qualified substitute” is defined as an individual who meets the qualifications outlined in paragraph

1.1.5 of this PWS.

1.2.1.3. The contractor shall present a neat, well groomed appearance appropriate for chapel worship services during all times while he is performing services under this contract.

1.2.1.4. The contractor shall furnish his own transportation to and from Yokota Air Base.

1.2.1.5. The Government will not be liable for loss, damage, theft, or maintenance of personal equipment.

1.2.2. Administration:

1.2.2.1. The contractor shall document work performed and will present it to the Traditional Chaplain upon request.

The contractor must present an invoice to receive payment for services rendered.

1.2.2.2. If desired, the contractor will be issued a base pass good for 7 day 24 hr entrance to Yokota Air Base.

1.2.3. Personal Property: The contractor shall ensure that personal property is clearly marked and identified to preclude misidentification as Government property.

2. GOVERNMENT-FURNISHED PROPERTY AND UTILITIES

2.1. Equipment: The Government will furnish Government-owned organs, pianos and chaplain fund-owned choir robes are available in the chapel facilities. All other instruments will be furnished by the contractor. Requirements for music supplies (i.e. scores, song sheets, folders, etc.) will be submitted in writing at least sixty (60) days in advance of the required date and will include: title, number required, cost and suggested source.

Government-owned equipment/supplies will not be moved without the permission of the Wing Chaplain.

2.2. Liability: The contractor shall be liable for loss, damage, or theft of Government property due to the contractor’s carelessness and/or negligence. Negligence will be determined by appropriate Report of Survey findings.
