Questions and Answers #1, dated 8 May 09
Solicitation FA5209-09-R-9000
Title I, II and III Services, Yokota AB, Japan
Q1. The solicitation requires “for each project listed in the "Example Projects" (Section F of
Standard Form 330), and provide a letter of reference from the individual listed in block 23.”
Q-1a. Please advise on the desired format for this letter. Are previously written letters of reference acceptable or must they be specifically for this proposal?
A-1a. Any letter of reference from the provided project is acceptable as long as it is from the individual listed in block 23 b.
Q-1b. Please advise where the letters should be included in the SF330. Should the letters of reference be included in Section F behind each representative project, at the end of the SF330
(after Part II), or in another location?
A-1b. AE can organize the submission anyway they prefer. This will give us a feel for their organizational skills when we review the packages.
Q-1c. Please advise if these 10 Letters of Reference will count against the 50-page limit.
A-1c. The 10 pages count against the 50 page limit.
Q2. Evaluation Factor #1 requires the submittal of key personnel for a number of disciplines.
Please advise if either Japanese or US registration is required for these disciplines. If registration is required, please advise if US or Japanese registrations are considered superior.
A2. US and Japanese registration will be considered equal.
Q1. Please advise on the amount of detail that will be requested for the mock project, as well as the format for the teleconference. Will a design solution be required (i.e. drawings and specifications?) Will an in-person review be allowed as an option for discussing the mock project?
A2. The mock project is a hypothetical situation with a series of associated questions that will hopefully provide us a feel for how experienced an AE firm is with working on Air Force facilities. Design solution will not be required. Questions are designed to explore a firms experience with designing facilities on an Air Force base and see their unique approach to addressing issues. Teleconference is required to keep everyone on an equal footing.
