Section B: Description of the Supplies/Services Required

35CES/CEF requires a Mobile Air Compressor to allow the capability to refill Self Contained Breathing Apparatus (SCBA) bottles with safe breathable air on-scene during large scale emergencies. The mobile trailer must meet the standards of NFPA and have the ability to be maintained by certified maintainers in the local area of Misawa, Japan. The Bauer TCOM Trailer 13H is the only known model that meets the end user's requirements.

The mobile trailer must meet the standards of NFPA:

- 1500 Chapter 7

- 1852 Chapter 7.3.1

- 1901Chapter 24.1

- 989 Chapter 7.2

Considering life cycle cost and the need to prevent delay or interruption of serviceable equipment capabilities, the Mobile Air Compressor must have the ability to be maintained by certified maintainers in the local area of Misawa, Japan. A maintenance scheme in which the trailer must be sent to CONUS for service/repair is not acceptable. The Bauer TCOM Trailer 13H meets both the NFPA requirements and the maintenance on location requirement.

Section C: Justification for Soliciting from a Single Source or Brand Name

FAR13.106-1(b)(1)(i) allows Contracting officers to solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization).

The Bauer TCOM Trailer 13H will alleviate an issue that is seriously degrading response capability of the 35th CES/ SEF Flight at Misawa, japan. Previous purchase history of SCBA trailers in which service/repair cannot be performed by certified technicians in the local area has led to increases in out of service time and costs associated with shipping a large item to the Continental United States (CONUS). Bauer is the only known brand in which Japanese companies have certified workers to provide maintenance and repairs to compressors. In the event another item were purchased, it would have to be shipped back to CONUS for repair and maintenance at a cost ranging between $7,000 and $20,000 for shipping alone. The increased time out of service due to the shipping jeopardizes Misawa, AB emergency response capabilities and is not compliant with NFPA 1500. No other products have been identified which meet NFPA requirements listed above and are able to be maintained by certified maintainers in the local area of Misawa, Japan.

Section D: Efforts to Obtain Competition

A Request for Information was posted on FBO.gov in an attempt to find sources that can service alternative equipment in the local area and met the additional NFPA specifications. No responses were received as a result of this RFI.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

In the future, a market survey will be performed prior to brand name purchases for this or similar equipment.
