Statement of Objectives for 354th Contracting Squadron (Bldg 2258) Renovation at
Eielson AFB, Alaska
5 April 2019
1. Scope of Work. Contractor shall provide all personnel, labor, equipment, materials, supervision and tools necessary for the purchase and installation of furniture in Building 2258 (354th Contracting Squadron) on Eielson AFB, Alaska. The contractor shall comply with commercial and industry standards, and all applicable federal, state, and local regulations and procedures to include OSHA Guidance CFR part 1910 General Industry and National Fire Protection Association (NFPA).
2. Place of Performance. Performance shall take place at Eielson AFB, Alaska, Building 2258, third floor. Throughout the entirety of this project, the contractor shall maintain close coordination with the Points of Contacts (POC) for scheduling Furnishings, Fixings, and Equipment (FF&E) delivery and installation.
3. Points of Contact (POC). The Contractor will identify personnel by name and their telephone number who can be contacted regarding contract activities. The Contractor will provide this information within seven (7) calendar days after Contract Award and anytime there is a change to this information. Government POCs will be identified to the Contractor after contract award.
4. Government-Furnished Property. NONE.
5. Hours of Operation. The contractor shall coordinate with the POC to determine a schedule that allows the contractor to complete their work yet creates minimal disturbance for the facility. Typically, the contractor shall perform work during normal business hours of Monday through Friday, 7:30 AM and 4:30 PM.
6. Security Considerations. The contractor shall be responsible for and shall pay for obtaining all necessary clearances, cards, passes, decals, or other items required for access of contractor personnel and vehicles to the base or other areas where work will be performed. The contractor shall be required to apply for vehicle and personnel identification media at the Base Pass and Registration Section. Upon completion or termination of the contract, the contractor shall ensure all vehicle and personnel identification media are surrendered to the Base Pass and Registration Section. The contractor shall obtain Eielson Vehicle Passes for each vehicle that will be required to enter the base.
7. Travel & Lodging. Neither meals nor lodging will be provided by the government.
8. Special Material Requirements. Contractor shall provide any materials, equipment, and tools as necessary to perform delivery and installation. A staging area can be provided within 500 feet from the work site.
9. Period of Performance. Product ordering/manufacturing shall begin upon receipt of contract award. Delivery and installation shall be completed no later than 90 days after award, unless otherwise notified by the Contracting Officer.
10. Concept Layout for Building Furniture. Contractors shall submit a proposal that includes an itemized spreadsheet showing furniture quantity, part number, size, color, quality and function along with a corresponding concept layout that meets the requirements in Attachment A – Bldg 2258 Room Requirements List and Attachment B- Bldg 2258 Detailed Listing.
Proposed furniture shall be of similar or better quality than products provided in Attachment A.
11. General Requirements.
a. Purchase required furniture, fixtures, and equipment according to proposal.
b. Deliver and offload FF&E to Eielson AFB
c. Install FF&E according to proposed Concept Layout.
d. Clean worksite.
e. Coordinate removal and DRMO of existing furniture and equipment with designated POC.
f. Coordinate final inspection with POC.
