STATEMENT OF WORK

SECTION 1

SPECIFIC REQUIREMENTS FOR INVESTIGATION OF

FTQW 192010 – REPAIR QUEBEC FUEL SPILL PAVEMENT

1.1. GENERAL:

The Architect-Engineer (A-E) shall perform the services as described in the previous Sections of this Statement of Work and as described below:

1.2. BACKGROUND: FTQW 192010 – Repair Quebec Fuel Spill Pavement is located on Eielson AFB, West of the Thunderdome (B1140). In the Summer of 2019, two JP-8 fuel spills of approximately 100 gals each, occurred. During this time, the JP-8 eroded the Quebec Parking spots 3 and 7 and it is presumed the fuel infiltrated the pavement through raveling and existing cracks in the pavement. Per ADEC requirements, EAFB is responsible for the remediation of this site. It is assumed there is risk of other typical contaminants found on an airfield and thus must also be tested for. Coring the two parking spots will ensure a construction repair projects is sufficiently scoped and meet all ADEC reporting and handling requirements.

1.3. SCOPE OF PROJECT:

A. GENERAL: The work required under this contract includes investigation services necessary to allow the base to pursue pavement repair and remediation effort of the fuel spills for the Summer of 2020. The A-E shall develop an addendum to the base’s Generic SAP to include the location of the project, scope of work, testing activities. This addendum shall test for the following contaminates at minimum:

RRO/GRO/DRO, BTEX, PAHs, VOCs, TCLP sample (using Method 1311 in SW-846) for all RCRA 8 metals (arsenic, barium, cadmium, chromium, lead, mercury, selenium, silver), PCBs, pesticides, and PFOS/PFOA. Once approved by EAFB and ADEC, the A-E shall core sample in pre-determined locations (identified by the A-E in the EAFB Generic SAP Addendum), until groundwater is found. The A-E shall replace the hole with material matching the existing. The A-E shall test the samples for the contaminants listed above, and complete geotechnical analysis of the existing layers found. A report shall be generated to describe findings and identify the following:, identify which contamination must be remediated per EPA/ADEC standards with the estimated qualities of contaminated soil, courses of action for remediation in the excavation of the area due to contamination, and develop a Site Specific SAP including these requirements to be used by a construction contractor.

B. PROJECT GOALS:

a. Investigate the two fuel spill locations for contaminates and quantities.

b. Complete Geotechnical analysis of existing layers for a Type A taxiway and recommend fill to replace existing.

c. Develop plan of remediation for a Summer 2019/2020 pavement repair to include a Site Specific SAP approved through ADEC.

d. Present all the feasible potential options to remediate the site. During the investigation, where options present themselves, the A-E shall describe them, list advantages and disadvantages. The development of alternatives shall consider the following:

i. Feasibility of construction completion in one construction season.

ii. Disposal of any contaminated soil that may be present at the site of the project (soil testing will be performed during site investigation).

C. WASTE DISPOSAL/BORROW PIT PLAN: The design shall include a project specific Waste Disposal/Borrow Pit section. The A-E shall complete the estimated quantities of wastes to be generated and borrow materials required on the Worksheet during the Investigation phase.

D. SOIL CONTAMINATION:

The A-E will be required to conduct the soil tests outlined in the base wide Generic Sample Analysis Plan (SAP), utilizing the latest published ADEC Cleanup Levels, during the site investigation. Prior to any investigation work, an addendum to the Generic SAP must be completed and approved by EAFB and ADEC.

These tests are the generic tests done at all sites requiring excavation in areas where there is currently no known contamination. These tests are less stringent than site specific contamination tests that must be conducted when projects are done in areas where there are no known contaminants (these tests are outlined in the Generic SAP document provided). There are currently known contaminants at the site of Quebec Apron, which is located at Site SS086 and the most recent POL spill. This area has been suspected to have the contaminants listed in Section 1.3 of this document. Should contaminants be found at the site, the following guidance shall be used for dealing with the contaminated materials:

a. Contaminated materials may be present in and around the site of Quebec Apron. The A-E shall anticipate the potential presence of contaminated soils in the design project, and sub-contract with firms who perform testing for contaminated materials and prepare project documents for their remediation. Technical provisions shall be developed such that all requirements for handling, worker protection, and environmental protection at the work site are referenced to OSHA, EPA, and ADEC regulations.

b. When construction requires special demolition procedures to protect personnel from exposure to excessive levels of hazardous materials, these requirements shall be specified and coordinated with the Eielson AFB project engineer. These procedures shall not be less stringent than Federal OSHA and EPA requirements. Mitigation of hazards to workers shall be included in this design project.

c. The following items are a minimum of what shall be included in the project documents when dealing with contaminated material remediation:

i. Project drawings shall denote the location of hazardous materials and provide sufficiently detailed information for their remediation, to include accurate quantities.

ii. Project drawings shall denote the location of approved, permitted on-base disposal areas, if available, for use during project construction.

iii. Project drawings shall denote the most direct haul route, minimizing the exposure risk for personnel, between the project site and disposal area(s).

iv. Construction contractor notification and permitting requirements shall also be specified.

v. Developed Site Specific SAP for construction, reviewed and approved through ADEC.

E. CONSTRUCTION WARRANTY: Design documents shall require a Construction Warranty – one year on all new work and longer warranty where it is industry standard.

1.4. SCOPE OF WORK: The work includes the following: attending pre-investigation meeting; investigating site conditions, options, etc.; collecting and reviewing project data and records; developing construction concepts;

submitting an investigation report; Site Specific SAP draft for construction; attending review meetings; making the review revisions requested by the Government.

1.5. TASK:

A. The Contracting Officer will issue a Notice to Proceed for the task. The Government shall neither approve payment for a task nor issue Notice to Proceed for the subsequent task until all work under the task is complete and the A-E has provided all of the listed Contract Deliverable Items applicable to the task (except draft meeting minutes which may not yet be complete).

B. Pre-investigation and review meetings shall be scheduled by the Contracting Officer and be held at Eielson AFB. They shall be attended by the Government's Project Engineer, engineering staff, representatives of the reviewing agencies, invited interested parties, and the A-E's project manager and necessary staff. Reviewers will submit written comments on the investigation and design to the Contracting Officer. Comments will be provided to the A-E for response. The A-E may make a presentation at each meeting. The A-E shall prepare a meeting agenda and send to the Contracting Officer three (3) days prior to meetings. The A-E also shall record the proceedings of each meeting and submit a written summary report (minutes) of those proceedings to the Contracting Officer for written approval. Draft minutes for each meeting, including the responses to each reviewer's comments shall be submitted to the Contracting Officer within three (3) working days following each meeting.

C. All contract deliverable items for each task (except draft meeting minutes) shall be submitted to the Contracting Officer at the same time. Approval from the Contracting Officer shall be obtained prior to the submission of contract deliverable items separately.

D. TASK: The Task includes attending the Pre-Investigation Meeting and submitting draft and final minutes of the meeting; investigating the project site and applicable existing documents; interviewing appropriate facility users and maintenance personnel; investigating options; investigating design concepts; producing the required Investigation Report; submitting these documents to the Contracting Officer for review; attending the Investigation Review Meeting; and submitting draft meeting minutes of the Investigation review meeting to the Contracting Officer.

1. Pre-Investigation Meeting: The A-E and Government representatives will meet to discuss the objectives and requirements relating to the investigation. The A-E will have the opportunity to interview appropriate government personnel. The A-E shall record the proceedings of the meeting, and submit draft meeting minutes to the Contracting Officer within 3 working days for approval.

2. Data Acquisition and Field Investigation: The A-E shall complete the necessary investigative field work and submit an investigation report to the Contracting Officer. Access to the Airfield will require the completion of a flight line drivers course. The report produced shall include discussions of all aspects of the work required under the various options investigated -- identify each item of work and discuss any potential difficulties, alternatives to proposed work items, recommendations.

3. Contract Deliverable Items: The following items are deliverable as part of Task I:

a. The Draft Pre-Investigation Meeting minutes shall be submitted to the Contracting Officer by email within three (3) working days after the Pre-Investigation meeting. Corrections to the meeting minutes may be required by the Government.

b. Three (3) hard copies of the investigation report. This report shall include recommendation of fill to replace existing, analysis, recommendations, and the approved Pre-Investigation Meeting minutes and shall meet requirements specified in Section 3 of this Statement of Work. These requirements shall be submitted to the Contracting Officer for review and for presentation / discussion at the Investigation Review Meeting.

c. One (1) copy of the entire investigation report on CD.

d. The draft investigation review meeting minutes shall be submitted to the Contracting Officer by email within three working days of the investigation review meeting. Corrections to the meeting minutes may be required by the Government.

1.6. SCHEDULE

A. Pre Investigation Meeting – within 7 calendar days after date of contract

B. Investigation period – 65 calendar days, to include time for ADEC’s review of the Site Specific SAP deliverable and the EAFB Generic SAP Addendum, after receipt of Notice to Proceed

C. Investigation review period – 14 calendar days

SECTION 2

A-E INVESTIGATION SERVICES FOR

FTQW 192010 – REPAIR QUEBEC FUEL SPILL PAVEMENT

2.1 SCOPE OF WORK: A-E investigation services shall include participation in the Pre-Investigation meeting and submission of meeting minutes, the planning, study, field reconnaissance, materials testing, site survey and investigation, and work required to obtain the engineering information and data necessary for the accomplishment of this contract. The A-E shall determine the condition and type of existing utility services, structures, pavements, and soils involved in the project design. The A-E shall place particular emphasis on making an accurate estimate of the location and quantity of hazardous materials affecting the project design. The A-E shall perform topographic surveys, prepare documents showing existing conditions, conduct fact finding investigations, collect and review project data and records, provide recommendations to replace existing fill, and prepare and present a written investigation report.

2.2 PRE-INVESTIGATION MEETING: The A-E and Government representatives will meet to discuss the objectives and requirements relating to the investigation. The A-E will have the opportunity to interview appropriate government personnel and request any assistance that may be required. Record the proceedings of the meeting, and submit a written summary report (meeting minutes) to the CO.

2.3 INVESTIGATION REPORT: The A-E shall prepare an investigation report detailing the findings of the investigation and submit it to the CO for approval. Included in this report shall be all soil boring logs, site plans, photographs, contaminated materials surveys and test results, documents describing existing conditions prepared by the A-E, inspection results, engineering data, and technical data required to support their findings, etc. After review of the report by the CO, the A-E shall present the report at an investigation review meeting at Eielson AFB.

Changes resulting from the investigation review meeting shall be incorporated into the first design submittal.

2.4 INVESTIGATION REVIEW MEETING: At the meeting the attendees will discuss the investigative report, consider design alternatives, and give technical guidance for proceeding with the design. The A-E shall attend the investigation review meeting at Eielson AFB, take attendance and minutes, and answer review comments. The investigation review meeting shall be scheduled through the CO. The meeting will be attended by the Government’s project engineer, engineering staff, representatives of the reviewing and using agencies, interested parties, and shall be attended by the A-E’s project manager and necessary staff. Reviewers will submit written comments on the design prior to the investigation review meeting. The A-E shall provide responses to the comments at the investigation review meeting.

2.5 DOCUMENTS SUBMITTED: The exact number of documents required for each review submittal, and time frames for their development and review are described in Section 1 of this Statement of Work.

2.6 CONTRACTOR’S FURNISHED PRODUCT: The A-E shall provide complete investigation report to the government as specified elsewhere in this statement of work. The investigation report shall be of the highest professional quality and shall provide the basis of as well as options for the design.
