STATEMENT OF WORK

SECTION 1

GENERAL A-E INVESTIGATION SERVICE REQUIREMENTS FOR

FTQW18-1024 REPAIR BASE STEAM TRAPS

1.01 GENERAL SCOPE: The A-E shall perform professional architectural and engineering services such as planning, investigation, study, surveying and provide labor and materials to accomplish the work specified in this contract. The A-E shall be responsible for all travel and lodging arrangements and expenses involved in the performance of work under this contract. The A-E shall furnish the Air Force with complete and usable products to include: planning documents, investigative reports, study reports, design analyses, project concept drawings, conceptual equipment layouts, cost estimate, and other documents required under this contract to provide complete engineering investigation services for Eielson AFB, Alaska.

1.02 TYPE OF WORK: Work on the project may involve disciplines such as: A-E project management; civil, structural, mechanical; drafting (AutoCAD/GIS); surveying; hazardous materials survey / testing and abatement planning; cost estimating; and computer word processing.

1.03 ADMINISTRATION: The Eielson AFB Contracting Officer (CO) is responsible for the administration of the contract. No change shall be made in the provisions of this contract without written authorization from the CO.

The Base Civil Engineer (BCE) monitors the work and services furnished, and evaluates the performance of the

A-E as the Contracting Officer’s Technical Representative (COTR). The COTR is not a CO and has no authority to contractually bind the Government or modify the contract.

1.04 GENERAL DESIGN CRITERIA: The Air Force requires investigation services that can be used to produce complete and functional designs that are appropriate for the sub-arctic environment of interior Alaska. The investigation (as basis of subsequent design and construction) shall conform to the most recent issue of the following standards and publications. The following shall be considered a partial list and not limit the standards which may apply to the project.

1.05 REFERENCES: All Air Force Manuals, Publications, and Guide Specifications will not necessarily be furnished. The A-E may acquire them from the Defense Printing Service Detachment Office, Standardization

Document Order Desk, 700 Robbins Avenue, Philadelphia, PA 19111-5094 or other Federal agencies. The Special

The A-E may review any Air Force Manual or publication available at the Base Civil Engineering offices. The Eielson AFB design guides are attached as appendices to this statement of work.

1.06 GOVERNMENT DOCUMENTATION: Because only the A-E can be expected to know exactly which record drawings will be useful for his investigation, the A-E should expect to spend some time in Eielson's Civil

Engineering drawing storage vault locating drawings he might need. The A-E should not expect Government personnel to perform a drawing search for him. "As-builts", shop drawings, and operation and maintenance manuals that the Government may have are not guaranteed to be either accurate or complete. It shall be the A-E’s responsibility to verify any information or data that is given to them by the Government.

1.07 CONCEPT LIMITATIONS: General information and criteria provided to the A-E shall not prevent the A-E from suggesting or using improved methods and designs with functional or cost-saving advantages.

1.08 GOVERNMENT FURNISHED MATERIALS: The government shall furnish the A-E with the following:

A. A description of the specific requirements of the investigation of this project. See Sections 2 and 3 of this Statement of Work.

B. Digital As-builts for the Utilidor (available upon request)

C. Utilities Maps (attached to Section 3 of this Statement of Work).

D. Site Plan and Photos (available upon request).

1.09 ENERGY EFFICIENCY: The A-E shall provide life cycle cost analysis as applicable and to include energy conservation measures and payback. A-E shall provide designs that best help the Air Force meet the greenhouse gas reduction and energy efficiency goals set forth by Executive Order 13693.

1.10 HIGH PERFORMANCE AND SUSTAINABLE BUILDING REQUIREMENTS: The Air Force is discontinuing use of LEED. New projects will register for Guiding Principles Compliance (GPC) certification using either the US Green Building Council (USGBC) or Green Building Initiative (GBI)

GPC certification. Projects already registered under LEED 2009 shall continue with the certification and achieve LEED Silver certification. No new Air Force projects will register for LEED v4 certification. Therefore, all new unregistered Air Force projects shall meet the requirements of UFC 1-

200-02, High Performance and Sustainable Building Requirements. The attached Air Force

Sustainability Requirements Scoresheet (attachment I of this statement of work) references UFC 1-200-

02, and is what the design and construction shall be scored upon.

SECTION 2

A-E INVESTIGATION SERVICES FOR

2.01 SCOPE OF WORK: A-E investigation services shall include activities such as participation in the Pre-

Investigation meeting and submission of meeting minutes, the planning, study, field reconnaissance, materials testing, site survey and investigation, and work required to obtain the engineering information and data necessary for the accomplishment of this contract. The A-E shall determine the condition and components of the existing steam trap utilities involved. The A-E shall perform location surveys; prepare documents showing existing conditions and locations; conduct fact finding investigations; collect and review project data and records; create alternative design concepts; estimates of construction cost and construction timelines; a project programming planning study based on project programming requirements of AFI 32-1032 and the UFCs; and prepare and present a written draft investigation report and final investigation report.

2.02 PRE-INVESTIGATION MEETING: The A-E and Government representatives will meet to discuss the objectives and requirements relating to the investigation. The A-E will have the opportunity to interview appropriate government personnel and request any assistance that may be required. Record the proceedings of the meeting, and submit a written summary report (meeting minutes) to the CO.

2.03 COST AND SCHEDULE ESTIMATE: A preliminary construction timeline and cost estimate shall be included with the investigation report. The A-E shall develop initial cost estimates and estimates of construction timelines and submit for each alternative considered. Cost estimates shall be broken down into line items by individual task and grouped into major construction categories such as architectural, civil, structural, mechanical, electrical, contractor mobilization(s), general contractor requirements, etc. showing labor (man-hours), material costs and equipment costs. Cost estimates shall be marked “FOR OFFICIAL USE ONLY”. Cost estimates shall be prepared using accurate data reflecting construction costs in the Fairbanks, Alaska area. The estimates shall also reflect accurate costs associated with the particular requirements of constructing on Eielson AFB. Any minor construction costs (new work as defined by the Air Force) in the project has a limit and therefore must be tracked separately. The A-E shall separate the cost of minor construction work for ease of tracking. The cost estimates shall be prepared assuming construction in Spring - Summer 2021. If the estimated construction cost differs significantly from the range shown in the Contract, or exceeds the statutory limit (if one exists), or exceeds the

Programmed Amount (PA), the A-E shall notify the CO as soon as practical.

2.04 CONCEPT DRAWINGS: Separate drawings shall be prepared to show existing site conditions, general layout of components, location maps, and the extent, type, and detailed requirements of the current state and future work to be performed. The A-E shall provide a detailed schedule of drawings. Separate drawings shall be prepared to cover all needed phases of architectural, hazmat, civil, structural, mechanical, fire suppression, fire alarms and mass notification systems, electrical, telecommunications, etc. work to be accomplished. Each drawing shall have a graphic scale. The A-E shall use a standard sheet format and fonts conforming to Eielson’s Drafting Standards.

Lettering shall be large enough to ensure legible half-size reduction. Each discipline’s group of drawings shall contain a detailed legend defining all applicable symbols appearing on that discipline’s sheets. The legend shall appear on the first sheet of each group. Standard building material indicators, and symbols for architectural items and for mechanical and electrical equipment shall be used to the greatest extent possible. All drawings shall be boldly marked on each sheet “FOR ENGINEERING INVESTIGATION REVIEW ONLY, NOT FOR

CONSTRUCTION”. The preferred full scale drawing size for Eielson AFB is ANSI D (22”X34”), but other drawing sizes may be accepted upon prior approval of the CO. In addition to hard copy drawings, the A-E shall provide electronic copies of the drawings on CD-ROMs and via AMRDEC in the Government’s most recent version of AutoCAD (version 2012 or later) and in read-only Adobe Acrobat Reader (.pdf file) format. Actual number of required copies of drawings to be submitted is described in Section 3 of this Statement of Work.

2.05 DRAFT INVESTIGATION REPORT: The A-E shall prepare a draft investigation report detailing the findings of the investigation and submit it to the CO for approval. The cover sheet of the report shall be boldly marked with the date submitted. Included in this report shall be all assumptions, analysis, calculations, discussion, SECTION 2

recommendations, options, site plans, concept drawings, photographs, hazardous materials surveys and test results, description of existing conditions, inspection results, engineering data, cost and construction estimates, product literature, technical data, and programming planning study, etc. required to perform the requested engineering services. Report shall also cite specific code references, assumptions, calculation sources, data sources, etc. The report shall include recommendations for design and estimated design and construction schedules. After review of the draft report by the CO, the A-E shall present the draft report at a draft investigation review meeting at Eielson

AFB. Changes resulting from the draft investigation review meeting shall be incorporated into the final

Investigation submittal.

A. Location/Condition Indexing: The A-E shall locate all steam traps within the utilidor and prepare an accurate map of all locations. The map shall be presented on the preferred full scale drawing size which is

ANSI D (22”X34”), but other map sizes may be accepted upon prior approval of the CO. In addition to hard copy maps, the A-E shall provide electronic copies of the maps via CD-ROMs or AMRDEC in the

Government’s most recent version of GIS (.shape) and in read-only Adobe Acrobat Reader (.pdf file) format. The A-E shall also investigate the condition of each steam trap (all individual components from the mud leg to the condensate return) and prepare an accurate table of findings for each steam trap. The

A-E shall provide information on each component’s type (valve, nipple, tee, etc.), brand, and condition/functionality. The condition index shall be presented in an excel sheet (.excel) and in the attribute table aligned with the GIS map .shape file.

B. D. Design Analysis: The A-E shall prepare an accurate design analysis to support the project investigation. Each sheet of the design analysis shall be sequentially numbered and shall carry the title of the project, date of analysis, and the designer’s name. The analysis shall be bound and prepared (typed or legibly printed) on 8-1/2”x11” bond paper or standard company form, with 1” left and right margins. The design analysis shall cite specific code references, assumptions, calculation sources, data sources, etc.

Calculations and data shall be presented in a neat and logical progression. The analysis shall include elements such as: a brief description of the desired project outcome, anticipated construction schedule, description of existing conditions, site descriptions, existing features such as age and type, utility locations and access, photos as necessary or required, life cycle cost analysis, energy analyses, computer modeling, solutions for repair, cost estimating etc.

2.06 DRAFT INVESTIGATION REVIEW MEETING: At the meeting the attendees will discuss the draft investigative report, consider design alternatives, and give technical guidance for proceeding with the design. The

A-E shall attend the investigation review meeting at Eielson AFB, take attendance and minutes, and answer review comments. The investigation review meeting shall be scheduled through the CO. The meeting will be attended by the Government’s project engineer, engineering staff, representatives of the reviewing and using agencies, interested parties, and shall be attended by the A-E’s project manager and necessary staff. Reviewers will submit written comments on the investigation prior to the investigation review meeting. The A-E shall provide responses to the comments at the investigation review meeting.

2.07 FINAL INVESTIGATION REPORT: The final investigation report shall include the agreed upon changes identified in the draft investigation report phase.

2.08 DOCUMENTS SUBMITTED: The exact number of documents required for each review submittal, and time frames for their development and review are described in section 3 of this Statement of Work.

2.09 CONTRACTOR’S FURNISHED PRODUCT: The A-E shall provide complete investigation report to the government as specified elsewhere in this statement of work. The investigation report shall be of the highest professional quality and shall provide the basis of as well as options for the design.

SECTION 3

SPECIFIC REQUIREMENTS FOR INVESTIGATION OF

3.01. GENERAL:

A. The Architect-Engineer (A-E) shall perform the services as described in the previous Sections of this

Statement of Work and as described below:

B. The Air Force project engineer for this project is Brian Kass. Brian Kass can be contacted in the Eielson

AFB Engineering Flight office in bldg. 2258 (2310 Central Ave.), at 377-2530, or brian.kass.1@us.af.mil to discuss any questions concerning the project requirements.

C. Besides the design and construction criteria listed in Section 1.04 this investigation effort shall conform to the requirements of:

Other pertinent industry standards. Ensure repaired and modified systems will meet applicable State

Department of Environmental Conservation and EPA requirements.

3.02. BACKGROUND: Eielson AFB currently operates a 37 mile long utilidor system that transports steam to various facilities throughout the base. The base estimates that the utilidor has roughly 1000 steam traps throughout the steam distribution network. Eielson does not currently have any records of numbers or locations of steam traps located within the utilidor system. The investigation will help determine the current state of the steam traps and help build a repair project to get the system unified and functional.

3.03. SCOPE OF INVESTIGATION : The work required under this contract order includes investigation services necessary to develop a basis for design of a project to accomplish the work described below. Work included in the investigation is expected to include the following items: production of a complete set of documentation to include investigation of options; design concepts; cost estimates and recommendations necessary for the Government to set the scope for design of a project that will repair the steam traps. The investigation shall include the following major items of construction which shall result in the repair of steam traps:

A. Investigate current steam trap configuration for code violations.

B. Investigate repair/replace of the all steam traps within the utilidor system.

1. Include utilidor work as required during repair.

2. Include utility work as required during repair.

C. Investigate repair and restoration of all areas affected by this project, such as wires, cables, lines, utilidor and utilities as required during repair.

D. HAZARDOUS MATERIALS: The following guidance shall be used for managing hazardous materials:

1. Asbestos containing materials (ACM), lead base paint (LBP), polychlorinated biphenyls (PCBs), contaminated soils, and other hazardous materials may be present in and around the utilidor. The A-E shall anticipate the potential presence of hazardous materials in the investigation and sub-contract with firms who perform testing for hazardous materials and prepare project documents for their remediation.

The goal of any follow-on design is that technical provisions shall be developed such that all requirements for handling, worker protection, and environmental protection at the work site are referenced to OSHA, EPA, and ADEC regulations as well as pertinent Eielson AFB requirements.

2. When construction requires special demolition procedures to protect personnel from exposure to excessive levels of hazardous materials, these requirements shall be specified and coordinated with the

Eielson AFB project engineer and the Eielson AFB Environmental Element of the Asset Management

Flight. These procedures shall not be less stringent than Federal OSHA and EPA requirements.

Mitigation of hazards to workers shall be included in this investigation.

3. The following items are a minimum of what shall be included in the project documents when dealing with hazardous material remediation. Project drawings shall denote the location of hazardous materials and provide sufficiently detailed information for their remediation, to include accurate quantities.

E. The identification and analyses of alternatives shall include scope descriptions, the costs and other associated impacts of each alternative.

F. The A-E is expected to include drawings and photographs with the body of each submittal as necessary to adequately describe the work involved. Drawings associated with each submittal shall be of a sufficient size so that details and notes are easily readable. Drawings 11"x17" or smaller shall be bound with the report.

3.04. SCOPE OF WORK: The work includes the following: attending a pre-investigation meeting; investigating site conditions, options, etc.; collecting and reviewing project data and records; developing design concepts, cost estimates, preparing required studies; submitting a draft investigation report; attending the review meeting; making the review revisions requested by the Government; and submitting a final investigation report based on the requirements specified above and based on comments received during the draft investigation review meeting.

3.05. TASKS:

A. The investigation shall be divided into two tasks. The Contracting Officer will issue a Notice to Proceed for each task. The Government will neither approve payment for a task nor issue Notice to Proceed for the subsequent task until all work under the task is complete and the A-E has provided all of the listed

Contract Deliverable Items applicable to the task (except draft meeting minutes which may not yet be complete).

B. Pre-investigation and review meetings shall be scheduled by the Contracting Officer and be held at

Eielson AFB. They will be attended by the Government's Project Engineer, engineering staff, representatives of the reviewing agencies, invited interested parties, and the A-E's project manager and necessary staff. Reviewers will submit written comments on the investigation. Comments will be provided to the A-E for response. The A-E may make a presentation at each meeting. The A-E shall record the proceedings of each meeting and submit a written summary report (minutes) of those proceedings to the Contracting Officer for written approval. Draft minutes for each meeting, including the responses to each reviewer's comments shall be submitted to the Contracting Officer within three (3) working days following each meeting.

C. All contract deliverable items for each task (except draft meeting minutes) shall be submitted to the

Contracting Officer at the same time. Approval from the Contracting Officer shall be obtained prior to the submission of contract deliverable items separately.

D. TASK I: Task I includes attending the Pre-Investigation Meeting and submitting draft and final minutes of the meeting; investigating the project site and applicable existing documents; investigating options;

investigating design concepts; producing the required Draft Investigation Report; submitting these documents to the Contracting Officer for review; attending the Draft Investigation Review Meeting; and submitting draft meeting minutes of the Draft Investigation review meeting to the Contracting Officer.

1. Pre-Investigation Meeting: The A-E and Government representatives will meet to discuss the objectives and requirements relating to the investigation. The A-E will have the opportunity to interview appropriate government personnel. The A-E shall record the proceedings of the meeting, and submit a draft meeting minutes to the Contracting Officer within 3 working days for approval.

2. Data Acquisition and Field Investigation: The A-E shall complete the necessary investigative field work and submit an investigation report to the Contracting Officer. The report produced shall include discussions of all aspects of the work required under the various options investigated -- identify each item of work and discuss any potential difficulties, alternatives to proposed work items, recommendations, construction cost estimate for each concept presented, etc.

3. Cost Estimate in the Draft Investigation Report: The A-E shall prepare investigation cost estimates for the project with sufficient accuracy to ensure a basis of accurate planning and sufficiently large contingency to ensure that costs do not increase if the design proceeds. The cost estimates shall be in both hard copy and electronic format. Electronic format shall be in Excel.

5. Draft Investigation Review Meeting: The meeting for discussing the investigative report will be scheduled by the Contracting Officer following receipt of the Draft Investigation submittal, and will be held at Eielson AFB. The meeting will be attended by the Government's Project Engineer, engineering staff, representatives of the reviewing agencies, invited interested parties, and the A-E's project manager and necessary staff. Reviewers will provide the A-E with written review comments regarding his report for his response and action. The A-E may make a presentation at the meeting. The A-E shall record the proceedings of the meeting and submit draft minutes to the Contracting Officer for written approval. The draft minutes shall include the responses to each reviewer's comments and shall be submitted within three (3) working days following the meeting.

6. Contract Deliverable Items: The following items are deliverable as part of Task I:

a. The Draft Pre-Investigation Meeting minutes shall be submitted to the Contracting Officer by email within three (3) working days after the Pre-Investigation meeting. Corrections to the meeting minutes may be required by the Government.

b. Seven (7) hard copies of the draft investigation report. This report shall include alternative design concepts, analysis, recommendations, construction cost estimates, the approved Pre-Investigation

Meeting minutes and the Project Programming Planning Study. These requirements shall be submitted to the Contracting Officer for review and for presentation / discussion at the Draft Investigation Review

Meeting. Hard copy format shall be as described in TASK II below.

(1) Concept drawings may be half-size, but only if all details are legible.

c. Six (6) copies of the entire draft investigation report on CD. Format of report on CD shall be as described in TASK II below. In addition to the CD, provide the investigation report via AMRDEC.

d. The draft investigation review meeting minutes shall be submitted to the Contracting Officer by email within three working days of the investigation review meeting. Corrections to the meeting minutes may be required by the Government.

E. TASK II: Task II includes producing the final investigation report; incorporating changes requested in approved review comments and submitting the required documents to the Contracting Officer.

1. Contract Deliverable Items: The following items are deliverable as part of Task II:

a. Seven (7) hard copies of the final investigation report. This report shall include final alternative design concepts, analysis, recommendations, construction cost estimates, approved Draft Investigation Review

Meeting minutes, location maps and condition index and shall meet requirements specified in this

Statement of Work. The final investigation report shall include all changes that were deemed appropriate during the review of the draft report.

(1) The Final Investigation Report shall be bound and shall be printed on double-sided 8-1/2 x 11 bond paper (except drawings shall not be 8-1/2x11 nor double sided). All pages shall be numbered consecutively.

(2) Concept drawings may be half-size, but only if all details are legible.

b. Six (6) copies of the entire Final Investigation Report on CD and via AMRDEC.

(1) Provide the entire final investigation report in a single .pdf file.

(2) Provide the entire steam trap map in .shape and .pdf.

(3) Provide the condition index (attribute table) for all steam traps in .shape and .excel.

(4) Also provide the entire final investigation report in their original file formats. The design concepts, analysis, recommendations shall be provided in Microsoft Word format. The cost estimate and attribute table shall be provided in Microsoft Excel format. Meeting minutes can be provided in .pdf. The concept drawings shall be delivered as AutoCAD files and in PDF format.

AutoCAD drawings shall be developed to be plotted at desired scale on ANSI D (22”x34”) paper when scale of “1:1” is selected during the plotting function. The map shall be provided in a shape file for GIS with the attribute table attached and also plotted at desired scale on ANSI D and a PDF format. If specific plot assignment files or fonts were used in the creation of the

AutoCAD drawings these files shall be included on the CDs. Provide all x-refs utilized with the drawing files. All x-refs shall be bound to the appropriate drawing files. The separate final project programming planning study shall be in Microsoft Word format.

3.06. SCHEDULE

A. Pre Investigation Meeting – within 7 calendar days after date of contract

B. Draft Investigation period – 45 calendar days (starting after issuance of Notice to Proceed)

C. Draft Investigation review period – 21 calendar days

D. Final Investigation Report preparation period – 24 calendar days
