STATEMENT OF WORK

SECTION 1

SPECIFIC REQUIREMENTS FOR INVESTIGATION AND DESIGN OF

FTQW 181019 - INSTALL AUDIBLE FIRE ALARM DEVICES IN CDC

(B5182)

1.1. GENERAL:

A. The Architect-Engineer (A-E) shall perform the services as described in the previous Sections of this

Statement of Work and as described below:

B. The Air Force project engineer for this project is 1st Lt Kristin Roy. 1Lt Roy can be contacted in the

Eielson AFB Engineering office in Bldg. 2258 (2310 Central Ave.), at 377-1162, or kristin.roy.1@us.af.mil to discuss any questions concerning the project requirements.

C. Design and construction criteria are listed in Section 2.08.

1.2. BACKGROUND: FTQW 181019 – The Child Development Center (CDC) Bldg 5182 is located on the eastern portion of the base, near the center of the base residential area. Is it the on base daycare center for children younger than school age. The original fire alarm system was installed when the building was built in 1994.

Since then, no renovations or upgrades have been made to the system, except to replace damaged or non-working devices of the system. Recently, the system was inspected by the on-base fire protection team and numerous violations of UFC 3-600-01, UFC 4-740-14 and NFPA 101 and 72. The biggest issues were that there was an insufficient number of exterior fire alarm notifications devices and that the current fire alarm panel cannot sufficiently and consistently run fire alarm inspection testing and maintenance (ITM). Currently the system only has strobes and chimes (no audio voice) and due to the panic the alarms cause for the children, UFC 4-740-14 requires the use of textual audible devices instead of the chimes, which is currently not installed.

There is no existing mass notification system (MNS) installed and is now required with all new renovations.

The existing fire panel is an older Simplex fire panel that is outdated and is no longer supported. Because of this, no programming adjustments can be made to fix the existing issues or when new devices are installed.

Any ITM attempted to be completed on it either fails or is difficult to run smoothly due to the many glitches and issues with the outdated panel.

1.3. SCOPE OF DESIGN PROJECT:

A. GENERAL: The work includes the following: (1) investigating site conditions; (2) collecting and reviewing project data and records; (3) creating design concepts with cost estimates for replacement of the fire alarm panel, installation of a new MNS, new fire alarm devices inside/outside facility, and any electrical/wiring work required for installation and meeting all required codes; (4) submitting an investigation report; (5) discussing the results at the Pre-Design Conference; (6) making the revisions requested by the Government; and (7) producing a complete design based on the requirements specified above and based on comments received during the 35 and 95% review meetings.

B. PROJECT GOALS:

a. Design the replacement of the existing Simplex fire alarms panel with an upgraded panel.

The new panel must be capable of completing ITM consistently and easily by CES personnel. The new panel must be able to to work with the MNS currently in use on

Eielson AFB.

mailto:kristin.roy.1@us.af.mil

b. Design the installation of a MNS to be implemented within the entire interior and exterior of building

5182.

c. Design the audible fire alarm system be implemented within the entire interior and exterior of building 5182 and all electrical/structural work associated with the installation of the system to meet all required codes. All audible fire alarm devices will be both visual (strobe) and audible (textual only) per code due to the facility being utilized as a CDC.

d. The design shall include all architectural, structural, electrical and mechanical modifications and additions necessary to provide a complete and useable final product.

C. The identification and analyses of alternatives shall include scope descriptions, the costs and other associated impacts of each alternative. The development of alternatives shall consider the following.

a. Available construction funds.

b. Feasibility of construction completion in one construction season.

c. Coordination with the facility due to children being present during all work hours.

d. Abatement and disposal of any asbestos, lead based paint or other hazardous materials that may reasonably be encountered during work. The A-E should base his abatement cost estimates on existing information available from the Government and any additional testing he deems necessary to adequately identify hazardous materials that might reasonably be disturbed during construction.

e. When considering the various alternatives, the A-E shall include all civil, structural, architectural, electrical, and mechanical, ATFP, and control system requirements/modifications etc. that are necessary to provide a complete, safe and functional operation and facility. If new work would result in compromising the structural integrity, weather tightness or safety of the existing site, structure, or equipment, or would result in adversely affecting plant operations, the A-E shall be responsible for providing remedies for such undesirable conditions as part of this Contract.

f. The final design product shall include the following items: Complete specifications and drawings necessary for the Government to advertise and award a construction contract for the work. The A-

E’s design shall include provisions for the abatement and disposal of any hazardous materials that would be disturbed as a consequence of performing the work of this project. The project shall include complete drawings and specifications for the project as determined based on the findings and recommendations of the Investigation.

g. The A-E is expected to include drawings and photographs with the body of each submittal as necessary to adequately describe the work involved. Drawings associated with each submittal shall be of a sufficient size so that details and notes are easily readable. Drawings 11"x17" or smaller may be bound with the report.

D. WASTE DISPOSAL/BORROW PIT PLAN: The design shall include a project specific Waste Disposal/Borrow

Pit section. The A-E shall complete the estimated quantities of wastes to be generated and borrow materials required on the Worksheet during the 35% design phase. The Eielson AFB Natural Resource Manager will then produce a project specific Waste Disposal/Borrow Pit Plan section to be incorporated into the specifications at the 95% design phase. The Waste Disposal/Borrow Pit Worksheet is an attachment to Specification 01030.

E. SOIL CONTAMINATION: The A-E will be required to conduct the soil tests outlined in the basewide Generic

Sample Analysis Plan (SAP) during the site investigation. These tests are the generic tests done at all sites requiring excavation in areas where there is currently no known contamination. These tests are less stringent than site specific contamination tests that must be conducted when projects are done in areas where there are known contaminants (these tests are outlined in the Generic SAP document provided). There are currently no known contaminates at building 5182, should contaminants be found at the site, the following guidance shall be used for dealing with the hazardous materials:

a. Lead based paint and asbestos may be present in and around the site of the building 5182. The A-E shall anticipate the potential presence of contaminated soils in the design project, and sub-contract with firms who perform testing for hazardous materials and prepare project documents for their remediation. Technical provisions shall be developed such that all requirements for handling, worker protection, and environmental protection at the work site are referenced to OSHA, EPA, and

ADEC regulations.

b. When construction requires special demolition procedures to protect personnel from exposure to excessive levels of hazardous materials, these requirements shall be specified and coordinated with the Eielson AFB project engineer and the Eielson AFB Environmental Element of the Asset

Management Flight. These procedures shall not be less stringent than Federal OSHA and EPA requirements. Mitigation of hazards to workers shall be included in this design project.

F. The following items are a minimum of what shall be included in the project documents when dealing with hazardous material remediation. Project drawings shall denote the location of hazardous materials and provide sufficiently detailed information for their remediation, to include accurate quantities. Project drawings shall also note the location of approved, permitted, on-base disposal areas if available for use during project construction. The most direct haul route, minimizing the exposure risk for personnel, between the project site and disposal area shall also be shown on the drawings. Construction contractor notification and permitting requirements shall be specified.

G. CONSTRUCTION WARRANTY: Design documents shall require a Construction Warranty – one year on all new work and longer warranty where it is industry standard.

Included shall be the 35% design analysis, well-developed drawings, draft specifications, final calculations and selection of material types for construction, completed project Waste Disposal/Borrow Pit Plan, draft bid schedule, draft drawing schedule, detailed cost estimate, and preliminary AF Form 66. Drawings should indicate final layouts, details and sections, and initial schedule layouts with some fill-in remaining.

C. 95% REVIEW: The 95% design package, which should be the A-E’s final design package, shall be submitted to the CO for final government review and acceptance. Included shall be the final design analysis, drawings, drawing schedule, specifications, calculations, material selection types, bid schedule, AF Form 66, cost estimate, final estimate of required construction schedule, and the approved

35% design review meeting minutes to include the 35% comments and responses. The A-E shall have performed and completed Quality Assurance reviews of the design, and thoroughly proofread the specifications.

D. 100% PACKAGE: The 100% package shall be the 95% package with those changes necessitated by the 95% design review. Included shall be the 100% drawings, drawing schedule, AF Form 66, synopsis of work, specifications, design analysis (including calculations, recommended material selections, constructability report), bid schedule, cost estimate, and the approved 95% design review meeting minutes to include the 95% comments and responses.

4.6 DOCUMENTS SUBMITTED: The exact number of documents required for each review submittal, and time frames (though subject to negotiation) for their development and review is described in section 1 of this Statement of Work. All of the architectural and engineering design, design analysis, specifications, and drawings shall be developed into a uniform level for each review submittal. All review plans and specifications shall be boldly marked on each page “FOR ENGINEERING REVIEW ONLY, % REVIEW, NOT FOR CONSTRUCTION”. The cover sheet of each document shall be boldly marked with the date submitted. Document packages shall include:

A. MINUTES AND REVIEW COMMENTS: The A-E shall submit minutes and the annotated review comments to the CO for written approval, within three (3) working days following each review meeting.

B. REVIEW DOCUMENTS: The A-E shall submit the required number of design packages for review to the CO at each review stage. See 4.04, 4.05 and Section 1 for specific requirements.

C. 100% SUBMITTAL: The A-E shall submit the required number of the 100% design documents to the

CO as described in Section 4 of this Statement of Work and meeting the requirements in 3.04, 3.05 and
