STATEMENT OF WORK
SECTION 1
SPECIFIC REQUIREMENTS FOR INVESTIGATION AND DESIGN OF
FTQW 19-0504; REPAIR CH&PP ELECTRICAL PANELS/CIRCUITS, PHASE B
1.01. GENERAL:
A. The Architect-Engineer (A-E) shall perform the services as described in the previous Sections of this Statement of Work and as described below. If there are conflicts between other sections of the Statement of Work and this Section, the provisions of this Section shall have precedence.
B. The Air Force project engineer for this project is Mr. Carl Heidel. He may be contacted in the Engineering Flight office in bldg. 2258 (2310 Central Ave.), or by telephone at 377-1146, or by e-mail at carl.heidel@us.af.mil, to discuss any questions concerning the project requirements.
1.02. BACKGROUND:
A. The Central Heat and Power Plant (CH&PP) is a coal–fired cogeneration power plant providing steam for district heat and electricity for the facilities on Eielson AFB. The plant was originally built in 1952.
B. The majority of the low voltage (480V and lower voltage) electrical panels, lighting throughout the power plant and the interconnecting wiring are old and in poor condition. In addition, lighting levels in many parts of the plant are inadequate.
C. In 2012 and 2013, a design was produced for replacement of all of the lighting and lighting panels in the plant as well as in the cooling pond pump house and the ash silo building. At the end of the design, it was determined that the project was too costly and should be broken into three phases, however, funding was not available at the time to modify the existing design contract. The design consultant, however, did provide a rough phasing plan.
D. Since completion of the 2013 design, Boilers 5 and 6 at the plant have been replaced. As part of the boiler replacements, the lighting around those boilers has also been replaced, and other electrical changes have been made.
E. In 2017, a contract was awarded for design of the first phase of the lighting project. Phase A includes replacement of all lighting in the basement and on the first floor of the main plant. In addition, Phase A includes replacement of an automatic transfer switch, installation of a new battery back-up for the lighting, installation of lighting distribution panelboards, and installation of a 480V/277V transformer.
F. Almost all areas inside the plant are dusty. Many areas are classified as Class II, Div 1 or 2, Group F. In addition, many of the metal surfaces inside may be coated with lead-based paint and there may be asbestos containing materials in the project area.
1.03. SCOPE OF DESIGN PROJECT:
A. General: The work includes the following: (1) investigating site conditions; (2) collecting and reviewing project data and records; (3) creating design concepts with cost estimates for replacement of the lighting and low voltage panels at the CH&PP; (4) submitting an investigation report; (5) discussing the results at the Pre-Design Conference; (6) making the revisions requested

by the Government; and (7) producing a complete design based on the requirements specified above and based on comments received during the 65 and 95% review meetings.
B. Specific Project Goals:
1. This will be the second phase of a three phase project to replace the existing low voltage electrical panels, lighting and wiring in the CH&PP, ash silo building and cooling pond pump house. The work of Phase B includes replacement of the lighting on all floors above the first floor of the main power plant building, excluding the upper parts of the coal unloading area, which includes the upper part of the sandwich belt conveyor and the tail end of the reject conveyor.
2. Hazardous materials abatement as necessary to complete the other work of the project.
C. The work required under this contract includes investigation, analysis and design services necessary to design a construction project to accomplish the goals described above. During the investigation, where options present themselves, the A-E shall describe them, list advantages and disadvantages, and provide a construction cost estimate for each.
D. The identification and analyses of alternatives shall include scope descriptions, the costs and other associated impacts of each alternative. The development of alternatives shall consider the following.
1. Available construction funds.
2. Feasibility of construction completion in one construction season.
3. Coordination with plant operators to avoid interruptions to power.
4. Abatement and disposal of any asbestos, lead based paint or other hazardous materials that may reasonably be encountered during work. The A-E should base his abatement cost estimates on existing information available from the Government and any additional testing he deems necessary to adequately identify hazardous materials that might reasonably be disturbed during construction.
E. When considering the various alternatives, the A-E shall include all civil, structural, architectural, electrical, and mechanical, ATFP, and control system requirements / modifications etc. that are necessary to provide a complete, safe and functional operation and facility. If new work would result in compromising the structural integrity, weather tightness or safety of the existing site, structure, or equipment, or would result in adversely affecting plant operations, the A-E shall be responsible for providing remedies for such undesirable conditions as part of this Contract.
F. The final design product shall include the following items: Complete specifications and drawings necessary for the Government to advertise and award a construction contract for the work. The A-E’s design shall include provisions for the abatement and disposal of any hazardous materials that would be disturbed as a consequence of performing the work of this project. The project shall include complete drawings and specifications for the project as determined based on the findings and recommendations of the Investigation.
G. The A-E is expected to include drawings and photographs with the body of each submittal as necessary to adequately describe the work involved. Drawings associated with each submittal shall be of a sufficient size so that details and notes are easily readable. Drawings 11"x17" or smaller may be bound with the report.

1.04 HAZARDOUS MATERIALS: The following guidance shall be used for dealing with hazardous materials:
A. Asbestos containing materials (ACM), lead base paint (LBP), polychlorinated biphenyls (PCBs), coal dust, contaminated soils, and other hazardous materials are present in and around the CH&PP. The A-E shall anticipate the potential presence of hazardous materials in the design project, perform testing for hazardous materials and prepare project documents for their remediation. Technical provisions shall be developed such that all requirements for handling, worker protection, and environmental protection at the work site are referenced to OSHA, EPA, and ADEC regulations.
B. When construction requires special demolition procedures to protect personnel from exposure to excessive levels of hazardous materials, these requirements shall be specified and coordinated with the Eielson AFB project engineer and the Eielson AFB Environmental Element of the Asset Management Flight. These procedures shall not be less stringent than Federal OSHA and EPA requirements.
Mitigation of hazards to workers shall be included in this design project.
C. The following items are a minimum of what shall be included in the project documents when dealing with hazardous material remediation. Project drawings shall denote the location of hazardous materials and provide sufficiently detailed information for their remediation, to include accurate quantities. Project drawings shall also note the location of approved, permitted, on-base disposal areas if available for use during project construction. The most direct haul route, minimizing the exposure risk for personnel, between the project site and disposal area shall also be shown on the drawings. Construction contractor notification and permitting requirements shall be specified.
D. The goal of this project is not to abate all hazardous materials in the plant or even all hazardous materials within the project area. However, if hazardous materials will be encountered or disturbed during the course of work, the design shall include provisions for avoidance or abatement, as appropriate.
1.05. TASKS:
A. The investigation and design shall be divided into four tasks. The Contracting Officer will issue a Notice to Proceed for each task. The Government shall neither approve payment for a task nor issue Notice to Proceed for the subsequent task until all work under the task is complete and the A-E has provided all of the listed Contract Deliverable Items applicable to the task.
B. Review conferences shall be scheduled by the Contracting Officer and be held at Eielson AFB. They shall be attended by the Government's Project Engineer, engineering staff, representatives of the reviewing agencies, invited interested parties, and the A-E's project manager and necessary staff.
Reviewers will submit written comments on the investigation or design. Comments will be provided to the A-E for response. The A-E may make a presentation at each meeting if the A-E’s project manager feels one might facilitate the design or review process. The A-E shall record the proceedings of each meeting and submit a written summary report (minutes) of those proceedings to the Contracting Officer for written approval. Draft minutes for each meeting, including the responses to each reviewer's comments shall be submitted to the Contracting Officer within three working days following each meeting.
C. All contract deliverable items required for each task shall be submitted to the Contracting Officer at the same time, except for the draft review conference minutes. Approval from the Contracting Officer shall be obtained prior to the submission of contract deliverable items separately.

D. TASK I: Task I includes investigating the project site and applicable existing documents; interviewing appropriate facility user representatives and maintenance personnel; investigating options; producing the required Investigation Report; presenting these documents at the Pre-Design Conference; and submitting the required documents and minutes to the Contracting Officer.
1. Pre-Investigation Meeting: The A-E and Government representatives will meet to discuss the objectives and requirements relating to the investigation. The A-E will have the opportunity to interview appropriate government personnel and request any assistance he might need. Record the proceedings of the meeting, and submit a written summary report (minutes) to the Contracting Officer for approval. The minutes shall be submitted within three working days after the meeting.
2. Data Acquisition and Field Investigation: The A-E shall complete the necessary investigative fieldwork and submit a draft report to the Contracting Officer. The report produced shall include discussions of all aspects of the work required under the various options investigated -- identify each item of work and discuss any potential difficulties, alternatives to proposed work items, recommendations, etc. The report shall also include separate cost estimates for alternative presented.
3. Submittal: The investigation report, design concepts and construction cost estimates shall be submitted to the Contracting Officer for presentation and discussion at the Pre-Design Conference.
4. Pre-Design Conference: The conference for discussing the investigation report will be scheduled by the Contracting Officer following receipt of the submittal, and will be held at Eielson AFB.
5. Contract Deliverable Items: The following items are deliverable as part of this investigation:
a. Three copies, or an electronic copy, of the draft Pre-Investigation Meeting minutes.
b. Six paper copies and two electronic copies on CD-ROM of the draft investigation report, alternative design concepts and construction cost estimates. The report shall include analysis, recommendations and the approved Pre-Investigation Meeting minutes.
c. The government review period will not begin until ALL deliverable items (both electronic and paper) have been received.
E. TASK II: Task II includes producing the required intermediate (65%) design documents, based on the Investigation Report and discussions during the Pre-Design Meeting; incorporating changes requested in approved Investigation Report review comments; submitting the required documents; and discussing these documents at the 65% Review Conference.
1. Intermediate (65%) Cost Estimate: The 65% design cost estimate provided by the A-E shall have a maximum contingency of 10%.
2. 65% Review Conference: The conference for discussing the 65% design shall be held following receipt of the 65% design submittal.
3. Contract Deliverable Items: The following items are deliverable as part of Task II:
a. Three copies, or an electronic copy, of the draft Pre-Design Conference minutes.
b. Six paper copies and two electronic copies on CD-ROM of the required 65% design documents -
- drawings, draft specifications, cost estimate, design analysis, and approved pre-design meeting

minutes, including all comments and responses. Drawings shall be half-size, and all details shall be legible.
c. The government review period will not begin until ALL deliverable items (both electronic and paper) have been received.
F. TASK III: Task III includes producing the required 95% design documents; incorporating changes requested in approved 65% review comments; submitting the required documents; and presenting these documents at the 95% Review Conference.
1. Draft Final (95%) Cost Estimate: The 95% design cost estimates provided by the A-E shall have zero contingency.
2. Final Review Conference: The final review conference shall be held following receipt of the 95% design submittal.
3. Contract Deliverable Items: The following items are deliverable as part of Task III:
a. Three copies, or an electronic copy, of the draft 65% design review conference minutes.
b. Six paper copies and two electronic copies on CD-ROM of the required 95% design documents -
- drawings, specifications, cost estimates, design analysis, completed draft AF Form 66, draft DD Form 1354, and approved 65% review conference minutes, including all comments and responses. Drawings shall be half-size, and all details shall be legible.
c. The government review period will not begin until ALL deliverable items (both electronic and paper) have been received.
G. TASK IV: Produce final (100%) design documents as defined in Section 4 of this statement of work.
1. Final (100%) Documents: The A-E shall incorporate into the 100% project documents the revisions requested at the 95% review meeting. The final documents shall be delivered to the Contracting Officer within fourteen calendar days after the final review conference. Each plan sheet shall bear the seal of a Registered Professional Engineer or Architect as applicable. The final cost estimate shall be on AF Form 3052 or be in an approved equal format. The A-E shall also provide a completed AF Form 66, Schedule of Material Submittals.
2. Contract Deliverable Items: The following items are deliverable as part of Task IV:
a. Three copies, or an electronic copy, of the draft 95% design review conference minutes.
b. Four paper copies of the 100% drawings and specifications, two paper copies of the design analysis, two copies of the construction cost estimate and two copies of the AF Form 66 and DD Form 1354.
c. Two sets of CD-ROMs containing the complete project specifications, final AF Form 66, project drawings, final design analysis, the final construction cost estimate and the Draft DD Form 1354. The project specifications shall be delivered in Microsoft Word format. The AF Form 66 shall be delivered in Excel format. The project drawings shall be delivered as AutoCAD files.
The cost estimate shall be in Excel format and the design analysis may be in Word or PDF format.

d. The submission will not be considered complete until ALL required electronic and paper copies have been delivered.
e. NOTE: Specifications shall be bound and shall be printed on double-sided 8-1/2 x 11 bond paper.
At least one copy of the final drawings shall be full-size, 22 x 34 inches, all other copies may be ½-size. Design analyses and cost estimate shall be printed on 8-1/2 x 11 bond paper and shall be bound.
All pages shall be numbered consecutively. Provide all plot style files, font files and x-refs utilized with the drawing files. All x-refs shall be bound to the appropriate drawing files.
1.06. SCHEDULE
1. Pre-Investigation Meeting – 14 calendar days after contract award.
2. Investigation Report Due – 35 calendar days after receipt of Notice to Proceed.
3. Pre-Design Review Conference – 21 calendar days after receipt of the Investigation Report.
4. 65% design period -- 28 calendar days after receipt of Notice to Proceed to 65%.
5. 65% review period -- 21 calendar days after submittal of the 65% Design documents.
6. 95% design period – 28 calendar days after receipt of Notice to Proceed to 95%.
7. 95% review period – 21 calendar days after submittal of the 95% Design documents
8. 100% document preparation - 14 calendar days after receipt of Notice to Proceed to 100%.

SECTION 2
GENERAL A-E INVESTIGATION AND DESIGN SERVICE REQUIREMENTS FOR

2.01 GENERAL SCOPE: The A-E shall perform professional architectural and engineering services such as planning, investigation and design, and provide labor and materials to accomplish the work specified in this contract.
The A-E shall be responsible for all travel and lodging arrangements and expenses involved in the performance of work under this contract. The A-E shall furnish the Air Force with complete and usable products to include:
investigative reports, design analyses, project drawings, technical provisions (specifications), equipment layouts, cost estimates, submittal registers, construction bidding amendments (resulting from design omissions), construction contract modifications (resulting from design omissions), and other documents required under this contract to provide complete engineering services for Eielson AFB, Alaska.
A. Refer to Section 1 of this Statement of Work for a detailed description of this specific project.
2.02 TYPE OF WORK: Work on the project may involve any or all disciplines including: electrical engineering;
drafting; hazardous materials testing, abatement and remediation; cost estimating; and word processing.
2.03 ADMINISTRATION: The Eielson AFB Contracting Officer (CO) is responsible for the administration of the contract. No change shall be made in the provisions of this contract without written authorization from the CO.
The Base Civil Engineer (BCE) monitors the work and services furnished, and evaluates the performance of the A-E as the Contracting Officer’s Technical Representative (COTR). The COTR is not a CO and has no authority to Contractually bind the Government or modify the contract.
2.04 GENERAL DESIGN CRITERIA: The Air Force requires complete and functional designs that are appropriate for the sub-arctic environment of interior Alaska. Design and construction shall conform to the most recent issue of the following standards and publications. The following shall be considered a partial list and not limit the standards which may apply to the project.
A. National Fire Protection Agency (NFPA) – All codes and standards appropriate to project scope
B. EM 385-1-1 – Safety and Health Requirements Manual
C. Occupational Safety and Health Agency (OSHA)
D. Air Force Occupational Safety and Health Agency (AFOSHA)

2.05 REFERENCES: All Air Force Manuals, Publications, and Guide Specifications will not necessarily be furnished. The A-E may acquire them from the Defense Printing Service Detachment Office, Standardization Document Order Desk, 700 Robbins Avenue, Philadelphia, PA 19111-5094 or other Federal agencies. The Special Assistance Desk phone number at Defense Printing Service is (215) 697-2664. Many references and standards are available via the following websites: www.wbdg.org and www.afcec.af.mil/library/index.asp. The A-E may review any Air Force Manual or publication available at the Base Civil Engineering offices. The applicable Eielson AFB design guides are attached as appendices to this statement of work.
2.06 GOVERNMENT DOCUMENTATION: The Government will provide digital copies of all drawings that might be relevant from Eielson’s digital drawing vault. The A-E should expect to spend some time sifting through the provided drawings to determine exactly which record drawings will be useful for his design. The A-E should not expect Government personnel to perform a drawing search for him. "As-builts", shop drawings, and operation and maintenance manuals that the Government may have are not guaranteed to be either accurate or complete. It shall be the A-E’s responsibility to verify any information or data that is given to them by the Government.
2.07 WARRANTY: The A-E shall bring any questions concerning the design to the attention of the Government during the design phase. The A-E shall verify that the final documents have been field checked to eliminate conflicts and interferences. The A-E shall provide interpretation of construction documents to clarify any ambiguities, and shall correct any errors or omissions in his design package.
A. DISCREPANCIES: The A-E shall be responsible for the professional quality, technical accuracy, and the coordination of all design, drawing, specification, and other services furnished by the A-E under the resulting contract. The A-E shall, without additional compensation, correct or revise any errors or deficiencies in design, drawings, specifications, and other services in a timely fashion to avoid construction delays.
B. INTERPRETATION: During the construction bidding and the construction periods of the project, the A-E shall be available, at no additional cost to the government, to interpret or clarify his plans and specifications, should questions arise. An appropriate number of hours for this effort may be negotiated with the design contract.
2.08 CONCEPT LIMITATIONS: General information and criteria provided to the A-E shall not prevent the A-E from suggesting or using improved methods and designs with functional or cost-saving advantages.
2.09 GOVERNMENT FURNISHED MATERIALS: The government shall furnish the A-E with the following:

A. A description of the specific requirements of the investigation and design of this project. See Section 1 of this Statement of Work.
B. An estimated construction cost range.
C. Access to existing drawings of facilities as needed to perform design.
D. Eielson AFB specific Division I specifications (to be tailored by the A-E for specific project requirements).
E. Applicable Eielson AFB Design Guides (See Section 5 of this Statement of Work).
F. Applicable government forms to be completed by the A-E such as AF Form 66, Waste Disposal/Borrow Pit Coordination Review Form, DD Form 1354, etc. These are attached to Section 5 of this Statement of Work.
SECTION 3
A-E INVESTIGATION SERVICES FOR
3.01 SCOPE OF WORK: A-E investigation services shall include participation in the Pre-Investigation meeting and submission of meeting minutes, the planning, study, field reconnaissance, materials testing, site survey and investigation; and work required to obtain the engineering information and data necessary for the accomplishment of this contract. The A-E shall determine the condition and type of existing utility services and structures involved in the project design. The A-E shall place particular emphasis on making an accurate estimate of the location and quantity of hazardous materials affecting the project design. The A-E shall prepare documents showing existing conditions, conduct fact finding investigations, collect and review project data and records, create alternative design concepts, preliminary estimates of cost and construction timelines, and prepare and present a written investigation report.
3.02 PRE-INVESTIGATION MEETING: The A-E and Government representatives will meet to discuss the objectives and requirements relating to the investigation. The A-E will have the opportunity to interview appropriate government personnel and request any assistance that may be required. Record the proceedings of the meeting, and submit a written summary report (meeting minutes) to the CO.
3.03 COST AND SCHEDULE ESTIMATE: A preliminary construction timeline and cost estimate shall be included with the investigation report. The A-E shall develop initial estimates of construction timelines and submit for each alternative considered. If the estimated construction cost exceeds the Programmed Amount (PA), the A-E shall notify the CO as soon as practical and shall not proceed until advised to do so by the CO.
3.04 INVESTIGATION REPORT: The A-E shall prepare an investigation report detailing the findings of the investigation and submit it to the CO for approval. Included in this report shall be all site plans, photographs, hazardous materials surveys and test results, documents describing existing conditions prepared by the A-E, inspection results, engineering data, cost and construction estimates, product literature and technical data required to support their findings, etc. required to perform the requested engineering services. If applicable to the project, the report shall include recommendations for design and estimated design and construction schedules. After review of the report by the CO, the A-E shall present the report at an investigation review meeting at Eielson AFB. Changes resulting from the investigation review meeting shall be incorporated into the first design submittal.
3.05 INVESTIGATION REVIEW MEETING: At the investigation review meeting the attendees will discuss the investigative report, consider design alternatives, and give technical guidance for proceeding with the design. The A-E shall attend the investigation review meeting at Eielson AFB, take attendance and minutes, and answer review comments. The investigation review meeting shall be scheduled through the CO. The meeting will be attended by the Government’s project engineer, engineering staff, representatives of the reviewing and using agencies, interested parties, and shall be attended by the A-E’s project manager and necessary staff. Reviewers will submit written comments that will be provided to the A-E for response.
3.06 DOCUMENTS SUBMITTED: The exact number of documents required for each review submittal, and time frames for their development and review are described in section 1 of this Statement of Work.
3.07 CONTRACTOR’S FURNISHED PRODUCT: The A-E shall provide complete investigation report to the government as specified elsewhere in this statement of work. The investigation report shall be of the highest professional quality and shall provide the basis of, as well as options for, the design.
SECTION 4
A-E DESIGN SERVICES FOR
4.01 SCOPE OF WORK: The A-E shall perform all services required to prepare and furnish complete construction documents, with addenda as required, for the accomplishment of this contract.
4.02 DESIGN SERVICES: Design services shall include all aspects of design required to provide a complete and accurate set of project documents to be used for obtaining contract construction services. This includes the following:
A. Familiarization with the scope of the project, general conditions governing the performance of the work, and the conditions under which the project will be constructed.
B. Coordination with base civil engineering and the using agencies to develop functional relationships and detailed requirements.
C. Production of the required design documents.
4.03 DESIGN DOCUMENTS: The contract drawings to be furnished shall be well prepared, complete, and prepared in accordance with the best professional practice to show clearly and concisely the type and extent of work to be performed. The drawings shall clearly distinguish new and existing work. The drawings shall be drawn to appropriate scales and dimensioned completely and accurately. Each drawing shall have a graphic scale. The A-E shall use a standard sheet format and fonts conforming with Eielson’s Drafting Standards. Lettering shall be large enough to ensure legible half-size reduction. Each discipline’s group of drawings shall contain a detailed legend defining all applicable symbols appearing on that discipline’s sheets. The legend shall appear on the first sheet of each group. Standard building material indicators, and symbols for architectural items and for mechanical and electrical equipment shall be used to the greatest extent possible.
A. DESIGN ANALYSIS: The A-E shall prepare a complete and accurate design analysis to support the project design. Each sheet of the design analysis shall be sequentially numbered and shall carry the title of the project, date of analysis, and the designer’s name. The analysis shall be bound and prepared (typed or legibly printed) on 8-1/2”x11” bond paper or standard company form, with 1” left and right margins. The design analysis shall cite specific code references, assumptions, calculation sources, data sources, etc. Calculations and data shall be presented in a neat and logical progression.
The analysis shall, at a minimum, include: a brief description of the desired project outcome, anticipated construction schedule, description of existing conditions, site descriptions, existing facility features such as age and type of construction, utilities location and access, photos as necessary or required, electrical-load calculations, computer modeling, etc. A constructability report shall be incorporated into the 95% design analyses (see section 4.08). An updated design analysis shall be submitted at each review stage to describe and justify each decision made at that stage. The final design analysis shall present a clear and logical picture of the final design and shall be edited to exclude reference to changes made during the design process.
B. BID SCHEDULE: The A-E shall provide a detailed bidding schedule in the format specified by the government.
C. DRAWINGS: The A-E shall prepare and furnish drawings to show existing site conditions, general layout of facilities, and the extent, type, and detailed requirements of the work to be performed. Full-scale drawing size for Eielson AFB is ANSI D (22” X 34”). Separate drawings shall be prepared to

cover all needed phases of architectural, hazmat, civil, structural, mechanical, fire suppression, electrical, etc. work to be accomplished. The A-E shall provide a detailed schedule of drawings in the format specified by the government. In addition to hard copy drawings, the A-E shall provide electronic copies of the drawings on CD-ROMs in the Government’s most recent version of AutoCAD (version 2013 or later) and in read-only Adobe Acrobat Reader (.pdf file) format. Actual number of required copies of drawings to be submitted is described in Section 1 of this Statement of Work.
D. SPECIFICATION TECHNICAL PROVISIONS: The A-E shall prepare detailed specifications for each category of work for each building trade to meet government standards for competitive bidding.
Included shall be a list of all Government-Furnished Equipment (GFE). If no GFE is to be used, the specifications shall state no GFE is to be used. Specifications shall be written utilizing industry and government standards. Specifications shall conform to the CSI (Construction Specifications Institute) system with CSI-format page numbers centered at each page bottom. The header of each page shall include the project title and project number on the left-hand side and the section number and section title on the right hand side. The specification Table of Contents shall indicate in the CSI format which sections are utilized and shall include a listing of the number of pages in each section. Brand name references in specifications shall be avoided and may only be used when no suitable standard is available. Such cases must be justified on a case-by-case basis and be approved by the CO. If a brand name is used without a CO approved sole source justification letter, the term “or approved equal” shall be used with the basis of design, and all salient features of the specified item shall be listed.
Specifications shall be tailored to the project and be clear; concise; free of typographical, grammatical, and spelling errors; etc. Specifications shall be typed on 8-1/2” x 11” bond paper with 1” left and right margins. In addition, the complete specifications shall be submitted on a CD-ROM, and in a form compatible with the Government’s most recent version of Microsoft Word (2010 or later). Actual number of required copies is described in Section 4 of this Statement of Work.
E. COST ESTIMATE: The A-E shall prepare a detailed construction cost estimate. Estimates shall be broken down into line items by individual task and grouped into major construction categories such as architectural, hazardous material abatement, civil, structural, mechanical, fire protection, electrical, contractor mobilization(s), general contractor requirements, etc. showing labor (man-hours), material costs and equipment costs. Cost estimate shall be marked “FOR OFFICIAL USE ONLY”. Cost estimate shall be prepared using accurate data reflecting construction costs in the Fairbanks, Alaska area. The estimate shall also reflect accurate costs associated with the particular requirements of constructing on Eielson AFB. The cost estimate shall be prepared assuming construction in summer 2018. Also include an “estimating contingency” line item amount appropriately sized per the level of design, with no estimating contingency costs included in the 95% and 100% submittals. If the construction cost estimate will exceed the amount programmed in the task order, the A-E shall notify the CO as soon as that determination is made. If applicable, the cost estimate shall be broken down into “minor construction” and/or “repair and maintenance”. In addition to the hard copy, the final cost estimate shall be submitted on CD-ROM in the Government’s most recent version of Microsoft Excel (2010 or later). Actual number of copies is specified in Section 1 of this Statement of Work.
4.04 DESIGN REVIEW: Design reviews shall be held at the 65%, and 95% design stages. After each review, the A-E shall not proceed to the next design stage until given Notice to Proceed (NTP) in writing to do so by the CO.
Each review will take up to three weeks, or as arranged/modified during the negotiations of each individual task order. Reviewers will submit written comments on the design that will be provided to the A-E for response.
A. DESIGN REVIEW MEETING ATTENDANCE: The A-E shall attend design review meetings at Eielson AFB, take attendance and minutes, and answer review comments. The review meetings shall be scheduled through the CO. The review meetings will be attended by the Government’s project engineer, engineering staff, representatives of the reviewing and using agencies, interested parties, and shall be attended by the A-E’s project manager and necessary staff. Reviewers will submit written comments on the design that will be provided to the A-E for response. In addition to the written comments, verbal comments may be provided at the review meetings.
B. 65% REVIEW: The 65% design package shall be submitted to the CO for government review and approval. Included shall be the 65% design analysis, well-developed drawings, draft specifications, final calculations and selection of material types for construction, completed project Waste Disposal/Borrow Pit Plan, draft bid schedule, draft drawing schedule, detailed cost estimate, preliminary AF Form 66, and the approved pre-design review meeting minutes to include the Investigation review comments and responses. Drawings should indicate final layouts, details and sections, and initial schedule layouts with some fill-in remaining. The Complete Waste Disposal / Borrow Pit Worksheet shall be included in the Design Analysis and Part II of the Worksheet shall be included in the specifications.
C. 95% REVIEW: The 95% design package, which should be the A-E’s final design package, shall be submitted to the CO for final government review and acceptance. Included shall be the final design analysis, drawings, drawing schedule, specifications, calculations, material selection types, bid schedule, AF Form 66, cost estimate, final estimate of required construction schedule, constructability review, Draft DD Form 1354, and the approved 65% design review meeting minutes, to include the 65% comments and responses. The A-E shall have performed and completed internal Quality Assurance reviews of the design, and thoroughly proofread the specifications.
D. 100% PACKAGE: The 100% package shall be the 95% package with those changes necessitated by the 95% design review. Included shall be the 100% drawings, drawing schedule, AF Form 66, synopsis of work, specifications, design analysis (including calculations, recommended material selections, constructability report), bid schedule, cost estimate, and the approved 95% design review meeting minutes to include the 95% comments and responses.
4.05 DOCUMENTS SUBMITTED: The exact number of documents required for each review submittal, and time frames (though subject to negotiation) for their development and review are described in section 1 of this Statement of Work. All of the architectural and engineering design, design analysis, specifications, and drawings shall be developed to a uniform level of completion for each review submittal. All review plans and specifications shall be boldly marked on each page “FOR ENGINEERING REVIEW ONLY, ___% REVIEW, NOT FOR CONSTRUCTION”. The cover sheet of each document shall be boldly marked with the date submitted. Document packages shall include:
A. MINUTES AND REVIEW COMMENTS: The A-E shall submit minutes and the annotated review comments to the CO for written approval, within three (3) working days following each review meeting.
Approved minutes and annotated comments shall be submitted as part of the subsequent design submittal.
B. REVIEW DOCUMENTS: The A-E shall submit the required number of design packages for review to the CO at each review stage. See paragraph 1.06 of Section 1 for specific requirements.
C. 100% SUBMITTAL: The A-E shall submit the required number of the 100% design documents to the CO as described in of Section 1 of this Statement of Work and meeting the requirements in paragraph 4.03, paragraph 4.04 and Section 1 this Statement of Work. Files shall be delivered and labeled clearly with typed project information, to include date, and shall be accompanied by a typed index. Each drawing file shall be made to stand-alone by binding all X-REFs. Use only standard AutoCAD font files. Change all menus to standard AutoCAD prior to delivery. Include all *.ctb (plot configuration) files. If *.ctb files are not used, include list of pen weights.
4.06 WASTE DISPOSAL/BORROW PIT WORKSHEET: The design shall include a project specific Waste Disposal/Borrow Pit Worksheet. The A-E shall provide the estimated quantities of wastes to be generated and borrow materials required in Part I of the Worksheet prior to the 65% design phase. The Eielson AFB Natural Resource Manager will then complete Part II of the Worksheet, which shall be inserted into the specifications at the 65% design phase. The Waste Disposal/Borrow Pit Worksheet is an attachment to Specification 01030.
4.07 CONTRACTOR’S FURNISHED PRODUCT: The A-E shall provide complete project designs to the government as specified elsewhere in this statement of work. The A-E shall provide any product literature and technical data required to support the design. Designs shall be of the highest professional quality and shall be certified by a registered architect, civil engineer, structural engineer, mechanical engineer, fire protection engineer, electrical engineer, or land surveyor, as appropriate. Each final plan sheet shall bear the seal of a Registered Professional Engineer or Architect.
4.08 CONSTRUCTABILITY REVIEW: A review of the design for constructability shall be made by the A-E prior to the submittal of the 95% documents. The A-E shall make a site visit during the 95% design phase to determine whether the plans accurately and completely represent existing conditions and to verify that the construction can proceed as designed. The constructability review report shall be incorporated into the 95% design analysis.
4.09 DD FORM 1354, TRANSFER AND ACCEPTANCE OF MILITARY REAL PROPERTY: Prepare a draft DD Form 1354. On the form, identify all items of new construction and associated values. Identify work classified as repair or maintenance and its total aggregate value in the “remarks” section of the form. Coordinate directly with Eielson’s Real Property office to ensure proper completion of the form. Include the completed form as part of the 95% and 100% design submittals.
4.10 DESIGN DISCREPANCIES: The A-E shall be responsible to clarify any drawings or specifications determined to be unclear to a contractor during bidding or construction. If contract document changes are required due to A-E error or oversight, the A-E shall also be responsible for correcting any discrepancies that become apparent during bidding or construction. The A-E shall promptly, and at no additional cost to the Government, furnish all necessary labor, drawings, specifications, cost estimates, etc., to the CO to enable modification of the construction contract. The A-E shall have the recommended modifications reviewed and certified by a registered architect or engineer in the appropriate discipline.
