Section A: General Contract Information

Contracting Activity: 354 CONS

Project/Program Name: Lightweight Portable Power System

Purchase Request/Identification Number: F2YT058163AW01

Estimated Contract Cost (including Options):

Section B: Description of the Supplies/Services Required

Full and complete delivery of a lightweight man-portable power system for Joint Terminal Attack Controller (JTAC) tactical equipment to be used by the 1C4/13L, Tactical Air Control Party (TACP) career field. The system must provide hands free streaming power for simultaneous powering and charging of attached tactical equipment and of itself. It must also be backwards compatible with current Warrior Pak systems in use throughout the JTAC community. It must be constructed to conform to the JTACs body armor and tactical kit. The connectors and cables must be capable of operating through the varying input and output voltages of the multitude of equipment in the JTAC inventory to include the PRC-148, PRC-152, DACAS, PRC-117G, PRC-117F, Type 163LTD, PRC-150, PSN-13, SeeSPOT III, CF-19 Tough book, Small Wearable Computer, and PEQ-1C. The system must have long run times and must have at least 97% Round Trip Efficiency. Additionally, the system must have quick disconnect cables for egress as well as the ability to slave power from vehicles, solar, standard and non-traditional auxiliary power sources.

Section C: Justification for Soliciting from a Single Source or Brand Name

Extensive market research indicates that LAT Enterprises, Inc. provides the only man-portable streaming power solution to meet the needs of the JTAC during both training and wartime needs. Specifically, the WARRIOR PAK Tactical Power for Communications and Close Air Support (CAS) operations provides JTACs with the most functional power interface with all current tactical field and communications equipment to be used during various contingencies as well as day-to-day training operations. The voltage architecture within the cabling system provides compatibility with all radios and implements in the JTAC arsenal, as well as a quick disconnect capability for egress. This technology is patented and patent pending by LAT Enterprises, Inc. Finally, Warrior Pak systems are interchangeable with existing legacy power sources in the JTAC inventory.

Furthermore, the WARRIOR PAK Tactical Power for Communications and CAS operations is the only man portable power system available that supports all needs of the JTAC. In order to meet training requirements and implementation, the same equipment must be used through training to prepare the JTAC for future contingency operations. LAT Enterprises is the only company that offers this equipment, and since 2007 they have provided proprietary equipment that is backwards compatible with power systems the career field is currently using in both training exercises and deployed environments. The required Warrior Pak equipment also allows for interoperability across career fields and different nations as JTACs train around the world with host nations to help build partner capacity.

Section D: Efforts to Obtain Competition

A notice of intent to award a sole source contract for this requirement will be posted in accordance with FAR 5.201(b), by the 354 Contracting Squadron on the Federal Business Opportunity website. Additionally, order of precedence was used and GSA Advantage was the first source. GSA has the "AN/PRC-117(G) AC/DC Power supply W/AC/DC". However, this system is not compatible with all pieces of required equipment and are less capable then the full system attached to this document.

Additionally, a "vendor day" was held here at Joint Base Lewis-McChord, at which multiple vendors in the portable power industry demonstrated their latest technology. LAT Enterprises was the only vendor with a system that fully met the JTAC community needs.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

Technical data packages, specifications, engineering descriptions, statements of work, or purchase descriptions suitable for full and open competition have not been developed because the Warrior Pak solution is patented and additional patents are pending in the United States and internationally. Continued market research will be conducted for future acquisitions to promote competition to the maximum extent practicable.
