Section A: General Contract Information
Contracting Activity: 354 CONS
Project/Program Name: T-33 T-Bird Aerial Demonstration and Static Display

Section B: Description of the Supplies/Services Required
The 354th Fighter Wing has a requirement for a static display and aerial demonstration of the T-33 T-Bird on Eielson Air Force Base(EAFB) in support of the Arctic Lightning Airshow. The contractor will transport aircraft to EAFB, AK prior to the performance and accomplish the work outlined in the statement of work.
Section C: Justification for Soliciting from a Single Source or Brand Name
After market research and posting of a sources sought on FedBizOpps, only one credible source was found to fulfill the requirement. In accordance with FAR 6.302-1, the following conditions preclude competitive full and open competition procurement. The requested T-33 T-Bird was the USAF's first operational jet fighter/trainer with a recorded "Jet vs. Jet" combat victory. This airframe has been a critical part of American aviation for over 50 years, and it plays a vital role in this airshow's outcome to showcase the evolution of airpower in preparation for activation of F-35 combat squadrons. Ace Maker 33 is the only known company willing and able to provide the T-33 T- Bird to perform an aerial demonstration and a static display due to the uniqueness and rarity of the T-33.
Section D: Efforts to Obtain Competition
A Sources Sought Notice was posted to FedBizOpps (FBO) and only one company sent in information that they could provide the service that our performance specifications. An Internet search was also conducted to see if other companies could satisfy this requirement, but the search yielded no additional qualified sources. In addition to the Sources Sought and Internet searches, a search was also conducted on FBO to see how other installations satisfied this requirement, and the search revealed that only Ace Maker 33 had provided these types of services in the past.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
354 CONS will once again search for operational T-33 T-Bird aircraft from vendors if the base hosts another air show in the future. As the vintage aircraft market is limited due to nature of the industry, it is likely that multiple companies able to meet a requirement may not be found. As a counter, the organization will also advocate for other acts showcasing different capabilities in subsequent airshows to deepen the public's appreciation of airpower and provide new vendors an opportunity to compete.
Section F: Contracting Officer's Determination
I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
