PERFORMANCE WORK STATEMENT

FOR INSPECTION AND SERVICING OF THE EXTERNAL AIRCRAFT FUEL

TANK STORAGE SYSTEM

(EAFTSS)

AT

EIELSON AFB ALASKA

18 May 2016

1. INTRODUCTION

The 354th MXS/MXMCF currently operates and maintains the EAFTSS system located on Eielson AFB, Alaska. The system consists of 3 storage lines with storage space for 36 tanks each (108 tanks total). The system must be operational 24 hours a day, 7 days a week, year round. To render the system fully operational in a reliable and safe working condition at all times, a comprehensive maintenance plan must be designed and followed, especially considering the severe climatic conditions in which the system is located. The contractor shall perform the following functions on an annual basis.

2. SCOPE OF WORK

2.1 Preventive Maintenance

Annual preventive maintenance shall consist of equipment inspection, cleaning, lubricating, and performance of all other scheduled adjustments and repairs to the

EAFTSS. Scheduled adjustments will include a detailed inspection of:

Trolleys

Chains

Bearings

Fasteners

Welds

Drive mechanism

Take-up mechanism

Scheduled repairs will include equipment overhaul of:

Fasteners

Paint

Replace worn trolley wheels

Worn trolley wheels

Chain/Sprocket

Gear box lubrication change

Take-up – chain tension

Preventive maintenance shall also include any repairs, adjustments, and replacement of components, which are necessary to keep all mechanical, hydraulic, electrical, and electronic systems in operational condition. The objective of preventive maintenance is to protect the operational capability of the system by detecting and correcting minor malfunctions before they become major repair items, disrupt operation, or become a safety hazard. One maintenance visit will be required each year, in the early fall.

2.2 Emergency/Remedial Maintenance

Emergency maintenance is the service rendered for the purpose of removing the cause of system downtime due to component or equipment failure or damage. Emergency maintenance is accomplished during normal working hours and at any time necessary to make the system fully operational. Emergency maintenance shall be performed within 5 working days. Remedial maintenance is also the service rendered for the purpose of removing the cause of the system downtime due to component or equipment failure to damage, but service shall be performed during normal working hours when called for by the Aircraft Fuels Systems Section Chief. Remedial maintenance is equivalent to emergency maintenance with the exception of urgency of the repair to make the system operational.

2.3 Routine Inspection/Maintenance Procedure

This activity is performed by the government and consists of a weekly schedule of inspections and minor preventive maintenance tasks as outlined in a maintenance manual for the system. The contractor shall provide technical assistance and provide spare parts as required by the government maintenance crew at all times, while the contract is in effect.

SECTION II

Government Special Instructions, Terms and Conditions

1. GOVERNMENT FURNISHED EQUIPMENT/PROPERTY: The Government will not furnish any facilities or equipment for any work that needs to be accomplished in this Performance Work Statement. The contractor shall furnish all supplies needed to perform this contract according to all its terms.

1.1. HAZARDOUS MATERIALS: The Contractor shall comply with base regulations regarding Hazardous Material (HAZMAT)(2016 Eielson Hazardous Material

Management Plan) for all issues of hazardous material, and ensure procedures meet all applicable policies, publications, and protocols in this contract. Provide Bio-

Environmental Engineer Service with a Material Safety Data Sheet (MSDS) on all first time purchases of hazardous items obtained through local sources of supply and obtain approval prior to purchase.

1.2. EMERGENCY MEDICAL SERVICE: The government will provide emergency medical treatment and emergency patient transportation service for contractor personnel who are injured or become critically ill while at Eielson AFB. Treated personnel will be responsible for reimbursing the government for the cost of medical treatment and patient transportation at the current inpatient or outpatient treatment rate.

1.3. HOURS OF OPERATION: Services shall typically be performed Monday through

Friday from 7:00 am to 5:00pm local time in coordination with the Government, unless otherwise specified.

1.4. SECURITY REQUIREMENTS: The contractor shall ensure each employee obtains pass and identification items as applicable for contractor personnel and contractor-owned vehicles. The Security Forces Pass and Identification office located at the Visitor’s Center at the front gate issues these forms.

1.4.1. The contractor shall maintain a current listing of employees. The list will include employee names, social security numbers and driver’s license numbers. This list shall be provided to the contracting officer and servicing security forces organization. An updated listing shall be provided upon change of employees. The Contractor must provide all names, social security numbers and duty hours of all personnel who will be on site at start or anytime during this project.

1.5. PERFORMANCE OF SERVICES DURING CRISIS DECLARED BY THE

NATIONAL COMMAND AUTHORITY OR OVERSEAS COMBATANT

COMMANDER: During times of crisis or national emergency, the contractor shall continue to provide services as scheduled, with minimal disruption of services if directed by a contracting officer.

1.6. MISCELLANEOUS: Use of cell phones while operating any motor vehicle on base is strictly prohibited. Driving privileges will be suspended for 30 days for the first violation.

1.6.1. The on-base speed limit while passing military troops performing physical training is 10 MPH and is strictly enforced.
