Single Source Justification (Simplified Acquisition)
SAF/AQCP Template | 1 May 2014 Page 1 of 1
Section A: General Contract Information
Contracting Activity: 354 CONTRACTING SQUADRON
EIELSON AFB, ALASKA
Purchase Request/ Identification Number:
FA5004-14-T-C002
Project/Program Name: Repair Turbine #5 Estimated Contract Cost (including Options):
$30,000.00
Section B: Description of the Supplies/Services Required The Eielson AFB Central Heat & Power Plant (CH&PP) Turbine Generator #5 bearing oil seal is leaking and requires immediate repair. The CH&PP is a coal-fired co-generation power plant providing steam for district heat and electricity for all facilities on Eielson AFB. Turbine 5 is the CH&PP's largest producer of electricity on the base at 10MW. Inspection of the bearing oil seal found that rubbing caused the max clearance of 0.027" to increase to 0.062" which is causing the leak. Upon finding the seal damaged, the #1 bearing was removed and the bottom portion of the bearing was also found damaged. The cause of the damage is inconclusive. A new oil seal and #1 bearing needs to be manufactured and replaced to prevent oil from leaking out of the turbine.
Section C: Justification for Soliciting from a Single Source
This project is being solicited as a single source requirement to Tetrad Services Inc., because Tetrad has been servicing various CH&PP components and turbines for the last five years, making them uniquely qualified to handle this urgent and compelling requirement.
Tetrad was also the vendor who discovered the leak and was able to provide a quick assessment of the damage and provide repair options. Tetrad is based out of California; however, they currently have employees in the Fairbanks area working on an unrelated project until 25 Aug 14, which has the potential to save approximately $4.5K in travel costs. No other vendor in the Fairbanks area is qualified to complete this repair. The CH&PP requires uniquely manufactured parts which provides for long lead times. The repair must be completed prior to the onset of winter to ensure adequate heat and power to Eielson AFB; therefore this requirement is considered urgent and compelling. This urgent requirement will not be completed prior to the onset of winter if the normal acquisition synopsis and solicitation posting requirements of 15 and 30 days respectively, are adhered to.
Section D: Efforts to Obtain Competition
No effort was made to obtain competition. Eielson regularly competes requirements for CH&PP Turbine overhauls. Turbine 5 overhaul was solicited as a Small Business Set-Aside in 2013 which yielded one response; Tetrad Services Inc. Turbine 4 overhaul was solicited as a full and open requirement which closed out on 29 Jul 14. This solicitation yielded two responses; one of which was determined non-responsive. If the nature of the Turbine 5 repair were not urgent and compelling, all attempts to obtain competition would be made.
Based on previous requirements to repair CH&PP turbines and the urgent and compelling nature of this project, there is no reason to believe adequate competition exists.
Section E: Steps to Preclude Future Single Source Awards
All attempts will be made to provide full and open competition when routine CH&PP Turbine overhauls are required. Past and current requirements for CH&PP Turbine overhauls demonstrate Eielson's efforts to provide competition to the maximum extent practicable.
Section F: Contracting Officer's Determination
I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
