1 Solicitation The contractor shall possess certified MDI ACS, Genetec CCTV, AiPhone and Lenel technicians to successfully perform the Vindicator/Lenel upgrade
Can the customer confirm that the requirement for MDI, Genetec, and AIPhone certifications should instead be Vindicator and Lenel, since this is for a Lenel and Vindicator installation?
The upgrade is to a Vindicator system.
So the badging system should be Vindicator

2 Solicitation Vindicator/Lenel single door access control upgrade to include a system workstation with enrollment camera, printer, and reader, a network switch, card reader access with keypad, a balanced magnetic switch, a door strike, and conduit and security cable as necessary.
Can the customer clarify the requirements for a Vindicator and a Lenel system? These are two different system manufactures, and the card readers will need to be designed to integrate with one or the other.
If a Lenel badge reader is installed, it will not intergrate with the current Vindicator system. We require a Vindicator system.
3 Salient Characteristics This will be compatible with the current Vindicator/Lenel system
More information is needed about the existing system. Can the customer identify the manufacturer, model, and version number of the existing system? Can the customer also identify the location of the existing system in reference to Building 8?
The existing IDS system is a Vindicator Site Commander
4 Solicitation Bldg. 8 Intrusion Detection System (IDS) Upgrade must be completed by 30 Sep 2023.
The typical Joint Base
CAC
reader has been the HID model, which has a long lead time. This make the completion date of 9/30/23 unfeasable. Can the customer extend this completion date out to 2024 and into the warmer season?
Yes, however we have FY23 funds to execute now and not sure if the funds will be available if not used this FY
5 Solicitation Would the gov't consider extending the time to answer the RFP to allow for a more thorough and comprehensive response.

6 Solicitation JBER is in need of Vindicator/Lenel single door access control upgrade to include a system workstation with enrollment camera, printer, and reader, a network switch, card reader access with keypad, a balanced magnetic switch, a door strike, and conduit and security cable as necessary.
The solicitation is titled for an Intrusion Detection System, but the scope and salient characteristcs call for an Access Control System. Can the Government clarify this discrepency?
Access control system is a "badging system" to access the secure workspace in building 8.
It will be part of the IDS Intrusion Detection System
7 Solicitation JBER is in need of single door access control upgrade to include a system workstation with enrollment camera, printer, and reader, a network switch, card reader access with keypad, a balanced magnetic switch, a door strike, and conduit and security cable as necessary.
Can the customer confirm that card reader requirement is for standard CAC card access?
No. We do not want a system that uses a CAC card for access.
The badges must be visually unique for building 8 and created only by the 11th Airborne Division Special Security Staff

9 Solicitation Is there a DIV08 schedule to assist us with identifying the Door Hardware required?

10 Solicitation What are the system programming requirements?
Has to be programmed by Honeywell Vindicator Certified individuals for IDS and ACS. ‐DQB
11 Solicitation What is the sequence of operations for the configuration/integratio n of Vindicator and Lenel?
Lenel will not be supported.
Vindicator will be able to integrate into the current system. This is done by the programmer in conjunction with my office. ‐DQB
12 Solicitation What version of Vindicator exists and what should the system be upgraded to?
It will be installed with the currently approved Vindicator Win 10 version 4
13 Solicitation This proposal assumes Vindicator is existing and Lenel will be installed as new, correct?
Vindicator is existing. This system will be added to it. ‐

14 Solicitation What reader technologies need to be provided? Prox, Mifare/Desfire, PIV, etc Is off‐site off‐prem authentication required?
The site in question will be using DOD PIV. The readers cannot have Bluetooth or other wireless technologies.
HID RPK‐40 are the currently approved line of card readers
15 Solicitation What are the specs for the workstations, servers, monitors, switches, rack?
The specifications for the workstations/servers are covered under the Vindicator Windows 10 platform. When purchasing the system it has to be stated that it is for the Windows 10 platform which Vindicator will provide the correct workstations/servers that are approved for that. If any network switches are purchased they are to be TAA compliant, NIAP or DoD compliant and compatible with CISCO, we are currently deploying the C9300 series network switches. ‐DQB
16 Solicitation Will additional credentials / key cards be required, and what technology, and how many?
This will be dependent on the site. If they wish to give out badges then they should get the HID 37‐bit cards (1000). ‐

17 Solicitation Will the badge printer be a dual sided printer, or single?
Dual with lamination. The printer purchased will have to be compatible with the Vindicator Badge Manager system, which currently is the

18 Solicitation How many users will be required to be programmed in by the integrator?
Adding personnel to the system should really be done by the site not by the integrator. The integrator should provide training and a minimum of a few users added to access the site. ‐

19 Solicitation What are the system training requirements?
11AB DIV SSO personnel will need to be trained on how to create badges, and how we input the data to the system for door access. Training materials/ checklists need to be provided.
20 Solicitation Are there installation requirements? Cable, cabling, conduit, security attachments, j‐hook, tampers, etc.
All cabling to be enclosed in rigid conduit compression fitted. Conduit should not be visible on the exterior of the facility, where the first Card Reader is located it should mount into the wall and through typically a 1 gang box so that the reader is able to fully cover the box. J‐Boxes or panels cannot have any knockouts, solid steel boxes are preferred. All cabling is to be shielded. Any location with a spice requires the box to have a tamper connected back to the IDS. If someone removes a reader it should notify the IDS so that Security Forces will be notified and respond accordingly. ‐DQB
21 Solicitation Is there a site visit available?
Site visit can be arranged, security clearance verification must be sent in Defense Information System for Security (DISS) to SMO code
