PERFORMANCE WORK STATEMENT
Boiler Tube Replacement Overhaul Laundry Facility Bld. 726
1. DIVISION 1 - GENERAL REQUIREMENTS
a. PROJECT LOCATION: This Construction project shall be completed as a routine requirement at building 726, on Joint Base Elmendorf‐Richardson, AK. Project hours are standard work hours 0700-1700 unless otherwise approved. The facility is open from 0500-1600 and bathrooms are accessible in the facility for contractor use during those times.
b. UNIQUE REQUIREMENTS: Work is located at the laundry facility which will continue to operate during the duration of this project. Access must remain open to all delivery doors and personnel doors for the duration of the project.
c. PROJECT DESCRIPTION: Inspect two steam boilers, remove and replace all tubes and rear door refractory of both boilers, and hydro-test each boiler and ensure that boilers are operating properly.
d. WORKMANSHIP: All work shall be accomplished in accordance with all applicable building and fire codes. Work must be accomplished under the NBIC R stamp per industry standard and AFI 32-1068. Certification required to be submitted at time of proposal. Contractor shall field verify all measurements, quantities, or values stated by the Government. Liquidated damages shall be assessed for work that is not finished within the scheduled performance period.
e. WORKSITE: The contractor shall limit the work to the areas indicated by the government. The contractor shall make every effort not to disturb or obstruct portions of the facilities still occupied by the government. The contractor shall coordinate and schedule work with the Facility Management office prior to the start of any operation. The contractor shall dispose of all construction debris off base at an approved disposal facility.
f. SITE SECURITY AND PROTECTION: The contractor shall make every effort to secure the work site, allowing only authorized personnel to enter the work site. Contractor shall secure work site from outside personnel when not actively on site performing work.
g. DAMAGE TO EXISTING SITE CONDITIONS: The contractor shall be responsible to repair any and all damage incurred to existing Real Property/Grounds due to poor workmanship at no cost to the government. Contractor shall not park or drive on sidewalk or grassy/snowy areas. Damage incurred shall be repaired at no cost to the government.
h. HEALTH/SAFETY: The contractor shall be responsible for compliance with OSHA and AFOSH standards. The contractor shall maintain a clean and debris free site at all times. The contractor shall keep driveways and entrances into and around the work site clear at all times. The contractor shall not use driveways or entrances as employee parking or storage of materials unless otherwise stated. The contractor shall minimize storage of materials and equipment on site.
2. DIVISION 2- DESCRIPTION OF WORK AND SPECIAL INSTRUCTIONS
a. Inspection - Visually inspect each boiler, and perform NDT (non-destructive testing) as needed. Use dye penetrant testing to exposed areas of boiler to check for tube sheet cracking. Replace all tubes for boiler #1 Model CBIF 700X-159-150ST / Serial #. OL101430SC / AP 148004 and boiler # 2 Model CBIF 700X-159-150ST / Serial # OL101429SC / AP 148002 and make any needed repairs to tube sheets, restoring them to manufactures specifications. When work is complete boilers shall be inspected by a 3rd party licensed boiler inspector (paid for by the contractor), and cleaned out to remove all contaminates before being brought online for normal operation. 3rd party inspection to be provided to the government.
b. Boiler Tube Extraction - Fully remove and replace all tubes, and replace with new boiler tubes for #1 Boiler AP148004 and # 2 Boiler 148002. Remove old boiler tubes along with the tube ends. Any minor tube sheet cracks shall be repaired to ASME code and manufacture specifications.
c. Boiler Tube Installation - Install new boiler tubes. Tubes should be rolled, beaded and welded (in the hot pass) as needed to meet manufacture specifications. Tubes shall meet high quality standards, manufactured to meet or exceed Cleaver Brooks specifications for the specific boilers.
d. Boiler rear door Refractory Replacement – Remove and replace the rear door refractory of both boilers. Test each boiler for asbestos prior to work on the boiler. Notify the government if asbestos is found and perform removal and disposal in accordance with all federal and state regulations. Inspect door for damage once refractory is removed. Allow for manufactures recommended drying time of refractory before firing.
e. Boiler Testing & QC - The contractor must prepare the boiler for the hydrostatic testing including gagging or capping relief and blank flanging header or exterior ports as needed for hydro testing completion. Hydro-test the boiler, witnessed and documented by an authorized inspection agency. Visually check boiler for any other needed repairs and fits during this phase. Ensure boilers are cleaned and flushed of all contaminants in order to resume normal functions of the laundry facility. Using all new gaskets close the boiler and fire and test. Boilers shall be left online and operating.
f. Complete cleanup- The remaining 2 boilers will remain online during the performance of the contract. Area needs to be kept clean and neat for safety and entry of personnel to perform maintenance. After each day’s work and after job completion all old and unused material must be removed from the job site and be disposed of properly.
g. Documentation - Provide all completed repair forms after submission to the national board & other applicable regulatory agencies. Shall include inspector’s paper work. Provide hydro-test results including name of the witness in accordance with paragraph 2.e.
h. Safety - The contractor is responsible for a Confined Space Entry Plan and entry attendant as operations require confined space entry procedures to complete welding and inspection. 773 CES Fire Department may be used by the contractor as an emergency rescue if an emergency rescue is needed.
i. Confined space & Burn permit - The Contractor shall provide 673D CONS with a copy of their confined space entry plan for review. Hot works performed, burn permits shall be submitted to the JBER fire station for approval, and notify them when hot works is going to be performed.
j. Access - Workers must be able to gain access to JBER; have current driver’s license for ID. Felony convictions and/or possession charges will prevent access. Allow for time to get base access if needed, vehicle inspections, and sign-in. Vehicles require current insurance, and registration.
