Techincal Provisions
GENERAL
1. PROJECT LOCATION
1.1 All work under this project will be performed on Joint Base Elmendorf-Richardson
(JBER). Work areas and limited access areas are shown on drawings.
2. NOTIFICATION OF WORK START
2.1 The Contractor shall give at least 10 working days advance notice in writing to the
Contracting Officer at 10480 22nd Street, Joint Base Elmendorf-Richardson (JBER) prior to beginning any work under the scope of this project.
3. WORK SCHEDULE
3.1 Work Hours: Work hours on this project shall be limited to Monday through Friday inclusive, between 0700 hours through 1700 hours, excluding federal holidays, unless approved otherwise in writing by the Contracting Officer. Should the Contractor desire to work other than these hours, Contractor must request approval of deviation in writing at least 72 hours prior to the period of the intended deviation. The Contractor shall not accomplish the deviation in work hours unless permitted to do so in writing by the
Contracting Officer.
4. FIRE AND SAFETY REGULATIONS
4.1 The Contractor shall comply with all latest national, state, local and Air Force fire and safety regulations. A copy of Air Force and Joint Base Elmendorf-Richardson (JBER) fire and safety regulations can be reviewed at the Contract Management Office, 673
Civil Engineer Squadron, Bldg 730 on JBER-Richardson.
4.2 Prior to using any open flame devices, welding equipment and other similar operations contractor and subcontractor personnel performing this type of work shall be certified to issue AF Form 592, USAF Welding, Cutting and Brazing Permit. Certification training is provided by appointment on Thursdays at 0800 and can be scheduled by contacting Technical Services at 384-5555. If permits are required for hot work prior to attendance in the certification class by contractor personnel, permits may be obtained through Construction Management. Compliance with the requirements set forth in
NFPA Standard No 241 (Building Construction and Demolition Operations), NFPA
51B, AFI 91-205, is mandatory.
4.3 Training of Contractor Employees: Contractor shall ensure that all Contractor employees, including the employees of subcontractors receive an initial fire reporting procedures briefing prior to beginning any work under the scope of this project. The

Contractor’s designated safety representative shall conduct this briefing. As new employees of the Contractor and subcontractor are added during completion of this project, the Contractor shall submit a written record of all of his/her employees and subcontractor employees receiving this briefing.
4.4 Contractor Fire Prevention Responsibility
4.4.1 The contractor shall provide a “firewatch” person during all welding performed on-base, which includes any welding work on heavy equipment anywhere on-base.
4.4.2 It is the inherent responsibility of the Contractor to practice good fire prevention measures while working on Elmendorf Air Force Base.
4.4.2.1 When work is accomplished in/on structures, contract personnel will confine smoking to established/designated smoking area(s).
4.4.2.2 Flammable paints, oil, varnishes, etc., stored in inside storage shall be in a metal storage cabinet or in outside storage in a controlled area. Flammables being used outside of these areas are limited to a one day supply.
4.4.2.3 Temporary wiring must be in compliance with Article 305 of the National Electric
Code.
4.4.2.4 The Contractor will be responsible for notifying the base fire department and 673
CES Alarm shop prior to any alarm or sprinkler system shutdowns at least 48 hours in advance.
4.4.2.5 Welding, cutting or brazing will only be done after a valid AF Form 592 has been issued by an individual certified by the Base Fire Protection Flight to issue welding permits
4.4.2.6 Fire extinguishers required during construction will be supplied by the Contractor.
The contractor shall provide at least 2 operating fire extinguishers at the hot work location.
4.4.3 Questions concerning fire prevention can be referred to the Technical Services
Section at extension 384-5555.
5. SAMPLING AND TESTING
5.1 Unless otherwise stated herein, or designated otherwise in writing by the Contracting
Officer, all required sampling and testing shall be by the Contractor at his own expense. All tests shall be performed using specified testing procedures, or if no procedure is specified, the standard testing procedure used by the ASTM will be used. At least 72 hours prior to performing any testing, the Contractor shall notify the Contracting Officer when such testing will be performed so that the test may be observed by the Contracting Officer and/or his/her designated representatives. In addition to the specified testing requirements herein, the
Government may perform additional verification testing at its own expense.

6. UTILITIES
6.1 Reasonable amounts of water, electricity and other available utilities will be furnished to the Contractor at no cost to the Contractor. The Contractor shall exercise strict conservation practices in the use of these utilities. Should the Contractor be found to be not using utility conservation practices, then the cost of this utility use will be passed along to the Contractor for the remaining performance period of the Contract.
Telephone services for Contractor use can be secured at the JBER Anchorage
Telephone Utility Office, 10492 Necrason Avenue, JBER, with the cost of the telephone service borne by the Contractor.
7. UTILITY OUTAGES
7.1 Scheduled: Request for all outages and interruption of utility services shall be made in writing to the Contracting Office at least 10 working days prior to the desired period of outage. All outages are subject to approval, in writing, by the Contracting Officer and will be allowed only at the convenience of the Government. This notification shall be made prior to the utility outage and in sufficient time to give the utility personnel ample opportunity to arrange and schedule discontinuance of utility services. The Contractor shall hold all outages to a minimum number of shortest possible duration.
7.2 Unscheduled: Reimburse the US Government for man-hours, materials, and circuit cost when damage to or interruption of service on any cable occurs through negligence of the excavator/contractor, including any failure to obtain proper coordination of
Wing Form 3 prior to commencement of construction or excavation in accordance with paragraph 9.1 of this section.
7.3 Protection of Existing Utilities: The Contractor shall safeguard and protect from damage all utilities encountered or uncovered during digging, excavation, and backfilling in accordance with WI 32-1007 (Safeguarding Utilities From Damage).
Any damaged utilities caused by contractor’s negligence shall be repaired immediately at no additional cost to the government.
7.4 Contractor shall restore damaged communications cable(s) and circuits to original condition and full operation if any damage does occur. Notification of damage shall be made immediately to the Base Telephone Trouble desk, 552-4647, and to the
Contracting Officer; restoration efforts shall commence within 1 hour. Failure to commence restoration within the required time limit, or to make continuous progress toward restoration, or to complete acceptable restoration within a 4-hour time limit or an alternate time limit negotiated with and established by the Contracting Officer, shall result in suspension of all other contract work until acceptable restoration is completed and approved by the Contracting Officer.
9.4.1 In cases where a cable is damaged for reasons noted above, the Contractor shall, if lacking the qualified trades in his organization, employ as necessary such qualified trades or employ another Contractor having such trades to restore the cable and circuits to original condition and full operation at no expense to the Government.

9.4.2 The Government reserves the right to protect a damaged cable from further damage or deterioration and the right to restore priority circuits; these actions shall not relieve the
Contractor of his full responsibility for restoration.
10. CONTRACTOR'S USE OF PREMISES
10.1 This utility project will be constructed while facilities, which are using these services, will continue to be in use and occupied during the construction. The Contractor shall coordinate all work to minimize inconvenience to facility occupants and to airfield operations.
10.2 The Contractor shall be responsible for moving equipment required for access to complete the work.
10.3 The Contractor shall take efforts to hold dust and noise to a minimum. Contractor shall comply with base quiet hours (2200 to 0600).
10.4 The Contractor shall not use traffic ways for storage areas unless granted permission to do so in writing by the Contracting Officer. At no time shall the Contractor block hallways, traffic ways, or other access areas.
11. ACCESS TO CONSTRUCTION SITE
11.1 Contracting Officer will designate access routes to the site as shown on the drawings, for use by Contractor and his work force.
11.2 Contractor will be responsible to maintain, repair, and restore existing work areas, which are used by him and his work force to the original conditions immediately prior to his commencement of work.
11.3 Employee parking shall be restricted to those areas so designated.
11.4 The Security Police will enforce traffic regulations, parking area assignments and security and the Contractor shall cooperate and coordinate to the fullest extent.
11.5 Contractor shall provide to the Contracting Officer, Security Police, and entry control personnel, 72-hour advance notice for each entry into restricted areas. Delays due to lack of providing the 72-hour notice to enter these areas shall be at the Contractor's expense.
12. CONTRACTOR'S STORAGE AREA
12.1 The Government will provide an outside area adjacent to the work area for Contractor's storage. The Contractor shall be required to maintain this area to the satisfaction of the
Government. The Contractor shall erect an approved temporary fence around this storage area. The fence shall be 6’ high chain link, screened with slats or fabric.
Submit fence plan for approval. The Government in no way will be responsible for the security of any items stored in this area. Contractor will return the area in the same
01010-5 condition as when he received it.
13. BARRICADES
13.1 Construct and maintain barricades as required by OSHA and Wing Safety personnel, sufficient to prevent injury to persons and damage to property.
13.2 Cover unattended trenches and holes.
13.3 Provide and maintain warning lights and signs, as necessary, to prevent damage or injury. Keep warning lights burning from dusk to dawn.
14. COLD WEATHER OPERATIONS
14.1 If any part of this project is pursued during periods of cold or inclement weather, the
Contractor shall take all appropriate precautions to protect facilities and work involved in the project scope from damage by cold/or inclement weather.
15. SUBMITTALS
15.1 Government review time for submittals will normally be 15 calendar days. Submittals with complicated mechanical or electrical items or submittals with a large number of items will require 20 calendar days review time.
16. CODES
16.1 References to standards, codes, specifications, recommendations and regulations refer to the latest edition/printing issued prior to the bid opening date.
16.2 These Construction Documents, and the joint and several phases of construction hereby contemplated are to be governed, at all times, by applicable provisions of the Federal
Law(s), including but not limited to, the latest amendments of the following:
16.2.1 Williams-Steiger Occupational Safety and Health Act of 1970, Public Law 91-596.
16.2.1.1 By agreement between the US Department of Labor, Occupational Safety and
Health Administration (OSHA) and State Department of Labor, Division of
Occupational Safety and Health (DOSH), applicable OSHA regulations as amended by the State of Alaska are enforced for Contractors and Contractor personnel only by DOSH. At no time will the level of protection afforded the worker be less than the most strict of either the Federal or State regulations.
16.2.1.2 Code of Federal Regulations, Title 29, Parts 1910 (Occupational Safety and Health
Standards) and 1926 (Safety and Health Regulations for Construction).
16.2.2 Federal Standard 313B, as it pertains to the procurement, identification, marking and control of potentially toxic or hazardous materials, and to the reporting of information concerning these materials.

16.2.3 Uniform building, mechanical and plumbing codes.
16.2.4 National Electric Code.
16.2.5 NFPA 101, Life Safety Code.
16.2.6 NFPA 30, Flammable and Combustible Liquids Code
16.3 Applicable portions of standards listed in the Specifications that are not in conflict with
Contract Documents or with the Federal Acquisition Regulations (FAR).
16.4 Any and all Air Force, 3rd Wing or Elmendorf Base Regulations as pertain to construction, safety, fire, health and associated activities are hereby made part of this
Specification.
16.5 Modifications or exceptions to standards shall be considered as amendments, and unmodified portions shall remain in full effect.
17. TECHNICAL SPECIFICATIONS
17.1 The Specifications have been partially "streamlined" and some words and phrases have been intentionally omitted. Missing portions shall be supplied by inference as with notes on drawings.
17.2 The words "approved", "inspected", "directed", "selected", and similar words and phrases shall be presumed to be followed by "by Contracting Officer". The words
"satisfactory", "submitted", "reported", and similar words or phrases shall be presumed to be followed by "to Contracting Officer".
17.3 Words like "install", "provide", "furnish", and "supply" shall be construed to include complete furnishing and installing or constructing unless modified by additional information.
17.4 Instructions, directions and requirements as specified shall be considered to be followed by the phrase "unless otherwise specified or indicated".
18. GOVERNMENT FURNISHED MATERIAL AND EQUIPMENT: None
19. SALVAGE
19.1 Equipment and materials indicated on the drawings or directed in the field for reuse shall be approved by the Contracting Officer before re-installation. Contract amount includes cleaning, conditioning and re-installing materials indicated for reuse.
19.2 Any excess equipment and materials selected to remain the property of the Government shall be removed by the Contractor and delivered to the Property Disposal Officer, 12745 Richardson Hwy, or as directed by the Contracting Officer.

20. DISPOSAL OF DEBRIS
20.1 Solid Wastes: Contractors will be required to dispose of all solid wastes generated by base projects at state permitted off-base sanitary landfill facilities.
20.1.1 All non-hazardous wastes including asbestos containing materials (ACM) will be disposed of in the Hiland Waste Disposal Facility located near Hiland Road and the
Glenn Highway.
20.1.1.1 Waste hauling from Joint Base Elmendorf-Richardson (JBER) to off-base disposal locations will meet or exceed all requirements and restrictions levied by the State of
Alaska and the Municipality of Anchorage, including:
20.1.1.1.1 Meeting of any weight restrictions for any public roadways utilized.
20.1.1.1.2 Covering and securing all loads of waste other than earth materials to ensure that no materials are lost from each load during transit.
20.1.1.1.3 Prevention of overloading with earth materials such that load contents are prevented from escaping during transit.
20.2 Liquid Wastes
20.2.1 Runoff and residues generated from any process including water-washing processes shall not be directly wasted to the sanitary sewer or to the storm drain system. They shall be collected, sampled and disposed of based on the results of the analysis of samples, compliance with EPA requirements and this specification.
21. HEALTH HAZARDS
21.1 Health Hazards: The Contractor shall comply with the following sections of this specification regarding the recognized health hazards – Section 01120 and 01121.
21.2 Confined Spaces: The Contractor shall comply with 29 CFR 1910.146 and AFI 91-203 for confined space procedures. Contractor shall coordinate with the 673 WG/SEG
(Safety Office) to determine which spaces on Base are designated as confined spaces, and that any joint entry by Contractor and Air Force personnel must be coordinated by the Base Confined Space Entry Team (Safety, Bioenvironmental Engineering and Fire
Department).
22. ENVIRONMENTAL PROTECTION/HAZARDOUS MATERIALS
22.1 The Contractor shall strictly comply with Section 01120 of this specification for protection of personnel, Government property, and the environment, and for hazardous material handling, use and disposal.

23. HAZARDOUS WASTE
23.1 The Contractor shall strictly comply with Section 01121 of this specification for hazardous waste accumulation and disposal.
CONTRACTOR QUALITY CONTROL
24.1 The Contractor's quality control system shall be adequate to cover all construction operations and should be keyed to the proposed construction sequence. The
Contractor's quality control system shall include three phases of inspection for all definable features of work as follows:
24.1.1 Preparatory Inspection: This shall be performed and documented prior to beginning work on any definable feature of construction. It shall include a review of the contract requirements; a check of all required shop drawings/ submittal data to ensure proper approval; a physical examination of materials/ equipment to ensure conformance with the approved shop drawings/submittal data and contract specifications and that all materials and/or equipment are on hand; a check to see that all material/equipment required to be tested, has been tested and the results submitted and approved; provisions have been made to provide required control testing, and an examination of work area has been made to ascertain completion of the preliminary work.
24.1.2 Initial Inspection: This shall be performed and documented as soon as Work begins on a representative portion of a particular feature of work and shall include examination of the quality of workmanship as well as a review of control testing for compliance with contract requirements.
24.1.3 Follow-up Inspections: These shall be performed and documented daily to assure continuing compliance with contract requirements, including control testing, until completion of the particular feature of work.
24.1.4 Tests to be performed and the Contractor personnel who will be responsible for each test will be listed.
24.1.5 Responsibilities and procedures for coordination and advance notice to the
Government for all inspections and test required to be witnessed by the Government.

FXSB X-XXXX with the authority to regulate the quality of the work so that it conforms to the contract. The quality controller is authorized to order discontinuance of any operation causing non-conforming work.

Section 01100
General Site Requirements
1. Coordination and Access to Site: Coordination with affected facility occupants (Using
Agency) shall be made through the Contracting Officer to assist the Contractor in completing the work with a minimum of interference and inconvenience. Upon award of basic contract, long-term passes shall be issued which will allow all contractor-controlled vehicles to access the Base in accordance with local procedures.
2. FPCON (Force Protection Condition) Restrictions: Access to Base may be restricted dependent upon the established ‘FPCON’ level at any time during the execution of the Task
Order. Contractor shall be issued badge and vehicle pass allowing unrestricted access to the
Base throughout FPCON levels ‘A’ and ‘B’. Increased FPCON levels approaching ‘C’ and/or
‘D’ shall be more restrictive, requiring further confirmation of current security requirements as provided by Contracting Officer.
3. Cell Phone Use While Driving: COMPACAF Policy prohibits cell phone use while perating motor vehicles on PACAF installations. Vehicle operators on all PACAF installations will not use cell phones unless the vehicle is safely parked or they are using a hands-free device. A violation of this nature will result in the loss of on-base driving privileges for 30 days.
3.1. This policy applies to all uniformed military personnel, DOD civilians, contractors, family members and any other non-DOD drivers operating a motor vehicle on all PACAF installations. The contractor is responsible for notifying all employees of the policy.
3.2. If Security Forces personnel observe a driver excessively manipulating (dialing phone numbers, text messaging, etc.) their cell phone while the vehicle is in motion, the driver will be cited.
3.3. The only exception to this policy is if the user’s call is for an emergency situation where the user is speaking with an emergency response operator (e.g. fire dept/rescue, police dept or hospital). These calls can be verified.
4. Work Layout and Site Management: The Contractor shall coordinate the proposed layout of the work with the PM and submit various site plans, field office requirements, dust control plans, and proposed storage areas in accordance with the project requirements associated with each Task Order.
4.1. Staging/Material Storage Area(s): The requirement for lay-down areas (staging areas) associated with a Task Order shall be dependent upon the size of project and in accordance with specific criteria as detailed in the Task Order. Prior to starting the work, the Contractor shall submit site plan to the Contracting Officer for approval, showing the layout and details of all temporary facilities planned for use on identified Task Order. The plan shall include the location of the safety and construction fences, location of all site trailers, equipment and material storage areas, construction entrances, trash dumpsters, temporary sanitary facilities, 01100-2 and worker parking areas as required by the Task Order. Site photographs prior to the start of work may be included with the plan. At completion of work, the Contractor shall remove the facilities and restore the site to its original condition. For most construction projects, the PM will provide the contractor with a single staging area. A supplemental storage area may be identified if necessary by the detailed Task Order. All staging areas shall be completely screened with eight-foot high chain-link construction fencing and include visual screening with brown mesh.
4.3. All Contractor trailers, stored materials, and idle equipment shall be located in the designated staging area. The staging area shall be kept clean and orderly. Tarps are to be used, as necessary, to secure loose materials. The on-site representative of the Contracting Officer is the sole judge as to what constitutes an acceptable staging area. Dumpsters may be located outside the staging area, but must be sited as approved by the on-site representative of the
Contracting Officer. Any movement of a dumpster to another area on the project site must be approved by the Contracting Officer.
4.4. All items in the staging area shall be promptly removed when no longer needed or when the contract is completed.
5. Protection of Government Property: Contractor shall protect all Government property within the buildings in which he is working, except for such property as is required to be demolished.
Property which is to be demolished, shall be protected until its scheduled demolition time.
Protection shall include, but not be limited to, protection from construction generated dust, debris, water, and vibration.
6. Safety: All work shall be accomplished in accordance with OSHA 29 CFR 1910, OSHA 29
1926 and applicable AFOSH Standards.
7. Waste Disposal: All spoil, waste and debris removed from the work site and not specified for reuse or identified as salvageable items, shall become the responsibility of the Contractor and shall be disposed of off-base/site in areas authorized by the applicable county and/or state agencies and in accordance with current rules and regulations governing the disposal of solid waste. Disposal of hazardous waste shall be in compliance with local, state and federal standards as further described in Specification Section 1500 Environmental Controls OR
Section 1121 Disposal of Hazardous Waste – JBER.
7.1 There are no disposal or borrow pits located on Joint Base Elmendorf-Richardson. There may be disposal or borrow pits and waste disposal pits at the other sites. These will be indicated on the individual task order. For Eielson AFB information, see Section 01300.
8. Coordination, Safety and Regulatory Requirements:
8.1. Airfield Safety: Base Airfield includes a Restricted Access Security Area, identified by a red boundary line and entry control points labeled “Entry Point.” Individual Task Orders will identify applicable safety and security requirements. Airfield Manager and Base Operations will brief all workers and truck drivers on Flightline driving procedures. The Flightline Driving
Briefing and Agreement for Contractor and TDY Personnel will be conducted by Airfield

Management. This agreement, along with Contractor Badges (issued by Base Security Forces) shall be carried by all individuals operating vehicles on the Flightline.
9. Special Events: Bases may schedule a variety of special events during the contract effort.
During the course of these events, more stringent standards may be required for contract operations. Examples are stricter requirements for staging areas, worksites, and haul routes.
The on-site representative of the Contracting Officer will provide specific requirements to the
Contractor. The special events, and their approximate time periods will be as identified during the contract performance period.
10. Safety Cones and Barricades: The use of orange safety cones (regardless of color) is limited to short-term duration not exceeding one workday. Sawhorse type barricades (white with orange banding) is the only allowed safety barricade authorized for extended periods exceeding one day. Safety candle stick cones left over the authorized time period will be confiscated by the Base. The use of yellow safety tape to outline limits of access to a site is not allowed.
11. Security At The Work Site: Whenever facility security is breached to perform work required under this contract, the Contractor will be responsible for providing temporary measures in order to assure security is maintained at the level existing prior to construction.
The Contractor shall provide adequate protection at his cost against vandalism and theft for all parts of the building wherever work under this contract is performed. This may include such security items as fencing around a facility or closing all openings in a structure during non-working hours. If vandalism or theft occurs as a result of contractor negligence, it will be the responsibility of the contractor to repair or replace lost or damaged materials, equipment, or facilities.
12. Equipment On The Work Site: Contractor shall store all supplies and equipment on project site so as to preclude theft or damage. The contractor is responsible for securing all their equipment left on the work site. The Contractor shall cover equipment that is to remain in-place within the area of work and protect it against loss or damage. Equipment removed in performance of work where directed for reuse in work as required by drawings and/or the
Statement of Work shall be satisfactorily stored. Equipment temporarily removed shall be protected, cleaned, and replaced equal to its condition prior to starting work. Security for equipment and material that is to be reused and is removed for temporary storage shall be the sole responsibility of the Contractor. Contractor shall maintain the work site in a safe and orderly manner.
13. Roadways:
13.1. Cleanliness Of Paved Surfaces: When paved surfaces are jointly used by the Air Force and Contractor, the Contractor shall keep all paved surfaces, such as runways, taxiways, and hardstands, clean at all times and, specifically, free from small stones which might damage aircraft propellers or jet aircraft. In restricted areas the traveled areas shall be cleaned using a self-propelled vacuum, vacuum truck, or other appropriate equipment and shall be cleaned to the approval of the using agency through the Contracting Officer's representative.

13.2. Hauling: Loose debris on trucks leaving the site shall be loaded in a manner that will prevent dropping of materials on streets and conform to local ordinances and laws. Fasten suitable cover, such as a tarpaulin, over the load before entering surrounding streets. The
Contractor shall be responsible for cleaning up materials that fall from trucks immediately after he becomes aware of it.
13.3. Load Limits On Pavement: Vehicle traffic on concrete pavement shall be restricted to equipment with pneumatic tires.
13.3.1. The limit for vehicular loading on all areas of concrete over building structures and access bridges shall be a pickup type truck with a payload not to exceed 1,000 pounds or a gross vehicular load of 5,000 pounds.
13.3.2. The limit for vehicular loading on concrete access ramps and “on-grade” concrete pavement shall be 5,000 pounds per vehicle wheel. For the purpose of this limitation, dual wheels shall be considered as two wheels.

SECTION 01120
ENVIRONMENTAL PROTECTION / HAZARDOUS MATERIALS ON JBER
1. APPLICABLE LAWS AND DIRECTIVES
The Contractor and all subcontractors, in performance of this contract, shall comply with all Federal, State and local laws, regulations, orders and ordinances concerning environmental quality and environmental pollution abatement and control. The contractor is responsible for any fine, penalty assessments and/or natural resources damage claims that are brought against JBER for those incidents determined by the Contracting Officer which are due to Contractor’s performance or failure to perform during the execution and performance of this contract.
1.1 TECHNICAL ASSISTANCE
Technical assistance for complex environmental problems will be coordinated with:
a. JBER Environmental Office, 673 CES/CEIEC 552-2440.
b. JBER Bioenvironmental Engineering, 673 AMDS/SGPB, 384-3985.
1.2 Work shall be accomplished within the guidance and limitations established by the following, based on the most current changes and amendments thereto:
1.2.1 Title 40, Code of Federal Regulations.
1.2.2 673 ABW Instructions.
2. PROTECTION OF LAND RESOURCES
2.1 GENERAL
The Contractor shall furnish all labor, materials and equipment required to protect environmental quality and prevent environmental pollution as a result of work performed in accordance and/or in violation of the Technical Provisions of these specifications. Environmental pollution is defined as any activities, actions or consequences of Contractor activity that produce an undesirable effect on the human environment, including environmental resources such as land, water, air or sound. Land and water resources within the project boundaries and any other location visited by the Contractor shall be preserved or referred to conditions existing prior to this contract. The Contractor shall confine construction activities to areas allowed by the plans and specifications.
2.2 EXISTING STRUCTURES AND UTILITIES
No excavation shall be performed until site utilities have been field located. The Contractor shall take the necessary precautions to ensure no damage occurs to existing structures and utilities. Damage to existing structures and utilities, including monitoring wells and remediation systems, resulting from the Contractor’s operations shall be repaired at no additional cost to the Government. Utilities encountered that were not previously shown or otherwise located shall not be disturbed without written approval from the Contracting Officer.

2.3 LANDSCAPE PRESERVATION
The Contractor shall not remove, disturb, injure or destroy trees, shrubs or any other surface vegetation without written authority from the Contracting Officer.
2.2.1 The Contractor shall protect all trees adjacent to or within the contract work area which are not specifically designated for removal on the contract drawings.
Protection shall include erection of sturdy barriers installed at a minimum distance of 10’ from each tree. Barriers shall be maintained intact until all grading, construction and landscaping work are completed, with exception of such contouring as is required after removal of the barriers. All slopes shall be contoured by hand digging and hand raking to blend the protected areas into the final grade, after barrier removal.
2.3 Location of Temporary Field Offices and/or Storage Facilities: The Contractor shall obtain written permission from the Contracting Officer for locating any temporary office, storage or other buildings on Air Force controlled property. The Contractor shall request location of said facilities by submitting a letter and location drawing to the Contracting Officer. Any ground surface change or defacement caused by the location of said buildings shall be restored to the condition that existed before the contract by the Contractor, at no expense to the Government.
2.4 LANDFILL DISPOSAL
All non-regulated waste including asbestos materials shall be disposed in an off-base state approved site.
3. PROTECTION OF AIR QUALITY
3.1 EMMISIONS
Identify air pollution generating equipment or processes that may require federal, Alaska, or local permits under the Clean Air Act. Determine requirements based on any current installation permits and the impacts of the project. Provide a list of all fixed or mobile equipment, machinery or operations that could generate air emissions during the project to the Installation Environmental Office (Air Program Manager).
3.2 DUST
As required by 18 AAC 50.045(d), control fugitive dust emissions. Fugitive dust emissions (airborne dust generated by vehicles operating on unpaved surfaces, transfer or transport of dust producing materials, etc.) shall be controlled at the construction site, along haul routes and at staging areas. The Contractor shall be required to maintain all excavations and excavation activities, embankments, stockpiles, hauling activities and all other work areas free from airborne dust. Dust control shall be practiced as required for the term of the contract. The cost of any required dust control will be borne in full by the Contractor.
3.3 OPEN BURNING
The Contractor shall not engage in any burning activities on Air Force controlled properties.

4. PROTECTION OF WATER QUALITY
4.1 SURFACE AND GROUND WATER
4.1.1 The Contractor shall not operate equipment or machinery in any stream or lake without written permission from the Contracting Officer.
4.1.2 The Contractor shall prevent the deposit of any materials (including earth fill, vegetative waste, oils and grease) into any stream or lake. Any such accidental deposit will be immediately reported to the Contracting Officer.
4.1.3 The Contractor shall not directly discharge effluent from any process, including water-washing processes, into the sanitary sewer or storm drain system. Effluent and residues shall first be collected, sampled and tested for compliance with ADEC’s Alaska Pollutant Discharge Elimination System (APDES) regulations for discharge.
Disposal shall be made in accordance with APDES requirements based on the test results. Sampling, testing and disposal costs shall be borne in full by the contractor.
4.1.4 Any project which disturbs one acre or more is subject to regulations for storm water discharges. The contract will be responsible for submission of State of Alaska Department of Environmental Conservation (ADEC) (Notice of Intent (NOI) for Storm Water Discharges Associated with Industrial Activity under a APDES General Construction Permit. The contract will also be responsible for submission of stormwater pollution prevention plans (SWPPP) to ADEC or the Municipality of Anchorage, as applicable.

The cost of any NOI preparation, permit authorization fees, and regulatory review shall be borne in full by the contractor.
4.1.5 The contractor shall not install, alter, or modify any underground injection control class V unless other options have been determined to be either technically cost prohibitive of would adversely impact mission requirements. Documentation of exceptions needs to be provided to the Environmental Quality Branch Chief before any installation, alterations, of modification may proceed in an effort to comply with the Safe Drinking Water Act, 40 CFR Part 144.
4.2 WASTEWATER
4.2.1 Chapter 26.50 of the Anchorage Municipal Code (AMC) Sewer Service Ordinance requires significant industrial users to have a permit to discharge wastewater into the municipal sewer system. JBER is an indirect discharger of non-domestic wastewater and contributes more than five percent of AWWU total wastewater load per day;
thus, JBER is classified as a significant industrial user. AWWU Industrial Wastewater Discharge Permit #11 (JBER AWWU Permit) to describe how activities are managed at JBER in order to minimize the chance of discharging toxic and/or hazardous pollutants into the municipal sewer system.
4.2.2 The contractor is required to prevent the discharge of any substance that may upset or degrade the municipal sewer system, cause health or safety problems, or exceed JBER AWWU Permit effluent limits. The applicable regulations that help ensure JBER’s wastewater discharges comply with the permit requirements are:

4.2.3 Notification for Discharges to the system
AWWU notification requirements are defined in the JBER AWWU Permit. Slug discharges are defined as any substance released at a rate or concentration that could cause a violation of the discharge standards, or any discharge of a non-routine, episodic nature. Slug discharges include, but are not limited to, accidental spills or a non-customary batch discharge. The contractor shall immediately notify the Contracting Officer and 673 CEIEC Water Quality Manager of a discharge in the following situations:
a. Any discharge to the sewer system of substances prohibited by AMC 26.50.050, or which may endanger public health.
b. Any spill of material prohibited by AMC 26.50.050 or slug discharge which may enter the sanitary sewer system.
c. Any unanticipated treatment bypass or upset which may exceed effluent limitations outlined in the JBER AWWU Permit Sections 1.C. & 1.D.
The notifications will include the following: location of the discharge; date and time of discharge; type of material/waste; concentration and volume of discharge; and corrective actions taken.
5. PROTECTION FROM TOXIC OR HAZARDOUS MATERIALS
5.1 HAZARDOUS MATERIALS
Reference: Title 29, Part 1910, Code of Federal Regulations; FAR Clause 52.223-3, FAR Clause 52.223-5; Federal Standard 313; and AFI 32-7086.
5.1.1 General
All materials used by the Contractor, or removed or handled as a part of Contractor operations will be stored, handled, utilized and disposed of in a manner designed to prevent any reasonable possibility of exposures to both Contractor and non-contractor personnel, pollution and damage to Government property or facilities, or to the environment.

5.1.2 Hazardous Material (Hazmat) approval and product specific Safety Data Sheets
Any and all known or potentially toxic or hazardous materials (hazmat) to be brought by the Contractor onto the military installation and or job site will require the submission of a properly completed Safety Data Sheet (SDS) as directed by 29 CFR 1910.1200 (OSHA Hazard Communications Standard), Federal Standard 313E (Fed Std 313E, 2014), and AFI32-7086.
Guidance as to what constitutes a potentially toxic or hazardous material may be found in these references. These listings are for guidance only, and do not release the Contractor from his responsibility for identification, proper handling, use, storage and disposal of these materials.
5.1.2.1 All hazmat brought onto the installation will be authorized using the EESOH-MIS platform, IAW AFI 32-7086. The contractor will initiate the request for authorization of each hazmat product in EESOH-MIS (generate AF3952), a minimum 10 working days prior to the materials being brought onto the installation. A second complete copy will be maintained on the job site at all times for employee and inspector reference IAW 29 CFR 1910.1200 and Fed Std 313E.
5.1.2.2 SDSs must contain complete information. SDSs must be available for review by the Bioenvironmental Engineering function and other authorized Medical Authorities IAW 29 CFR 1910.1200 and Fed Std 313E. Bioenvironmental Engineering is authorized to review SDSs containing proprietary information.
5.1.3 Hazardous Materials Listing
Installation contracts which involve the use of hazmat shall use EESOH-MIS https://www.my.af.mil/esoh/eesoh/index.esoh?resetSession=true to request, authorize, and track hazmat on JBER. Contractors may not bring hazmat onto JBER or use hazmat until they receive approval from the JBER Authorizing Office (673 CES/CEIEC, JBER Environmental Office), IAW AFI32-7086. A listing of all hazardous materials and known or potentially toxic materials under the Contractor's control and currently on the installation will be maintained at the job site. The listing will include the item description and the manufacturer's name as it appears on the SDS, the quantity on hand, and where the material is stored/located. This listing will be updated not less than quarterly to account for usage and receipt of new or replacement materials. The total quantity used for each hazardous material shall be recorded in EESOH- MIS at end of the project performance, or end of the calendar year, whichever occurs first. The contractor will provide this information for EPCRA reporting, IAW AFI32-7086 and FAR Clause 52.223-5.
5.1.4 Labeling of Hazmat Products
All known or potentially hazardous materials as described in paragraphs 5.1.1 through 5.1.3 above will be transported and stored in the original manufacturer's containers. These containers shall be provided with manufacturer's labels meeting the information requirements of 29 CFR 1910.1200 and AFI 90-821. Bulk materials and materials that must be re-packaged or placed into different containers at the job site will be clearly labeled by the Contractor with durable labels, meeting the above requirements. Final use containers, such as paint pots, vats, solvent tanks, etc., shall be appropriately labeled with their contents. Materials without appropriate SDSs and proper, legible labeling will not be allowed on the installation. Any materials/containers belonging to or under the control of the Contractor found not meeting these requirements will have all deficiencies corrected within 24 hours or the materials will be removed from the installation by the Contractor within the same 24-hour limit. 01120-6 applies regardless of time of day or day of week, and includes holidays and weekends. All corrective action costs and/or removal costs will be borne by the Contractor.
5.1.5 Safety Data Sheets relating to Government supplied materials, and hazards presented by Government operations at or in the Contractor's job site may be obtained through the Contracting Officer. Requests for information must be provided to the Contracting Officer a minimum of 20 working days prior to the date this information is required.
5.2 HAZARD COMMUNICATION
Reference: 29 CFR 1910.1200, Alaska Statutes Section 18.60.010, and Air Force Manual 90- 821 Hazard Communication Program.
5.2.1 The Contractor shall establish and implement a written hazard communication program meeting the requirement of 29 CFR 1910.1200 and Alaska Statutes Section
18.60.010 Subchapter 15. This program shall be complete and fully implemented prior to start of work and shall be updated as necessary to reflect changes in working conditions or materials used. A complete copy of the Contractor's program shall be submitted to the Contracting Officer for approval a minimum of 20 working days prior to the start of work.
5.2.2 The Contractor shall, at no cost to the Government, provide workplace hazard training to all non-contractor personnel, including Government inspectors, who will be working at or on the Contractor's job site where known or potentially toxic or hazardous materials are to be used by the Contractor. Bioenvironmental Engineering shall be present when Government personnel receive hazard training.
This training shall meet the requirements of 29 CFR 1910.1200. This training program shall be complete, and all affected personnel shall be fully trained prior to the start of work. Training shall be updated or re-accomplished as necessary to reflect changes in working conditions, materials used or new personnel requiring training. This training shall be separately documented for each individual in writing, and signed by the individual and the person providing the training. One copy will be provided to the individual, one to the individual's supervisor, one to the Contracting Officer and one maintained on-site for review by both Contracting and outside agency inspectors.
5.2.3 Hazard Communications information relating to Government supplied materials and hazards presented by Government operations at or in the Contractor's job site may be obtained through the Contracting Officer. The Contracting Officer may obtain this information from Bioenvironmental Engineering. Requests for information must be made in writing to the Contracting Officer with sufficient lead time to allow Bioenvironmental Engineering a minimum of 20 working days to process the request.
6. HAZARDOUS NOISE
6.1 All equipment utilized by the Contractor that produces noise levels in excess of 84 dBA ("A" weighted decibels) must be identified as a hazardous noise source by the Contractor. This equipment will be utilized in a manner that precludes exposure of non-contractor personnel to levels exceeding 84 dBA.

7. [RESERVED (RADIOACTIVE MATERIALS MGMT)]
8. HAZARDOUS MATERIAL (INCLUDING FUEL, POL) SPILLS, etc.
8.1 The Contractor shall immediately report any spill to the JBER Fire Department at 911, and the Contracting Officer Representative (COR). The Contractor shall take steps to confine, contain, report and clean up any leak or spills that they cause. The contractor shall comply with EPA and ADEC procedures. The contractor shall ensure that items found currently leaking are drained, externally cleaned and contained prior to moving so that transporting them allows no further spillage. Contractor shall bear all costs associated with spills occurring during the project.
8.2 If above-ground storage tanks (ASTs) of Petroleum, Oils & Lubricants (POLs) will be utilized during the performance of this contract, the contractor is required to obtain prior approval from 673 CES/CEIEC and 673 LRS/LGRF Fuels Management. Underground Storage Tanks (USTs) shall not be installed on JBER.
8.3 Contractor shall provide a Spill Prevention and Clean-Up Plan to the COR for approval.
Contractor shall have spill kits and absorption materials immediately available for fuel, POL, and hazardous material (hazmat) spills. The Spill Prevention and Clean-Up Plan shall include the following, at a minimum:
1. Description of Contractor’s proposed methods of spill prevention.
2. Description of Contractor’s proposed methods for spill response.
3. Listing of proposed equipment, materials, and supplies to be maintained on site for spill response.
4. Any other information required under Section 01121 Management of Hazardous Waste.
8.4 The Contractor shall immediately stop excavation and report any previous spills by others, or any containers of unknown content left by others that are discovered during excavation, to the Fire Department at 911 and to the COR. Discontinue work in the immediate area (100-foot radius) until approved to resume work by the Contracting Officer. Rope off the contaminated area.
8.5 Contractor shall comply with the most recent ADEC regulations and guidance pertaining to spill response and cleanup of contaminated sites.
