SECTION I

1.0 DESCRIPTION OF SERVICES

1. Description of Services. The contractor shall provide all management, transportation, tools, supplies, equipment, and labor necessary to perform maintenance on the Energy Management and Control Systems (EMCS) located on JBER, Alaska. The contractor shall perform contracted services in accordance with (IAW) applicable trade practices, Air Force Guidance Memorandum (AFGM) 2017-32-01, Air Force Instruction (AFI) 33-210 and the Unified Facilities Criteria (UFC) 4-010-06. The EMCS shall be maintained per National Fire Protection Association (NFPA) 70: National Electrical Code (NEC) requirements.

1.1. Scope of Work. The contractor shall provide technical support to JBER EMCS personnel for maintenance of the EMCS servers’ application software and databases. All software upgrades and data base maintenance shall be performed with the approval of a JBER EMCS administrator.

Any and all equipment must be 100% compatible and compliant with Automated Logic Control (ALC) equipment and software approved through the Change Management Plan (CMP) or Change Configuration Board (CCB). The Automated Logic Control System (ALCS) will not have remote connection capabilities and must be accessed on site at JBER.

1.1.2. Technical Support. Provide technical support via telephone or in person, to assist base EMCS personnel in troubleshooting the facility’s ALCS. Work shall be performed during normal business hours (Monday-Friday, 7:30 AM through 4:30 PM). (SS-3)

1.1.2.1. Service Calls. Contractor shall, as a minimum, respond to intervening and unscheduled service calls. The contracting officer representative (COR) will initiate all calls for repairs. The contractor shall respond within one (1) hour of request or shall be on site within two (2) hours if repairs are required. The hourly rate for service calls will begin when the contractor responds to the COR’s service request.

The contractor shall keep a log and records for each service call. (SS-3)

1.1.2.2. Communication and Response Time. The contractor shall have a recording type system or answering service for use when personnel are not available to receive a service call requirement. The contractor shall contact the COR within 1 hour to receive the service call information. (SS-3)

1.1.3. Software Services. The contractor shall provide EMCS personnel and EMCS administrators with all ALC applications, programs, add-ons, software/firmware updates

(including latest available drivers) in order to maintain or improve present performance including Third Party Integration, patches, and hot fixes. The contractor shall provide ALC documentation and for system vulnerabilities within 48 hours of availability. The contractor shall assist by providing 100% guidance and oversight for these applications to the EMCS administrators. All licenses required to operate the current JBER EMCS network and any future expansion shall be the responsibility of the contractor. (SS-1)

1.1.3.1 WebCTRL Suite of Software. The contractor shall provide EMCS personnel and EMCS administrators notification of the release of the newest version of WebCTRL. All licenses required to operate the current JBER EMCS network and any future expansion shall be the responsibility of the contractor. (SS-2)

1.1.3.2 Field Panel Database/System File Back-up. The contractor shall provide 100% assistance and support to the EMCS administrator in maintaining government system backup files, field panel database and system files once a month, per AFGM- 2017-32-01. System files include but are not limited to: MySQL database, graphics, program files, and trend data. The contractor shall work with the EMCS administrator to maintain system backups from contract start. In the event of a memory/data loss, the contractor shall assist EMCS personnel with database recovery from a provided current backup copy. Once data is installed on the government system it becomes property of the US Government. (SS-2)

1.1.3.3 Electronic Operations and Maintenance Manual (EOMM)

Updates/Upgrades. The contractor shall update EMCS projects/upgrades as given to the contractor by the COR’s and continue to incorporate new projects into the EOMM that have been developed during the contract; upgrades to the EOMM shall be implemented and made as technology progresses. (SS-2)

1.1.3.4. WebCTRL Analysis & Optimization. The contractor shall perform a technical operations review of WebCTRL monthly, including but not limited to:

trend analysis, trend optimization, tuning of PID control loops, updating 3rd party integration programs/points, updating global network monitoring programming, network troubleshooting, cleaning up network error points, and updating logic and graphical programs to current standards. The contractor shall document any problems encountered, the root causes of those problems and the fixes/solutions implemented to correct them. This review will identify system configuration anomalies and system performance enhancements in order to foster continuous system improvement. (SS-2)

1.1.4. Training Sessions. The contractor shall conduct up to 200 training hours per year, for up to sixteen (16) students per training session. This will allow JBER EMCS personnel to maintain and develop their skills effectively using the ALC software and hardware. The intent of these classes are to develop the maintenance group’s knowledge of specific ALC systems installed on JBER. This training can occur on JBER or a local area vendor training sight. The preferred day and time of training will be on Thursday mornings from 8:00 am until 11:30 am however, JBER reserves the right to amend training dates and times to facility mission work load and flow. An example of the type of training that will be conducted is located in the table directly below: (SS-4)

1.1.5. Reports. A copy of the monthly reports for all systems shall be submitted to the COR or the EMCS administrator at Building 6326 Arctic Warrior, no later than the 5th day of the following month. The contractor shall submit the report on a CD-ROM.

1.1.5.1 Deliverable Reports. A copy of the deliverable reports for all items performed in the reporting month, outlined in the table directly below, shall be submitted to the COR and the EMCS administrator at Building 6326 Arctic Warrior, no later than the 5th day of the following month. The contractor shall submit the report on a CD- ROM.

SECTION II

2.0 SERVICE SUMMARY

2.1. Overview. The Contractor service requirements are summarized into performance objectives that relate directly to mission essential items. The performance threshold briefly describes the minimum acceptable levels of service required for each requirement. These thresholds are critical to mission success.

2.1.1. The SS will be used as the baseline to measure contractor performance. The SS will identify the surveillance methods the Government will use to evaluate performance.

2.1.2. Surveillance methods may include: customer complaints, facility manager phone calls or e-mails, and periodic inspections by the COR.

Methods of surveillance may change after contract award, based on, but not limited to:

2.2. Performance Evaluation. Performance of a service will be evaluated to determine whether or not it meets the performance threshold. Re-performance is the preferred method of correcting any unacceptable performance.

SECTION III

3.0 GOVERNMENT FURNISHED PROPERTY, EQUIPMENT, AND SERVICES

3.1. Government Furnished Property. None.

3.2. Government Furnished Services. The government will provide a shared work space in the EMCS Control Center and shared access to a computer with connectivity to the EMCS network for the purposes of this performance work statement. With 24 hour notice, a laptop computer is available to be signed out, to the contractor, from a JBER EMCS administer. Where available, reasonable quantities of water, natural gas, sewage service, electricity, heating and cooling will supplied at no cost to the contractor for the sole purpose of accomplishing the requirements of this contract. Any temporary connection of electrical lines that may be required shall be installed, maintained, and removed by the contractor at their expense.

3.3. Entry and Escort Service. The contractor shall contact Civil Engineering (CE) customer service by email or telephone at 773ces.csu@us.af.mil or 552-3727 to arrange for entry and escort service, when required, in secure locations on base.

3.4. Police and Fire Protection. The government shall provide police and fire protection. The telephone number for Security Forces is, 552-4444; Fire Protection, 911. JBER spill response team can also be reached at 911.

3.5. Medical. In the event of a severe emergency dial 911, JBER Hospital, 580-5555 or 580-5556, shall respond and transport a contractor employee to the local hospital if necessary, the contractor shall reimburse the government for these services.

SECTION IV

4.0 GENERAL INFORMATION

4.1. Personnel. The contractor shall be responsible for obtaining all necessary cards, passes, badges, buttons, and decals to perform work requirements. The contractor shall be required to apply for vehicle and individual identification media through the contracting office and the 673rd Security Forces Squadron, Pass and ID Section. This identification shall be surrendered to the Pass and ID Section upon completion or termination of the contract, or upon termination of an individual’s employment.

4.1.1. Contract Manager. The contractor shall provide a PWS contract person who shall be responsible for work performance. The name of this person and an alternate(s) who shall act for the contractor when the manager is absent, shall be designated in writing to the contracting officer. The contract manager or alternate shall have full authority to act for the contractor on all contract matters relating to daily operation of this contract. The contract manager and alternate(s) must be able to read, write, speak, and understand the English language.

4.1.2. Employees. The contractor shall not employ any person who has been identified by the contracting officer as a potential threat to the health, safety, security, general well-being, or operational mission of the installation and its population. A valid driver’s license is required for all personnel. The contractor shall be responsible for all individual and vehicle passes issued to the contractors employees by JBER.

4.1.3. Identification. The contractor shall provide each employee with identification badge that shall include the employee’s name, employee’s photograph, and contractor’s company name. Identification shall be available prior to employment and shall be worn or attached to the outer garment at all times while on the installation. If Government CAC Card is provided this is acceptable in lieu of Contractor provided badge.

4.2. Training/Certification. The contractor shall ensure that all technicians are directed by an ALC authorized local dealer for technical factory support. Technicians must be trained and capable of accomplishing all assigned work to include: inspection, maintenance, installation and repair of JBER’s ALCS components. Training certification shall be available upon request from the COR and/or incorporated with the contract file at the pre-performance meeting.

4.2.1 Annual Information Awareness Training. The contractor must provide annual Information Awareness Training (IA) for all employees who access JBER EMCS.

Completed certificates must be turned-in to an EMCS administrator within 30 days of the start of the contract and within 30 days on each option year of the contract thereafter.

4.3. Quality Assurance. The government shall evaluate the contractor’s performance in accordance with the Services Summary. The government representative shall evaluate the contractor’s performance through receipt of customer complaints from facility managers, COR complaints and periodic inspections.

4.4. Security. The contractor personnel on JBER shall be limited to their work area when in the field. The facility manager for the individual buildings shall support access or escorted entry. At the end of each work period, facilities shall be secured. The contractor shall immediately notify the COR when damage to government property, such as accidental abuse or misuse is discovered. The contractor shall annotate the damage on the inspection report.

4.4.1. National Agency Check Investigation (NACI). The Contractor shall have current favorable National Agency Check Investigations for its employees, from the Government, by contract start date and throughout the life of the contract. These investigations shall be submitted by the Government at no additional cost to the service provider.

4.4.2. Common Access Card (CAC).The Government will provide a CAC for all employees who require access to DOD computer networks and systems or who may perform work on JBER regularly and will require the use of a CAC for installation entry control.

1) Issuance. The Contractor shall use the following procedures to obtain CACs.

(a) For all employees the Contractor shall apply for a Common Access Card

(CAC) through the DoD Contractor Verification System (CVS) at https://www.dmdc.osd.mil/appj/cvs/index.jsp.

(b) Once approved in the CVS system, contractor personnel will proceed to the nearest CAC issuance workstation (usually the local Military Personnel Flight) (MPF) and provide the appropriate documentation to support their identification and/or citizenship. The CAC issuance workstation will then issue the CAC.

2) Turn-In of Cards. For contractor personnel who no longer require logical access, physical access or have expired cards, the Contractor shall return CACs within seven working days.

3) Lost or Stolen Cards. The Contractor shall report lost or stolen CACs immediately to the COR and CO.

4) Penalty. Failure to comply with these requirements may result in withholding of final payment.

4.4.3. Insurance. The contractor shall obtain the necessary insurance as required by FAR part 28.3. The minimum amounts of insurance will be maintained IAW FAR 28.307-2.

4.5 Hours of Operation. All work shall be performed in a manner that creates minimum disturbance or inconvenience to the use of the facilities. Work hours are between 7:30 A.M. and 4:30 P.M., Monday through Friday.

4.6. Safety and Health Standards. The contractor shall initiate and maintain programs to comply with the provisions of OSHA and AFOSH.

4.7. Vehicles. Contractor vehicles shall be maintained in a clean and serviceable condition. Any collision or rust damage shall be repaired within 30 calendar days of the occurrence. The contractor shall operate vehicles to comply with base traffic regulations. Government provided parking spaces should not be used for overnight parking of privately owned vehicles, trailers, snowmobiles, all-terrain vehicles or other conveyances. All vehicles shall be in operable condition and meet all local, state, and federal safety requirements. Each vehicle shall have the contractors name neatly exhibited on each side of the car.

4.8. Changes. During the period of this contract, all ALCS installed equipment shall become property of the government. The government then reserves the right to remove from and/or return to service any or all EMCS facility equipment. When removed from the facility, the contractor shall not be responsible for maintenance. When additional facilities that are added to the JBER ALCS current workload data sheet, the contractor then reserves the right to request a contract modification to compensate for the increased work annually. This is defined under the Scheduled Maintenance section of the Performance Objective; outlined in Section II, subpart 2.3 of the Service Summary. Any changes to this contract shall be via modification to the contract.

4.9. Performance of Services During Crisis Declared By The National Command

Authority of Overseas Combatant Commander. The contractor shall continue to perform all listed services unless otherwise directed by the contracting officer at which time the government will accept responsibility for the services or stop all services.

4.10. Manpower Reporting. The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract via a secure data collection site. The contractor is required to completely fill in all required data fields at http://www.ecmra.mil. Reporting inputs will be for the labor executed during the period of performance for each Government fiscal year (FY), which runs 1 October through 30 September.

While inputs may be reported any time during the FY, all data shall be reported no later than 31 October of each calendar year. Contractors may direct questions to the CMRA help desk.
