STATEMENT OF WORK

Repair Install Flight Line Security Camera, Multiple Buildings

FXSB 18–1461 Building 17660 FXSB 18-1643 Building 9696

FXSB 18-1471 Building 12755

SECTION 1: PROJECT INFORMATION

1.1 PROJECT LOCATION: The project shall be completed at building 9684, 9696, 10682, 12755, 16670 and 17660 on JBER- Elmendorf, Alaska. See drawing E1.0 Project Location Map for building locations. Project hours are standard work hours 08:00-17:00.

1.2 UNIQUE REQUIREMENTs:

i. Site Access: This project is located in a controlled access area. Individuals entering this site shall be subject to inspection upon entering and leaving the site. Project scheduling and coordination of site access is required.

ii. Building access shall be coordinated/approved at least 7 days in advance. Building access can be terminated/postponed/rescheduled at any time if mission impact identified by communications squadron personnel or JBER Mission partners.

1.3 PROJECT DESCRIPTION: Provide labor and materials to install Electronic Security Equipment (ESE) in building 9684, 9696, 10682, 12755, 16670 and 17660.

1.4 PROJECT DURATION: Contract performance period is 365 days from NTP.

1.5 PRICE SCHEDULE: Shall be submitted in accordance with the attached Price Schedule for specific requirements.

SECTION 2: GENERAL REQUIREMENTS

2.1 WORKMANSHIP: All work shall be accomplished in accordance with all applicable Federal, National and local codes and publications. Contractor shall field verify all measurements, quantities, or value stated by the Government. Liquidated damages shall be assessed if the project is not completed within the scheduled performance period.

2.2 WORKSITE: The contractor shall limit the work to the areas indicated by the government. The contractor shall make every effort not to disturb or obstruct parts of the facilities still occupied by the government. The contractor shall make efforts to minimize interference to Government operations. The contractor shall coordinate and schedule work with the 673 CES/CENM office prior the start of construction. The contractor shall dispose of all construction debris off base at an ADEC permitted disposal facility.

2.3 SITE SECURITY AND PROTECTION: The contractor shall make every effort to secure the work site, allowing only authorized personnel to enter the work site. The contractor shall protect the site from damage from weather, vandalism, and/or theft.

2.4 DAMAGE TO EXISTING SITE CONDITIONS: The contractor shall be responsible to repair any and all damage incurred to existing Real Property/Grounds due to poor workmanship at no cost to the government. Contractor shall not park or drive on sidewalk or grassy/snowy areas. Damage incurred shall be repaired at no cost to the government.

2.5 HEALTH/SAFETY: The contractor shall be responsible for compliance with OSHA, EM 385-1-1, and AFOSH standards. The contractor shall maintain a clean and debris free site at all times.

The contractor shall keep driveways and entrances into and around the work site clear at all times. The contractor shall not use driveways or entrances as employee parking or storage of materials unless otherwise stated. The contractor shall minimize storage of materials and equipment on site. The contractor shall comply with the installations’ Foreign Object Debris (FOD) program requirements.

2.6 GREEN PROCURMENT: Contractor must incorporate “green procurement” principles into the design of their projects. Specifically, consult the EPA’s web site at www.epa.gov/cpg/products.htm for a listing of the products that have been mandated as green procurement requirements for purchases.

SECTION 3: TECHNICAL CRITERIA

3.1 Technical requirements

a. Camera System in building 9684, 9696, 10682, 16670, 17660: Shall be in accordance with the attached drawings. Camera system shall consist of exterior wall mounted dome type PTZ cameras equipped with wall brackets, corner adapters, environmental housing, and heaters suitable for Alaska cold weather environment.

b. Recording server in building 12755: Shall be provided in accordance with the attached drawings.

c. Intrusion Detection System: Provide intrusion detection equipment and necessary wiring in accordance with the attached drawings

d. VICADS licensing shall be provided for all cameras and recording server.

e. Provide additional 7 camera VICADS licenses for existing cameras in building 8681

(1 license), building 9684 (1 license), building 9696 (1 license), building 16716 (3 licenses).

f. IP Service licensing shall be provided for all Cisco switches

g. It is contractor’s responsibility to integrate the newly installed equipment into existing JBER Basewide system. The existing Electronic Security Equipment in JBER http://www.epa.gov/cpg/products.htm is Honeywell Vindicator for instruction detection and PSSGI Video Image Control and Display System (VICADS) for video recording and viewing.

h. The only equipment listed in “Non-Nuclear IDS Equipment Approval” memorandum dated 13 December 2017 (attached)” shall be authorized in the project, and shall be compatible with existing JBER Electronic Security Equipment system.

3.2 Field Tests: Contractor shall demonstrate that system is 100% functional before field tests can be scheduled.

1. ESE system Testing: Shall be in accordance with ESE-TP-0023 (attached), and shall be conducted by contractor and witnessed by 673 CEG Alarm Managers and SFS personnel. A written notification of the test date and time shall be sent to 673 CES Construction Manager at least 7 days before the scheduled test date. System Test Procedure shall be submitted for approval 30 days after NTP.

2. Horizontal Cable tests. Perform testing for each outlet as follows:

a) Perform Category 6A link tests in accordance with TIA-568-C.1 and TIA-568-C.2. Tests shall include wire map, length, insertion loss, NEXT, PSNEXT, ELFEXT, PSELFEXT, return loss, propagation delay, and delay skew.

b) Optical fiber Links. Perform optical fiber end-to-end link tests in accordance with TIA-

568.3-D.

1. The IDS equipment listed below is approved for use when employed in the tested PL-1 Non- Nuclear through PL-4 applications and configurations. This letter consists of seven pages.
